Regular Meeting

September 15, 2025

Lawrence County High School at 6:00 PM

The Lawrence County Board of Education held its regular meeting at the Lawrence County High School library on Monday, September 15, 2025, at 6:00 PM. Board members Jim See (Chairman), Maddlene Roberts (Vice-Chair), Barbara Robinson, Garnett Skaggs, and Susie Rice were all present in person.

Mr. Jim See called the meeting to order, and the board approved the agenda.

In students and staff presentations and recognitions:

  • Mrs. Webb remembered Mrs. Gabriele Hutchinson, who recently passed away on August 28th, 2025.  Gobby, as everyone knew her, retired from a long career in teaching from Lawrence County Schools in 2001.  Mrs. Webb remembered Mrs. Hutchinson as a new student at LCHS.  “She was my freshman PE teacher, and she was a very kind person. I remember her well.  I came here as a brand-new student to LCHS, and I didn’t know anyone.  And the kindness they mentioned here, that is the truth.  She showed kindness to a shy 14-year-old girl, and I appreciated it.”  Guests at the meeting also recalled Mrs. Hutchinson as a kind and gentle person, sharing fond memories of her.  A moment of silence was held in her honor.
  • The 2025 LC Schools Summer Feeding program served 30,000 meals in six weeks from the LCHS, BES, and FES.  Mrs. Webb presented the food service teams with certificates of appreciation for their hard work and dedication to the summer program.
  • Mrs. Blackburn, LC Agriculture instructor, and her students introduced their new Ag Safety days to be held during Ag Education Week, September 15th-19th, at the Lawrence County Fairgrounds for K-5th-grade students.

In communications, Mrs. Webb gave the Superintendent’s update.

  • Mrs. Webb discussed community events such as Septemberfest, working to support the Louisa Rotary Club meetings and activities.  Also, she has been working diligently to promote the facility upgrades to the community. She has been able to attend girls’ and boys’ soccer, volleyball, high school and middle school football, and girls’ basketball games.
  • Mrs. Webb discussed the significant focus of the Comprehensive District-Wide Communication and Strategic Planning in relaying the tax rates and facility plans to the community through various social media platforms. She has also met directly with school employees, who wanted to discuss the topic firsthand and for transparency. Newspaper articles have also been published explaining the reasons for the tax increases and the planned purpose of those funds.
  • Mrs. Webb discussed leadership and staff development, working on the district’s commitment to ongoing professional growth. Mrs. Webb is meeting with each administrator as they craft their professional growth plans for the year.  She has also been working with principals, pinpointing where they need more focused support.
  • Mrs. Webb established that she usually plans the start of her day at one of the schools within the district, unless she has a scheduled meeting that prohibits a visit.  The LC DMAP meetings have begun, and this month’s meeting will be on Thursday, Sept 18th.

In Student Learning and Support Services:

  • The LC BOE approved the Minutes of the August 18, 2025, Regular Meeting, the Minutes of the August 28, 2025, Tax Levy Public Hearing, and the Minutes of the August 28, 2025, Special-Called Meeting.

      In Finance:

  • The Claims and Orders of the Treasurer, and the Monthly Financial Report by Mrs. Brandi Peters, LC Finance Officer, were approved by the board.

Total Revenue                            $1,843,007

Expenditures                              $ 2,264,628

Fund 1 Cash Balance                 $1,645,509

Ending Balance                         $6,094,976

Balance sheets reflect the balance of each fund. Expenditures exceeded revenues due to bond payments and payroll.

  • The board approved the Monthly Finance Report provided by Finance Officer, Mrs. Brandi Peters.
  • The board set a Working Budget Special Meeting for September 23rd, 2025, at 6 PM in the LCHS library.

Annual Financial Report (ARF) Fiscal Year 2024-2025

  • Darrell Blair presented the audit for the LC School District for the 2024-2025 school year, as of June 30, 2025.  Mr. Blair reviewed and explained the annual audit’s findings to the board members.  Some of the findings included schools not using appropriate documents for fundraising events, among other minor issues.  Mr. Blair presented the board with strategies to reduce problematic errors.
  • The board approved to accept the 2024-2025 LC School District Audited Annual Financial Report (ARF), July 1, 2024, to June 30, 2025.
  • The board approved the Education Letter of Confirmation of Audit Information for Fiscal Year 24-25.

In the Consent Agenda:

  • The board approved the Consent Agenda.
  • LCHS Software Licenses: Explore Learning School Gizmo Science Department Software License for 1 year at $3,913.75; SmartPass Pro Plan for $3,421.76.
  • A service agreement with Randy Lawson for reconditioning of LC Schools’ wood floors for LCHS ($850), LMS ($550), and LEES ($450).
  • LC Schools’ lease agreement with Hewlett-Packard Financial Services Company and vendor, Riverside Technologies (RTI), for Chromebooks and RTI Elite Services for a 4-year term and a quote of $246,500.

In Requests:

  • Several of the fundraising forms were not fully completed and tabled until the special-called board meeting.
  • There were several requested Use of Facilities and Out-of-State Overnight Trips.
  • Joey McClanahan, LCHS Tennis Coach, asked permission to apply for the US Tennis Association grant to assist in resurfacing the tennis courts and upgrading fencing and lighting.

In Construction/Building & Grounds Project Updates:

  • Approved the Pay Application 21 with Codell Construction for $10,583.03 for work performed on the LCHS LAVEC.
  • Approved the Change Orders for LCHS LAVEC, earning credits in the amounts of -$131.01, plus -$27,066.85, plus -$3,084.50, and, in addition, -$240.04 for the return of unused Purchase Order balances.
  • Approved the Pay Application 12 with Codell Construction for $15,462.06 for work performed at the LMS Roof Replacement project.
  • Approved a Change Order for the LMS Roof Replacement issued to Kalkreuth Roofing and Sheet Metal for $3,368.34.
  • Approved an invoice from RossTarrant Architects for professional services for $2,540.00.

In Other Action:

  • Approved to select LC BOE member, Susie Rice, as the member to represent and serve on the District Improvement Plan Committee.
  • Approved the recommendation of the Superintendent for the appointment of the members of the District Improvement Plan Committee.  There was a discussion that testing data will be available in mid-October, hopefully by October 23rd.
  • Mrs. Brady, Chief Academic Officer, discussed in detail the Comprehensive District Improvement Plan (CDIP) with board members.
  • Approved the information provided within the KETS FY25 Technology Activity Report (TAR), its submission to KDE, and the use of the KDE Indirect Costs Rates for Fiscal Year 2025-2026.
  • Approved to advertise for snow removal bids on school property.
  • Approved Shortened School Day/Week Waiver Request for special needs student.
  • Approved, on the recommendation of the Superintendent, appointment of updated members of the District Wellness Committee.

There was no new business.

Personnel:

  • In Personnel, the board approved the abolishment, creation, and changes regarding positions.
  • Superintendent Professional Growth and Evaluation: Katie H. Webb

Standard 3: Cultural Leadership

Mrs. Webb discussed events throughout the school district, including:

-25-26 LC Administrators Retreat

  • Rounding Interviews with principals
  • Birthday calls and texts to staff
  • KASA Summer Conference/July 2025
  • 2025 Readifest Programs, Open Houses, & Meet the Teacher
  • 2025 Lunch & Learn for LC Schools Faculty/Staff & FRYSC Door Prizes
  • Louisa Rotary Luncheon & 2025 Auction
  • LC Schools Benefit & Health Fair
  • Approved to acknowledge receipt of Superintendent’s Personnel.

Mr. See adjourned the meeting.

The next Regular School Board Meeting will be held on Monday, October 20th, at 6:00 PM at Fallsburg Elementary School. All residents are welcome to attend Lawrence County Board Meetings to stay informed about issues affecting our students and schools. The meetings may also be viewed virtually through the public viewing link.
