Utility commission meeting dates changed
The Louisa City Council met for a Special Meeting on Tuesday, May 23, 2017. Those present for the meeting were Harold Slone Mayor, Mitch Castle Member, Ron Cordle Member, Lisa Schaeffer Member, Tom Parsons Member, John Nolan Member, Eldred Adams City Attorney and Greg Fugitt, Police Chief. The meeting was called to order following the opening prayer and Pledge.
The first item on the agenda was to fill the vacancy created by the resignation of member David McKenzie Member last month.
There were two citizens present for the Council to review as members as well as a few letters of recommendations for the appointment. Motion made by Mitch Castle, second by Lisa Schaeffer to appoint Matt Brown to the empty seat. All approved.
Mayor Harold Slone commented that this was not his decision but a matter for the Council.
“I am honored to nominate a man whose values, morals and vision for Louisa mirror mine,” Castle said. “He is not only a wonderful man who loves the Lord but is a proven leader.”
Brown works with Addiction Recovery Care of Louisa. Matt Brown was sworn into office by Eldred Adams City Attorney.
The City of Louisa was notified last week of 2 grant awards. “$89,000 was awarded to the City by the Ky. Department for Local Government for upgrades to city facilities leading to energy conservation.
“The City has applied for several grants over the last 18 months and now some of that hard work is paying off,” mayor Slone said. “Grants can be a lot of paperwork and very competitive but in today’s world it is essential that we apply for all we can.”
Council then heard from RJ Palmer of Compass Municipal on the financing of the Energy Savings Project by the Perfection Group.
He explained that this debt would not go against the city’s borrowing power and/or credit rating. This debt service would be paid off from the savings of the program.
The loan is approximately $1.6 million on the Water/Sewer side and $286,000 on the City side. A motion made by Ron Castle, second by Tom Parsons, for Compass to move forward with the financing. All were in agreement.
* Motion by Mitch Castle, second by John Nolan to approve the first reading of Amendment to Ordinance 2016-06-A “Amendment to the Ordinance Establishing the Meeting Time and Date for the Louisa Utility Board”. The date was changed to the 1st Tuesday of the month so that the City Council could promptly respond to recommendations from the Board.
* Motion by Ron Cordle, second by John Nolan to approve the first reading of Ordinance 2017-03. “An Ordinance Establishing the Annual Budget for the FY17/18 for the City of Louisa, Kentucky.
* Motion by John Nolan, second by Ron Cordle to approve the first reading of Ordinance 2017-04,”Ordinance Establishing the Budget for the Louisa Utility Board FY17/18″.
* Motion by Mitch Castle, second by Tom Parsons to approve first reading of Ordinance 2017-05″Compensation of City Employees pursuant to KRS83A.070″. The Mayor explained that this does not change any salaries, just clarifies classifications and pay scales for all employees of the City.
* Motion by John Nolan, second by Tom Parsons to approve first reading of Ordinance 2017-06, “Compensation of Louisa Utility Board Employees”. This again is just a clarification for all Water employees on classification and pay scales.
* Motion by Ron Cordle, second by Tom Parsons to approve bids for the Fire Department Air Packs. No amount given.
The Council then went into Executive Session to discuss pending litigation for the City. No action was taken.
The meeting was then adjourned.
