February Indictments
24 individuals were indicted by the Lawrence County Grand Jury on a variety if charges. Indictment are as follows:
James Ray Arthur, 45, Louisa, KY, was indicted on charges of Fleeing/Evading 1st Degree, Wanton Endangerment 1st Degree Police Officer, Persistent Felony Offender 1st Degree, Operating On Suspended or Revoked Operators License.
According to the indictment, on or about Nov. 25, 2015, James Ray Arthur knowingly and unlawfully disregarded signals and commands to stop by officers of Lawrence County Sheriff’s Office with intent to flee, avoid, or elude arrest. He engaged in conduct creating danger, death,mot physical danger to Deputy Dwayne Bowen. Arthur is considered a persistent felony offender due to being convicted to a prior felony, and operated a vehicle on suspended or revoked license.
Jason Kelly, 42, Martha, KY, was indicted on charges of Tampering With Prisoner Device, Escape 2nd Degree, Fleeing Evading Police 2nd Degree, Resisting Arrest.
According to the indictment, on or about Jan. 11, 2016, Jason Kelly knowingly and unlawfully altered a device used to facilitate electronic monitoring after being ordered to wear device. Defendant escaped custody of correction officers by fleeing his residence where he was being monitored by ankle device. Defendant failed to obey directions given by Deputy Mark Wheeler,in an attempt to flee from arrest. Defendant resisted arrest.
John C. Thomas, 27, Louisa, KY, was indicted on a charge of Forgery of a Perscription.
According to the indictment, on or about Dec. 7, John C. Thomas knowingly and unlawfully intended to defraud a written instrument which is or purpose is to be a prescription for a controlled substance, namely Neurontin.
Traci L. Combs-Hall, 30, Louisa, KY, was indicted on Fraudulent Use of Credit Card Over $500 (4 counts).
According to the indictment, on or about July 28, 2015 through November 7, 2015, Traci L. Combs-Hall knowingly and unlawfully committed fraud by using a credit/debit card at Jc Penny’s in the amount of $2,149.83, Toys-R-Us in the amount of $1,044.69, Capitol One in the amount of $956.13, and TJ Maxx in the amount of $792.18.
David Gietzen, 26, Paintsville, KY, was indicted on a charge of Bail Jumping 1st Degree.
According to the indictment, on or about Jan. 8, 2916, Dabid Gietzen knowingly and unlawfully failed to appear in court at a specified time in connection with a felony charge of Burglary.
Jamie Slone, 39, Deboard, KY, was indicted on charges of Bail Jumping 1st Degree and Persistent Felony Offender.
According to the indictment, on or about January 8, 2016, Jamie Slone knowingly and unlawfully failed to appear in court at a specified time in connection with a felony charge of Manufacturing Meth. Defendant is considered a persistent felony offender due to being previously convicted of a felony.
Justin Harless, 28, Louisa, KY, was indicted on a charge of Manufacturing Meth/Compliicty.
According to the indictment, on or about Dec. 21, 2015, Justin Harless acted alone or in complicity with Melissa Thompson y knowingly and unlawfully manufacturing or intent to manufacture meth by being in possession of toe or more chemicals or equipment to manufacture meth.
Melissa Thompson, 40, Louisa, KY, was incited in a charge of Manufacturing Meth/Complicity.
According to the indictment, on or about Dec. 21, 2015, Justin Harless acted alone or in complicity with Melissa Thompson by knowingly and unlawfully manufacturing or intent to manufacture meth by being in possession of toe or more chemicals or equipment to manufacture meth.
Eric Tyler Ward, 21, Louisa, KY. Was indicted on charges of Burglary 3rd Degree, Theft By Unlawful Taking (over $500), and Criminal Mischief 3rd Degree.
According to the indictment, on or about Dec. 28, 2015, Eric Tyler Ward knowingly and unlawfully entered into Milanos Restaurant in Louisa, KY, and remained with intent to commit crime therein. Defendant took $502 cash and a $33 check. Defendant broke the front glass of the business known as Milanos, Louisa, KY.
Diane Lemasters, 52, Louisa, KY, was indicted on charges of Trafficking in Controlled Substance 1st Degree, Trafficking in Marijuana, Possession/Use Drug Paraphernalia.
According to the indictment, on or about Nov. 5, 2015, Diane Lemasters knowingly and unlawfully was in possession of Schedule II Controlled Substance with intent to traffic, Hydrocodone and marijuana. Defendant was in possession of altered spoon containing chemical residue and baggies.
Derek Matthew Maynard, 26, Huntington, WV, was indicted on charges of Theft of Identity, Possession of Controlled Substance 1st Degree/Complicity, Possession of Controlled Substance 3rd Degree, and Use/Possession of Drug Paraphernalia/Possession.
According to thr indictment, on or about April 24, 2015, Derek Matthew Maynard knowingly and unlawfully possessed or used identifying information of another with intent to represent themselves as the other person to avoid detection; arrest. Defendant was in possession of Schedule II controlled substance, Oxycodone and Diazepam. Defendant acted alone or in complicity with Jessica Blevins by using or being in possession of drug paraphernalia; altered straws.
Adam Garner, 32, Lorraine Texas, was indicted on charges of Receiving Stolen Property $10,000 or more and Theft By Unlawful Taking (Auto) $10,00 or more.
According to the indictment, on or about June 29, 2015, Adam Garner knowingly and unlawfully was in possession of a Home Depot Ford F250 model flat bed truck valued at $10,000 and a U Haul Ford 250 truck stolen from Fleet Management of Sparks, MD.
Eva Jean Pack, 55, Dunlow, WV, was indicted on charges of Unauthorized Procurement of Controlled Substance and Criminal Possession of Forged Prescription.
According to the indictment, on or about Jan. 26, 2016, Eva Jean Pack knowingly and unlawfully presented a forged prescription to a practitioner and was in possession of forged prescription with intent to defraud for a controlled substance.
John David Chaffin, 36, Kermit, WV, was indicted on charges of Trafficking in Controlled Substance 1st Degree, Possession/Use Drug Paraphernalia, and Persistent Felony Offender.
According to the indictment, on or about October 16, 2016, John David Chaffin knowingly and unlawfully trafficked/was in possession of Schedule II controlled substance with intent to traffic Oxycodone, was also in possession of baggies and straws containing chemical residue. Defendant is considered a persistent felony offender due to being convicted of a previous felony.
Stacey L. Zeiters, 34, Louisa, KY, was indicted on charges of Possession of Controlled Substance 1st Degree (2counts), Menacing, Resisting Arrest, and Alcohol Intoxication.
According to the indictment, on or about Dec. 31, 2015, Stacey Zeiters knowingly and unlawfully was in possession of a Schedule II controlled substance; Oxycodone, and Hydrocodone. Defendant placed another person in apprehension of imminent physical injury, and resisted arrest. Defendant appeared in public setting under the influence of alcohol.
Ashley Maynard, 27, was indicted in a charge of Receiving Stolen Property under $10,000/Complicity.
According to the indictment, on or about Dec. 22, 2015, Ashley Maynard knowingly and unlawfully acted alone or in complicity with Teri Sammons, Johnny Jude, and Adam Fletcher by being in possession of a LG brand television valued at $700, a Playstation games valued at $240 stolen from an individual in Inez, KY.
Teri Sammons, 35, Inez, KY, was indicted in a charge of Receiving Stolen Property under $10,000/Complicity.
According to the indictment, on or about Dec. 22, 2015, Teri Sammons knowingly and unlawfully acted alone or in complicity with Ashley Maynard, Johnny Jude, and Adam Fletcher by being in possession of a LG brand television valued at $700, a Playstation games valued at $240 stolen from an individual in Inez, KY.
Johnny Jude, 35, was indicted in a charge of Receiving Stolen Property under $10,000/Complicity.
According to the indictment, on or about Dec. 22, 2015, Johnny Jude knowingly and unlawfully acted alone or in complicity with Teri Sammons, Ashley Maynard, and Adam Fletcher by being in possession of a LG brand television valued at $700, a Playstation games valued at $240 stolen from an individual in Inez, KY.
Adam Fletcher, 34, was indicted in a charge of Receiving Stolen Property under $10,000/Complicity.
According to the indictment, on or about Dec. 22, 2015, Adam Fletcher knowingly and unlawfully acted alone or in complicity with Teri Sammons, Johnny Jude, and Ashley Maynard by being in possession of a LG brand television valued at $700, a Playstation games valued at $240 stolen from an individual in Inez, KY.
James G. Moore, 65, Louisa, KY, was indicted on charges of Failure to Comply With Sex Offender Registration and Persistent Felony Offender.
According to the indictment, on or about Jan. 1st, 2016, James Moore knowingly and unlawfully failed to register new address with probation/parole office. Defendant is considered a persistent felony offender due to being convicted of a prior felony.
Justin W.R. Kirk, 21, Lomansville, KY, was indicted on charges of Tampering With Physical Evidence/Complicity, Wanton Endangerment 1st Degree (Police Officer), Criminal Mischief 1st Degree, and Theft By Unlawful Taking Under $500.
According to the indictment, on or about Nov. 25, Justin W.R. Kirk knowingly and unlawfully acted alone or in complicity with William King and Sharon King by altering/destroying physical evidence about to be used against him in official proceeding, engaged in conduct creating danger/death to another person, destroyed/damaged personal property owned by an individual in Lomansville, KY with estimated value of $4,683.44. Defendant also took a sign valued under $500.
William O. King, 57, was indicted on a charge of Tampering With Physical Evidence/Complicity.
According to the indictment, William King knowingly and unlawfully acted alone or in complicity with Justin W. R. Kirk and Sharon King by knowingly and unlawfully altering/destroying physical evidence to be used against him in official proceeding.
Sharon King (no age given) was indicted on a charge of Tampering With Physical Evidence/Complicity.
According to the indictment, William King knowingly and unlawfully acted alone or in complicity with Justin W. R. Kirk and William King by knowingly and unlawfully altering/destroying physical evidence to be used against him in official proceeding.
Shirley Ann Vincell, 28, Louisa, KY, was indicted of charges of Possession of Controlled Substance 1st Degree, Tampering With Physical Evidence, Possession of Controlled Substance 3rd Degree, and Use/Possession of Drug Paraphernalia.
According to the indictment, on or about Dec. 26, 2015, Shirley Ann Vincell, 28, knowingly and unlawfully was in possession of Schedule Ii controlled substance; Oxycodone and Alprazolam. Defendant destroyed/altered physical evidence to be used against her, and was in possession of syringes.
