LAWRENCE COUNTY ARREST LIST – MARCH 15-20, 2017

After officials at the Big Sandy Regional Detention Center in Paintsville quietly complained to local law enforcement to dial back arrests temporarily because the number of inmates incarcerated at the jail was too high, the number of arrests dropped in the region, and the BSRDC brought the number of inmates from 270 to the low 230s last week.
From March 11 thru March 15, there were a total 28 arrested individuals brought to the BSRDC. (6 on the 11th, 9 on the 12th, 5 on the 13th, 5 on the 14th, and 3 on the 15th).
Then business picked up again. On March 16 alone, there were 27 arrested persons brought to the BSRDC, just less than the previous total 5 days put together.
And since March 17 thru March 20th, there were 53 arrested persons booked at the jail. (19 on the 17th, 12 on the 18th, 13 on the 19th, and 9 on the 20th). But arrests are piling up so far today (Tuesday). The inmate incarceration count at the jail has risen significantly once again and now stands at 265 inmates as of 6 p.m. Tuesday evening March 21.
In Lawrence county, in the last six days, there were 13 arrests (plus a 14th arrest was a Lawrence county resident picked up in Johnson county).
THE NAMES OF THOSE 13 ARRESTED IN LAWRENCE COUNTY ARE THE FOLLOWING:
Joshua K. Sleasman, 32, of Louisa, was arrested on March 15, 2016 at 12:25 P.M. by officer Billy C. Slone of the Kentucky Department of Corrections Division of Probation and Parole, and was charged with: • PROBATION VIOLATION (FOR TECHNICAL VIOLATION).
Gene A. Pack Jr., 41, of Ulysses, Kentucky; was arrested on March 16, 2017, at 2:51 A.M., by deputy Dwayne Bowen of the Lawrence County Sheriff Department, and was charged with: • ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) NO VISIBLE INJURY.
Joyce Rose, 35, of Louisa, was arrested on March 16, 2017, at 7:44 P.M., by an officer of the Louisa Police Department and was charged with: • THEFT BY UNLAWFUL TAKING OR DISPOSITION – SHOPLIFTING UNDER/$500.
Broderick N. Cyrus, 40, of Louisa, was arrested on March 16, 2017, at 11:43 P.M., by deputy Mason Keefer of the Lawrence County Sheriff Department, and was charged with: • MANUFACTURING METHAMPHETAMINE, 1ST OFFENSE.
Joshua Q. Cyrus, 42, of Louisa, was arrested on March 16, 2017, at 11:50 P.M., by deputy Mason Keefer of the Lawrence County Sheriff Department, and was charged with: • MANUFACTURING METHAMPHETAMINE, 1ST OFFENSE.
John C. Spillman, 33, of Louisa, was arrested on March 17, 2017, at 12:09 P.M., by chief deputy Mark Wheeler of the Lawrence County Sheriff Department, and was charged with: • SERVING PAROLE VIOLATION WARRANT.
Steve Mundell, 23, of Hyden, Kentucky, formerly from Louisa; turned himself in on March 17, 2017 at 6:55 P.M to the Lawrence County Sheriff Department, to serve jail time for: • CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.
Steven H. Stafford, 32, of Fort Gay, West Virginia; was arrested on March 17, 2017, at 8:27 P.M., by an officer of the Louisa Police Department and was charged with: • THEFT BY UNLAWFUL TAKING OR DISPOSITION – SHOPLIFTING UNDER/$500, • FLEEING OR EVADING POLICE, 2ND DEGREE (ON FOOT).
Dalton L. Whitt, 18, of Webbville, Kentucky; was arrested on March 18, 2017, at 12:26 A.M., by deputy Mack Wilhite of the Lawrence County Sheriff Department, and was charged with: • MENACING, • ASSAULT, 3RD DEGREE – POLICE OFFICER, • RESISTING ARREST, • ENDANGERING THE WELFARE OF A MINOR, • TERRORISTIC THREATENING, 3RD DEGREE.
Previously, Dalton L. Whitt, was arrested on March 2, 2017, at 9:21 P.M., by deputy Mason Keefer of the Lawrence County Sheriff Department, and was charged with: • MENACING, • ASSAULT, 2ND DEGREE – POLICE OFFICER, • RESISTING ARREST, • ENDANGERING THE WELFARE OF A MINOR, • TERRORISTIC THREATENING, 3RD DEGREE.
Donald K. Harris, 36, of Ulysses, Kentucky, was arrested on March 18, 2017, at 11:13 A.M., by a deputy of the Lawrence County Sheriff Department, and was charged with: • PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL).
Traci Leigh Combs-Hall, 30, Louisa, was taken into custody on March 19, 2017, at 9:53 P.M., by trooper Forrest Newsome, of the Kentucky State Police, to serve jail time for: • CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.
William J. McCoy, 45, Adams, Kentucky; was arrested on March 20, 2017, at 9:04 P.M., by trooper Forrest Newsome, of the Kentucky State Police, and was charged with: • FAILURE TO WEAR SEAT BELTS, • OBSTRUCTED VISION AND/OR WINDSHIELD, • OPERATING ON SUSPENDED OR REVOKED OPERATOR LICENSE, • FLEEING OR EVADING POLICE, 2ND DEGREE (ON FOOT), • FAILURE TO SURRENDER REVOKED OPERATORS LICENSE.
Richard Thomas, 35, Ashland, Kentucky; was arrested on March 20, 2017, at 8:09 P.M., by trooper Forrest Newsome, of the Kentucky State Police, and was charged with: • FAILURE TO APPEAR.
