LAWRENCE COUNTY ARREST – FEBRUARY 24-MARCH 1, 2020

In the past 7 day period from 12:01 A.M. February 24, 2020, thru to 11:59 P.M. March 1, 2020, there were at least 70 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 70, 20 of those arrested were from Lawrence County.
39 of the 70 were arrested in a 72 hour period between 12:01 A.M. February 28 & 12:01 A.M. March 2, 2020. (LEAP DAY WEEKEND).
Also, two Lawrence County residents were taken into custody in other Kentucky jurisdictions (1 was originally arrested in Lawrence County and later transferred to Rowan County, and 1 was taken into custody in Bell County, and was transferred to Knox County).
That is in comparison to the previous preceding past 9 day period from 12:01 A.M. February 15, 2020, thru to 11:59 P.M. February 23, 2020, there were at least 66 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 66, 14 of those arrested were from Lawrence County. Also, two Lawrence County residents were taken into custody in other Kentucky jurisdictions (1 in Johnson County, and 1 in Magoffin County).
The number of inmates that were lodged at the BSRDC in Paintsville as of 3:00 A.M. Monday morning March 2, 2020, was 205 and ranged from 192 to at least 206 during heavy Leap Day weekend arrest blitz. The maximum designated inmate capacity as built for the BSRDC facility is 225.
The names and criminal charges of those latest twenty arrested in Lawrence County, along with the two Lawrence County residents arrested in other Kentucky counties, are the following:
James O. Vanhorn, 65, of Louisa, was arrested on February 24, 2020, at 11:34 P.M., by court security officer Rodney Lycans, of the Lawrence County Sheriff Department,& was charged with:
• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE,
• FAILURE TO NOTIFY ADDRESS CHANGE TO DEPARTMENT OF TRANSPORTATION,
• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/ DRUGS/ETC. .08 – 1ST OFFENSE,
• DRUG PARAPHERNALIA – BUY/POSSESS. All four charges were from a court bench warrant from out of Rowan County, Ky.
James Vanhorn was transferred from the Big Sandy Regional Detention Center in Paintsville,in Johnson County; and was lodged in the Rowan County Detention Center,in Morehead, Ky., on February 24,2020, at 1:42 P.M., for the above 4 charges on the Rowan County bench warrant.
David R. Falls, 49, of Louisa, was arrested on February 25, 2020, at 2:44 P.M., by trooper Forrest Newsome, of the Kentucky State Police, and was charged with:
• OBSTRUCTED VISION AND/OR WINDSHIELD,
• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE.
Anthony R. Chapman, 50, of Louisa, was arrested on February 27, 2020, at 12:54 P.M., by court security officer Melody Salyers, of the Lawrence County Sheriff Department, and was charged with: • IMPORTING HEROIN,
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (COCAINE).
Joseph R. Bentley, 39, of Ashland, Kentucky; was arrested on February 27, 2020, at 2:42 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with:
• RECEIVING STOLEN PROPERTY UNDER/$10,000.
James A. Hicks, 48, of Louisa, was arrested on February 28, 2020, at 1:49 A.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with:
• MANUFACTURED SIMULATED CONTAINER SUBSTANCE 1ST OFFENSE,
• DRUG PARAPHERNALIA – BUY/POSSESS,
• TRAFFICKING IN CONTROLLED SUBSTANCE 1ST OFFENSE (HEROIN),
• TRAFFICKING IN MARIJUANA ( LESS THAN 8 OZ.) 1ST OFFENSE.
Matthew D. Diamond, 35, of Louisa, was arrested on February 28, 2020, at 1:49 A.M., by sergeant Steven Wilburn, of the Louisa Police Department, and was charged with:
• FAILURE TO APPEAR, CITATION FOR MISDEMEANOR
,• BAIL JUMPING 1ST DEGREE,•CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.
Brianna S. Diamond, 33, of Louisa, was arrested on February 28, 2020, at 1:49 A.M., by patrolman detective officer Hunter James, of the Louisa Police Department, and was charged with:

Billie C. Voorhies, 60, of Louisa, was arrested on February 28, 2020, at 2:55 P.M., by Sheriff Chuck Jackson ,of the Lawrence County Sheriff Department, & was charged with:

Phillip Cody Parsons, 24, of Louisa, was taken into custody in Bell County, Ky. on February 27, 2020, at 3:08 P.M., by a deputy of the Bell County Sheriff Department and was lodged in the Knox County, Ky. Detention Center, to serve a guilty plea sentence:
