The Martin County Grand Jury for its January 2026 meetings gave down thirteen (13) indictment true bills against eleven (11) individuals on Thursday, January 15, in Inez, Kentucky. The charges returned in those indictments range from first-degree drug trafficking and gun possession by a convicted felon to fleeing police and repeated failures to appear in court.
Below are the those who were indicted and their charges they are accused to have committed:

JUDY FAYE PAULEY
Judy Faye Pauley, 63, of Inez, KY., was indicted on charges of trafficking in a controlled substance in the first degree (fentanyl)-complicity, trafficking in a controlled substance in the first degree over 2 grams (methamphetamine)-complicity, and trafficking in a controlled substance in the first degree less than 10 dosage units (opioids)-complicity.
The indictment states that Pauley acted alone or in complicity with Clarence Pauley in committing the offenses September 10, 2025, when she was caught with 2.742 grams of fentanyl, 5.78 grams of methamphetamine, six dosage units of hydrocodone, $153 in cash, scales and individual plastic baggies with the intention of trafficking the drugs. Her bail is $10,000.

CLARENCE SHANE PAULEY
Clarence Shane Pauley, 41, of Inez, KY., was indicted on charges of trafficking in a controlled substance in the first degree (fentanyl)-complicity, trafficking in a controlled substance in the first degree over 2 grams (methamphetamine)-complicity, and trafficking in a controlled substance in the first degree less than 10 dosage units (opioids)-complicity.
The indictment states that Clarence Pauley acted alone or in complicity with Judy Faye Pauley in committing the offenses September 10, 2025, when he was caught with 2.742 grams of fentanyl, 5.78 grams of methamphetamine, six dosage units of hydrocodone, $153 in cash, scales and individual plastic baggies with the intention of trafficking the drugs. His bail is $10,000.

WILLIS G. HORN
Willis G. Horn, 35, of Inez, KY., was indicted on charges of fleeing/evading in the first degree, operating a motor vehicle under the influence of alcohol/drugs, first offense, two counts of possession of a controlled substance in the third degree, three counts of wanton endangerment in the second degree and reckless driving.
According to the indictment, Willis Horn committed the offenses March 29, 2025, when he disregarded signals and commands to stop given by Deputy John C. Kirk of the Martin County Sheriff’s Office while attempting to flee and driving under the influence of alcohol or other substances.
The grand jury further states that Willis Horn was in possession of four dosage units of gabapentin, a Schedule IV controlled substance.
The indictment alleges that Willis Horn engaged in conduct that created a substantial danger to a female and two juveniles and that he drove recklessly without regard for the safety and convenience of pedestrians and other vehicles on the roadways. His bail is set at $10,000.
In a separate indictment, Willis Horn is charged with possession of a handgun by a convicted felon. The grand jury states that he was caught March 29, 2025, with a Taurus brand 9mm handgun after having been previously convicted of a felony. Bail on that case is $10,000.

JASON KENNETH FIELDS,
Jason Kenneth Fields, 41, of Inez, KY., was indicted on a charge of bail jumping in the first degree. The grand jury states that Fields failed to appear December 16, 2025, for a preliminary hearing in Martin Circuit Court in connection with a felony charge. According to the indictment, he was released from custody on the condition that he would appear. His bail is $5,000.
Jason Kenenth Fields faces the same charge on the same date in a separate indictment. His bail is also $5,000 as well.

JEREMY SCOTT WILLIAMS,
Jeremy Scott Williams, 33, of Kermit, West Virginia, was indicted on a charge of bail jumping in the first degree. The indictment states that he failed to appear for an arraignment hearing December 18, 2025, in Martin Circuit Court after being released from custody on the condition that he would appear. His bail is $5,000.

JOSHUA MOORE
Joshua Moore, 27, of Inez, KY., was indicted on a charge of bail jumping in the first degree. The grand jury states that Joshua Moore failed to appear December 4, 2025, for a preliminary hearing in Martin Circuit Court after being released from custody on the condition that he would appear. His bail is $5,000.

ROY KENNETH GOBLE
Roy Kenneth Goble, 50, of Pilgrim, KY., was indicted on a charge of bail jumping in the first degree. The indictment states that Goble failed to appear for a pretrial conference December 4, 2025, in Martin Circuit Court after being released from custody on the condition that he would appear. His bail is $5,000.

AMOS RAY EVANS
Amos Ray Evans, 50, of Lovely, KY., was indicted on a charge of possession of a controlled substance in the first degree (methamphetamine). The grand jury states that on October 2, 2025, Amos Evans was in possession of methamphetamine. His bail is $5,000.

DENISE D. CHAFFINS
Danese D. Chaffins, 34, of Inez, KY., was indicted on two counts of possession of a controlled substance in the first degree (opiates), possession of a controlled substance in the first degree (fentanyl), possession of marijuana, operating a motor vehicle under the influence of alcohol/drugs, first offense within 10 years.
The indictment states that Denise Chaffins was caught September 19, 2025, with oxycodone, hydrocodone, fentanyl and marijuana, and operated a motor vehicle while under the influence of alcohol or other substances. Her bail is $5,000.

SCOTTIE MCKENZIE
Scottie McKenzie, 54, of Wittensville, KY., was indicted on charges of possession of a controlled substance in the first degree (methamphetamine) and possession of a controlled substance in the second degree (suboxone). The indictment states that on August 25, 2025, Scottie McKenzie was caught with methamphetamine and suboxone, a Schedule II drug. His bail is $5,000.

BRETT WALLER
Brett Waller, 61, of Lovely, KY., was indicted on a charge of fleeing/evading in the second degree (on foot). The grand jury alleges that Brett Waller committed the offense December 7, 2025, when he disregarded the commands given by Martin County Constable Brad Preece in an attempt to flee from the officer. His bail is $5,000.
