“…On the above date I responded to Highway 32 in reference to a welfare check on a motorist that was broke down in front of a sub station.
Upon arrival The female got out of her vehicle and approached me. I could smell theodor of marijuana on her and asked if there was any in her vehicle. She advised me that she had eaten it all when I arrived. I noticed that her eyes were blood shot and her speech was slurred.
I advised her she was being detained and she then went and got in her vehicle and began digging in the back seat. I advised her to get out of the vehicle and she stated no she didn’t have to. I then advised the above female that she was under arrest and once I tried to pull her out of the vehicle she began resisting and I had to pick her up and carry her to my patrol vehicle. Search incident to arrest of the vehicle I located a bag of marijuana, a glass jar of marijuana and a smoking pipe. Once I got to the Office to do her paperwork the above female began yelling and screaming profanities while people were trying to conduct business.”

“…On the above date I responded to Highway 1690 in reference to a female who appeared to be under the influence.
Upon arrival I spoke with neighbors they advised me that the female was still sitting in the driveway of the home and she had a butcher knife under her. I asked the neighbors who lived at the residence and they advised that an 85 year old female lived there alone but they had contacted her and she advised she did not know this person. Upon contact with the female she was unsteady on her feet, her eyes were glossy and her pupils were pin point. I asked her if she had taken any substances or medication toady and she advised she did not. I then asked the female identified as Mary Moore what brought her to this residence and she stated she was afraid for her life and she wanted to get to safety. I then asked her why she was sitting on a butcher knife and she advised me that there was alot of devils and demons running around and she had to protect herself. While speaking with Mary I began to notice her speech was fast and her movements were erratic.
Mary appeared to me to be manifestly under the influence. After I arrested Mary she had notes in her pocket that all said I AM MONAD. I asked her what that meant and she stated that it’s her higher self and she is a god.”

“…On the above date and time the above subject’s brother reported that the above subject was heavily intoxicated and trying to fight him.
When I arrived on scene I observed the above subject stumbling in the driveway. As I pulled up he fell backwards onto the ground. As 1 spoke with him I could smell the odor of alcoholic beverages on his person and his breath. He stated that his brother had entered his bedroom and attacked him. When I spoke with his brother, he stated that they had all been drinking and had gotten into an argument. He stated that the above entered the room and was trying to get him to fight. He stated that he told the above that he would fight him outside and when the above exited the residence he shut and locked the door to prevent the fight from happening. The above subject’s girlfriend also stated that the above’s brother never touched him. She stated that he was very drunk and became upset at the things his brother was saying. When I told the above what the other parties had said, he stated that he attempted to get his brother to come outside for a “gentleman’s squabble” and he refused and locked him outside. It appeared to me as if the above’s brother was attempting to remove himself from the situation to avoid a conflict, but the above continuously tried to coerce him to fight.

“…On the above date I responded to 76 See Chapel Road in reference to a active domestic between Joe Chapman and Shannon Chapman.
Upon arrival Joe advised me that Shannon just got out of the mental hospital and she had walked away from the residence. He advised she wanted to drive and he told her she could not drive due to her taking medication.
I left the residence and went to look for Shannon and then received a second call that Shannon was busting out windows of a vehicle at the residence. Upon arrival Shannon was screaming and I could not get her to calm down. She went inside the residence and retrieved a hammer and threw it on the floor. She advised that Joe was abusing her and I asked what he had done she advised that he was shaking her prior to my arrival. Shannon states Joe busted the window out of the truck and was going to blame it on her.
I made several attempts to deescalate the situation and Shannon would not quit screaming and threatening Joe. Once I advised her she was under arrest she went and sat in her vehicle and refused to exit. I advised Shannon that she would receive another charge and she then complied.

“…On the above date and time myself and Ptl. Shelby Taylor of the Louisa Police Dept responded in the area of Three Rivers Medical Center in reference to a female subject who was taken to the hospital by her husband and she was refusing to comply. When we arrived on scene, Ptl. Taylor made contact with the above. She did not appear to show any behavior that would indicate that she was under the influence or a danger to herself or others. She also had no paperwork or court orders to be seen by a mental health professional. After addressing the situation, it was determined that all parties were to separate for the night. Given her husband’s iratic behavior, her mother stating that she was in fear of her daughter I advised all parties that it would be best for them to remain separated. The above agreed and stated that she would go stay with a friend. After leaving the scene I parked my patrol vehicle across the road from See Chapel Rd, where her mother and husband both reside. While parked, I observed her vehicle traveling on KY-3S at a high rate of speed. She turned her headlights off and continued to drive on the roadway, eventually making a left hand turn onto See Chapel Rd without using a turn signal. I initiated a traffic stop on the vehicle and placed her under arrest. I believe that she was attempting to come to either residence undetected in an attempt to cause further issue. While being transported by Ptl. Taylor, she made threats to give herself an overdose of insulin in an attempt to kill herself if she had to go to jail. She acted as if she was going to do so and was taken to Three Rivers Medical Center whered she was seen and cleared by Dr. Browning.”

“…On the above date the workers of Valero Gas Station called 911 and advised the above male had been inside bothering customers and workers since 11am. Upon arrival I spoke with the above and he had a vehicle door open and was inside the vehicle. I asked Joey if it was his vehicle and he advised it belonged to his cousin. While speaking with the male his speech was fast, and his eyes were glossed over. I asked him if he used any substances today and he advised that he took a neurontin an hr ago. I detained Joey and spoke with a manager who advised that he was in the store screaming and having conversations with himself. We have had calls of this male being under the influence for the past few weeks. The manager advised they wanted Joey trespassed from the property and I advised him.
When I made contact with Joey again he was having trouble carrying a conversation and he was saying things that did not make sense like there are millions of vehicles lined up on Highway 23 with homeless things inside. Joey Thomas was manifestly under the influence in a public place. On the way to the Sheriff’s Office Joey kept having conversations with people and screaming in my back seat.
