
Louisa, Ky. — A Lawrence County Grand Jury released 22 indictments in its October session.
Here are the actual charges and remember an indictment is not proof of guilt or innocence.
COMMONWEALTH OF KENTUCKY VS. CHARLES MORRIS
The Grand Jury charges: That on or before May 15th, 2025, in Lawrence County Kentucky, and before the finding” of the indictment herein, the above-named defendant:
1. Charles Morris committed the offense of Wanton Endangerment in the First (1st) Degree by knowingly and unlawfully engaging in conduct that creates substantial danger of death or serious physical injury to another person, namely N.B., a juvenile, and discharging a firearm during the commission of the offense.
2. Charles Morris committed the offense of Assault in the Fourth (4th) Degree when he intentionally caused physical injury to N.B, a juvenile.
3. The above-named defendant committed the offense of Endangering the Welfare of of a Minor by knowingly and unlawfully being a parent, guardian guardian or person legally charged with the career custody of a minor and failing or refusing to exercise diligence in the control of such child to prevent that child from becoming a neglected, dependent, or delinquent child.
4. The above-named defendant committed the offense of Carrying a Concealed Deadly Weapon by knowingly and unlawfully being in possession of a .9mm Glock handgun.
COMMONWEALTH OF KENTUCKY VS. ROBERT HAMMONDS
The Grand Jury charges: That on or before July 22nd, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1.Robert Hammonds acting alone or in complicity with Angela Ratliff the committed offense of Trafficking in Controlled Substance in the First (1st) Degree <2 Grams (Methamphetamine) by knowingly and unlawfully being in possession of Methamphetamine, scales, and individual plastic baggies, with the intent of trafficking in that Methamphetamine, or Methamphetamine.
2. The above-named defendant acting alone or in complicity
with Angela Ratliff committed the offense of Possession/ Use Drug Paraphernalia by knowingly and unlawfully being in possession of three (3) glass pipes, a spoon containing chemical residue, and a loaded needle.
COMMONWEALTH OF KENTUCKY VS. CRYSTAL WILLIAMS
The Grand Jury charges: That on or before April 5th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Crystal Williams committed the offense of Possession of a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of a Controlled Substance, namely Fentanyl, schedule II Controlled Substance.
2. Crystal Willimas committed the offense of Possession/ Use Drug Paraphernalia by knowingly and unlawfully being in possession of a smoking pipe.
3. The above-named defendant committed the Possession of Marijuana by knowingly or possessing marijuana.
4. The above-named defendant committed the violation of License Plate Not Legible by knowingly and unlawfully operating a motor vehicle upon a Kentucky roadway with a license plate not legible as required and defined in KRS: 186.170.
COMMONWEALTH OF KENTUCKY VS. JULIA TAYLOR
The Grand Jury charges: That on or before March 13th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Julia Taylor committed the offense of Possession of a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of a Controlled Substance, Methamphetamine.
2. The above-named defendant committed the offense of Possession of Marijuana by knowingly or unlawfully possessing marijuana.
3. The above-named defendant committed the offense of Possession of Drug Paraphernalia by knowingly and unlawfully being in possession of an altered smoking pipe.
COMMONWEALTH OF KENTUCKY VS. RANDY YORK
The Grand Jury charges: That on or before July 11th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Randy York committed the offense of Possession of a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of a Controlled Substance, Methamphetamine.
2. The above-named defendant committed the offense of . Possession of Marijuana by by knowingly or unlawfully possessing marijuana.
3. The above-named defendant committed the offense of Possession of Drug Paraphernalia by knowingly and unlawfully being in possession of an altered straw containing chemical residue.

The Grand Jury charges: That on or before January 2nd, 2023, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Steven Block committed the offense of Possession of a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of a Controlled Substance, Methamphetamine.

The Grand Jury charges: That on or before August 10th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Heather McKinney committed the offense of Possession of a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of Controlled Substance, namely Fentanyl, schedule II Controlled Substance.
2. Heather McKinney committed the offense of Possession of Controlled Substance in the First (1st) Degree-Cocaine by knowingly and unlawfully being in possession of Cocaine.
3. Heather McKinney committed the offense of Possession/ Use Drug Paraphernalia by knowingly and unlawfully being in possession of an uncapped syringe.
4. The above-named defendant committed the offense of Possession of Marijuana by knowingly or unlawfully possessing marijuana.
5. The above-named defendant committed the offense of Endangering the Welfare of a Minor by knowingly and unlawfully being a parent, guardian or person legally charged with the care or custody of a minor and failing or refusing to exercise diligence in the control of such child to prevent that child from becoming a neglected, dependent, or delinquent child.
6. The above-named defendant committed the offense of Giving Officer False Name, by knowingly and unlawfully, with the intent to mislead a police officer as to her identity, gave a false name or false biometric identifiers.
COMMONWEALTH OF KENTUCKY VS. LISA GREEN
The Grand Jury charges: That on or before February 7th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Lisa Green committed the offense of Possession of a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of a Controlled Substance, namely Methamphetamine.
2. Lisa Green committed the offense of Possession of a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of a Schedule I narcotic, Fentanyl.
3. The above-named defendant committed Possession of Drug Paraphernalia unlawfully being in possession of an altered straw containing chemical residue.
4. The above-named defendant committed the violation of Improper Display of Registration Plate by knowingly and unlawfully operating a motor vehicle upon a Kentucky roadway with a registration plate improperly displayed as required and defined in KRS: 186.170.
COMMONWEALTH OF KENTUCKY VS. ANDRES ZUNIGA-MENDOZA
The Grand Jury charges: That on or before April 26th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Andres Zuniga -Mendoza committed Trafficking in a Controlled Substance in the First (1st) Degree <2 Grams (Methamphetamine) by knowingly and unlawfully being in possession of Methamphetamine, three (3) sets of scales, and a grinder, with the intent of trafficking in that Methamphetamine, or by trafficking in that Methamphetamine.
2. Andres Zuniga-Mendoza committed the offense of Trafficking in a Controlled Substance in the First (1st) Degree (< 10 Dosage Units) (Hydrocodone) by knowingly and unlawfully trafficking in three and 1/2 dosage units of Hydrocodone, a Schedule II narcotic.
3. The above-named defendant committed the offense of Possession of Marijuana by knowingly or unlawfully possessing marijuana.
4. The above-named defendant committed the offense of Possession/ Use Drug Paraphernalia by knowingly and unlawfully being in possession of multiple smoking pipes.
COMMONWEALTH OF KENTUCKY VS. MICHAEL D. RAMSEY
The Grand Jury charges: That on or before August 28th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Michael D. Ramsey acting alone or in complicity with David L. Bowen committed the offense of Trafficking in a Controlled Substance in the First (1st) Degree <2 Grams (Methamphetamine) by knowingly and unlawfully being in possession of Methamphetamine, and individual plastic baggies, with the intent the intent of trafficking in that Methamphetamine, by trafficking Methamphetamine.
2. The above-named defendant acting alone or in complicity with Angela Ratliff committed the offense of Possession/ Use Drug Paraphernalia by knowingly and unlawfully being in possession of multiple needles, a torch, and a spoon containing chemical residue.
COMMONWEALTH OF KENTUCKY VS. DAVID L. BOWEN
The Grand Jury charges: That on or before August 28th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. David L. Bowen acting alone or in complicity with Michael D. Ramsey committed the offense of Trafficking in a Controlled Substance in the First (1st) Degree <2 Grams (Methamphetamine) by knowingly and unlawfully being in possession of Methamphetamine, and individual. plastic baggies, with the intent of trafficking in that Methamphetamine, or by trafficking in Methamphetamine.
2. The above-named defendant acting alone or in complicity with David L. Bowen committed the offense of Possession/ Use Drug Paraphernalia by knowingly and unlawfully being in possession of multiple needles, a torch, and a spoon containing chemical residue.
COMMONWEALTH OF KENTUCKY VS. SKY W. BENTLEY
The Grand Jury charges: That on or before June 21st, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Sky W. Bentley committed the offense of Trafficking in a Controlled Substance in the First (1st) Degree (Fentanyl) by knowingly and unlawfully being in possession of approximately 8.348 grams Fentanyl, and $768.00 in cash monies, with the intent of trafficking in that Schedule II narcotic, or by trafficking in that 8.348 grams of Fentanyl.
2. Sky W. Bentley committed the offense Importing Fentanyl by knowingly and unlawfully transporting Fentanyl into the Commonwealth by any means with the intent to sell or distribute the Fentanyl.
3. Sky W. Bentley committed the offense of Trafficking in a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of a controlled substance, namely approximately 55.037 grams of Cocaine and $768.00 in cash monies with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely approximately 55.037 grams
of Cocaine.
4. Sky W. Bentley committed the offense of Wanton Endangerment in the First (1st) Degree by knowingly and unlawfully engaging in conduct that creates substantial danger of death or serious physical injury to another person, namely K.W., a juvenile child.
5. Sky W. committed Bentley the offense of Wanton Endangerment in the First (1st) Degree by knowingly and unlawfully engaging in conduct that creates substantial danger of death or serious physical injury to another person, namely T.W., a juvenile child.
6. Sky W. Bentley committed Endangerment in the First (1st) Degree by knowingly and unlawfully engaging in conduct that creates substantial danger of death or serious physical injury to another person, namely R.W., a juvenile child.
7. Sky W. Bentley committed the offense of Wanton W. Endangerment in the First (1st) Degree by knowingly and unlawfully engaging in conduct that creates substantial danger of death or serious physical injury to another person, namely S.W., a juvenile child.
8. Sky W. Bentley committed the offense of Tampering With Physical Evidence by knowingly and unlawfully destroying, removing, altering or concealing physical evidence that she believed would be used against her in an official proceeding.
9. The above-named defendant Operating a Motor Vehicle While Under the Influence of Alcohol/ Drugs First (1st) Offense or Greater Within Five (5) Years by operating a motor vehicle while under the influence of alcohol or other substances that impair a driver’s ability to operate a motor vehicle.
COMMONWEALTH OF KENTUCKY VS. BILLY JOE SALMONS
The Grand Jury charges: That on or before July 26th, 2025, through September 30th, 2025, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Billy Joe Salmons committed the offense of Engaging in Organized Crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an accomplice in the commission of, the offense of Trafficking in a Controlled Substance in the First (1st) Degree (Fentanyl) (Fentanyl) on a continuing basis with two (2) or more of the following individuals: Tommy Church and Leslie Morgan Triplett.
2. Billy Joe Salmons acting alone or in complicity with Tommy Church and Leslie Morgan Triplett committed the offense Importing Fentanyl by knowingly and unlawfully transporting Fentanyl into the Commonwealth by any means with the intent to sell or distribute the Fentanyl.
3. The above-named defendant committed the violation of Hitchhiking-Disregarding Traffic Regulation By Pedestrian by knowingly and unlawfully, where a sidewalk is not available, as a pedestrian, failed to walk along and upon the shoulder of a Kentucky highway, as far as practicable from the edge of the roadway, as defined in KRS: 189.570.
COMMONWEALTH OF KENTUCKY VS. LESLIE MORGAN TRIPLETT
The Grand Jury charges: That on or before July 26th, 2025, through September 30th, 2025, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Leslie Morgan Triplett committed the offense of Engaging in Organized Crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an accomplice in the commission of, the offense of Trafficking in a Controlled Substance in the First (1st) Degree (Fentanyl) on a continuing basis with two (2) or more of the following individuals: Tommy Church and Billy Joe Salmons.
2. Leslie Morgan Triplett acting alone or in complicity with Tommy Church and Billy Joe Salmons committed the offense Importing Fentanyl by knowingly and unlawfully transporting Fentanyl into the Commonwealth by any means with the intent to sell or distribute the Fentanyl.
COMMONWEALTH OF KENTUCKY VS. TOMMY CHURCH
The Grand Jury charges: That on or before July 26th, 2025, through September 30th, 2025, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Tommy Church committed the the offense of Engaging in Organized Crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an accomplice in the commission of, the offense of Trafficking in a Controlled Substance in the First (1st) Degree (Fentanyl) on a continuing basis with two (2) or more of the following individuals: Leslie Morgan Triplett and Billy Joe Salmons.
2. Tommy Church acting alone or in complicity with Leslie Morgan Triplett and Billy Joe Salmons committed the offense Importing Fentanyl by knowingly and unlawfully transporting Fentanyl into the Commonwealth by any means with the intent to sell or distribute the Fentanyl.
COMMONWEALTH OF KENTUCKY VS. CARLOS SPENCE
The Grand Jury charges: That on or before May 29th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Carlos Spence committed the offense of Possession of a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of a Controlled Substance, Methamphetamine.
2. The above-named defendant committed the offense of Operating a Motor Vehicle While Under the Influence of Alcohol/ Drugs First (1st) Offense or Greater Within Five (5) Years by operating a motor vehicle while under the influence of alcohol or other substances that impair a driver’s ability to operate a motor vehicle.
3. The above-named defendant committed the offense of Possession of Marijuana by knowingly or unlawfully possessing marijuana.
4. The above-named defendant committed the offense of Possession/ Use Drug Paraphernalia by knowingly and unlawfully being in possession of an altered pipe.
5. The above-named defendant committed the offense of Failure to Wear Seatbelt by knowingly and unlawfully operating a motor vehicle without having a seatbelt properly adjusted and fastened.
COMMONWEALTH OF KENTUCKY VS. ANGELA RATLIFF
The Grand Jury charges: That on or before July 22nd, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Angela Ratliff acting alone or in complicity with Robert Hammonds committed the offense of Trafficking in a Controlled Substance in the First (1st) Degree <2 Grams (Methamphetamine) by knowingly and unlawfully being in possession of Methamphetamine, scales, and individual plastic baggies, with the intent of trafficking in that or by trafficking in Methamphetamine, Methamphetamine.
2. That the defendant, having been charged in the instant indictment with the above stated felony count (s), is now being charged as a Persistent Felony Offender, in the First (1st) Degree for the reason that the Defendant, now more than twenty-one years years of age, was previously convicted of two prior felonies when he/ she was at least eighteen years of age, which sentence imposed a term of imprisonment of one year or more, and that the offender either: (a) completed service of the sentence previous felony offense within five (5) years of the date of commission of the instant offense; or (b) was on some form of legal release, or discharged from legal release, within five years of commission of the instant offense; (c) was in custody or escaped from custody of said previous felony at the time of the commission of instant offense. 3. The above-named defendant acting alone or in complicity with Robert Hammonds committed the offense Possession/ Use Drug Paraphernalia by knowingly and unlawfully being in possession of three (3) glass pipes, a spoon containing chemical residue, and a loaded needle.
COMMONWEALTH OF KENTUCKY VS. ROBERT MUSIC
The Grand Jury charges: That on or about September 19th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Robert Music committed the offense of Burglary in the Third (3rd) Degree by knowingly and unlawfully entering and remaining in Walmart of Louisa, KY after having been banned from Wal Mart properties and premises on November 23rd, 2024, with the intent to commit the crime of theft therein.
COMMONWEALTH OF KENTUCKY VS. OSCAR CARRILLO
The Grand Jury charges: That on or before August 24th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Oscar Carrillo committed the offense of Possession of a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of a Controlled Substance, Methamphetamine.
2. The above-named defendant committed the offense of Possession/ Use Drug Paraphernalia by knowingly and unlawfully being in possession of two (2) glass pipes containing chemical residue.
3. The above-named defendant committed the offense of No Operator’s License by knowingly and unlawfully operating a motor vehicle upon a Kentucky roadway without an operator’s license as required and defined in KRS: 186.410.
4. The above-named defendant committed the offense of License to be in Possession by knowingly and unlawfully operating a motor vehicle on the roadways of the Commonwealth of Kentucky without having possession of his operator’s license.
COMMONWEALTH OF KENTUCKY VS. CHARLES A. MORRIS
The Grand Jury charges: That on or before July 9th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Charles A. Morris committed the offense of Strangulation by intentionally, without consent, impeded the normal breathing or circulation of the blood of another, applying pressure to the throat or neck of another, or by blocking the nose or mouth of another person, namely R.O., a juvenile.
2. Charles A. Morris committed the offense of Assault in the Second (2nd) Degree when he intentionally caused serious namely R.O., a physical injury to another person, juvenile.
3. Charles A. Morris committed the offense of Violation of Kentucky E. P.O./ D.V.O. by knowingly and intentionally violating the terms of an Order of Protection after he was served with, and/or given notice of, said Order of Protection, namely Magoffin District Court 25-D-00010-001.
COMMONWEALTH OF KENTUCKY VS. CHARLES A. MORRIS
The Grand Jury charges: That on or before July 10th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Charles A. Morris acting alone or in complicity with Dawn Morris committed the offense of Intimidating a Participant in a Legal Process by knowingly and unlawfully attempting to influence or direct the potential testimony or the opinion of a witness in a legal proceeding, one in which he was named the defendant in Magoffin District Court 25-D-00010-001.
2. Charles A. Morris committed the offense of Violation of Kentucky E.P.O. / D.V.O. by knowingly and intentionally violating the terms of an Order of Protection after he was served with, and/or given notice of, said Order of Protection, namely Magoffin District Court 25-D-00010-001.
COMMONWEALTH OF KENTUCKY VS. DAWN MORRIS
The Grand Jury charges: That on or before July 10th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Dawn Morris acting alone or in complicity with Charles A. Morris committed the offense of Intimidating a Participant in a Legal Process by knowingly and unlawfully attempting to influence or direct the potential testimony or the opinion of a witness in a legal proceeding, one in which he was named the defendant in Magoffin District Court 25-D-00010-001.
COMMONWEALTH OF KENTUCKY VS. WILLIAM BRADLEY ELLIS
The Grand Jury charges: That on or before June 3rd, 2025, through August 3rd, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. William Bradley Ellis committed committed the offense of Fraudulent Use of A Credit Card Over $1,000.00 by knowingly and unlawfully using a Capitol One Credit Card owned by Jennifer Justice of Louisa, KY for the purpose of obtaining money or goods, or anything of value, namely $8,201.90 in money, goods or services by representing, without consent of the cardholder, Jennifer justice, that he was the holder of the specific card with the unauthorized purchases exceeding $1,000.00.
