Louisa, Ky. — A Lawrence County Grand Jury released 22 indictments in its November, 2025 session. Several photos were not available.

(An indictment is not proof of guilt or innocence.)

COMMONWEALTH OF KENTUCKY VS. JAMES W. HARLESS

The Grand Jury charges: That on or before October 9th, 2025, in LAWRENCE County Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. JAMES W. Harless committed the offense of Bail jumping in the First (1st) Degree by knowingly and unlawfully having been released from custody by the court, with or without bail, upon condition that he or she will subsequently appear at a specified time and place in connection with Johnson County felony charge, 23-CR-00016 he or she failed to appear at that the court, as ordered by namely time, and place hearing.

2. That the defendant, Brian Wolford, having been charged in the instant indictment with the above stated felony count (s), is now being charged as a Persistent Felony Offender, in the First (1s)) Degree for the reason that the Defendant, now more than twenty-one years of age, was previously convicted of two prior felonies when he/ she was at least eighteen years of age, which sentence imposed a term of imprisonment of one year or more, and that the offender either: (a) completed service of the sentence the previous felony offense within five (5) years of the date of commission of the instant offense; or (b) was on some form of legal release, or discharged from legal release, within five years of commission of the instant offense; or (c) was in custody or escaped from custody of said previous felony at the time of the commission of instant offense. The Grand Jury charges: That on or before September 11th, 2025 Lawrence in Johnson County Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. Amy SLONE committed the offense of Bail jumping in the First (1st) Degree by knowingly and unlawfully having been released from custody by the court, with or without bail, upon condition that he or she will subsequently appear at a specified time and place in connection with Johnson County felony charge, 25-CR-00065 he or she failed to appear at that time and place as ordered by the court, namely a Arraignment hearing.

COMMONWEALTH OF KENTUCKY VS. TRAVIS DINGESS

The Grand Jury charges: That on or before September 25th, 2025 Lawrence in Johnson County Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. TRAVIS DENSESS committed the offense of Bail jumping in the First (1st) Degree by knowingly and unlawfully having been released from custody by the court, with or without bail, upon condition that he or she will subsequently appear at a specified time and place in connection with Johnson County felony charge, 25-CR-00082 he or she failed to appear at that time and place as ordered by the court, namely a Pre-Trist Conference hearing.

 

COMMONWEALTH OF KENTUCKY VS. CHEYANNE BUTCHER

The Grand Jury charges: That on before October 9, 2025 Lawrence in Johnson County Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. Cheyanne Butcher committed the offense of Bail jumping in the First (1st) Degree by knowingly and unlawfully having been released from custody by the court, with or without bail, upon condition that he or she will subsequently appear at a specified time and place in connection with Johnson County felony charge, 25-CR-00029 he or she failed to appear at that time and place as ordered by the court, namely a Sentencing hearing.

The Grand Jury charges: That on or before October 9th 2025 Lawrence in Johnson County Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. PAUL Chaffin committed the offense of Bail jumping in the First (1st) Degree by knowingly and unlawfully having been released from custody by the court, with or without bail, upon condition that he or she will subsequently appear at a specified time and place in connection with Johnson County felony charge, 24-CR-00024 , he or she failed to appear at that time, and ordered by the court, namely place as a Sentencing hearing.

 

COMMONWEALTH OF KENTUCKY VS. KOBE DAVIS

The Grand Jury charges: That on or before September 4th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. Kobe Davis committed the offense of Trafficking in a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of approximately 4.706 grams of a schedule I narcotic, (Heroin), $66.00 in cash monies, multiple individual plastic baggies with the intent to by traffic in that controlled substance or trafficking in that schedule I narcotic, namely Heroin, while in possession of a PSA 762 caliber rifle, a Smith and Wesson M&P 15 rifle, Maverick model 88 12 gauge shotgun, Mossberg 88 12 gauge shotgun, Parker-Hale 30-06 shotgun, Dickenson caliber rifle, Winchester 308 rifle, and a tote containing two (2) ammo boxes, various caliber ammunition, gun magazines, gun parts, and two (2) ballistic plates.

2. Kobe Davis committed the offense of Aggravated Trafficking in a Controlled Substance in the First (1st) Degree-Fentanyl by knowingly and unlawfully being in possession of approximately 4.706 grams of a schedule II narcotic, (Fentanyl), $66.00 in cash monies, multiple individual plastic baggies with the intent to traffic in that schedule II narcotic or by trafficking in that schedule II narcotic, namely Fentanyl, while in possession of a PSA 762 caliber rifle, a Smith and Wesson M&P 15 rifle, Maverick model 88 12 gauge shotgun, Mossberg 12 gauge shotgun, Dickenson shotgun, Parker-Hale 30-06 caliber rifle, Winchester 308 rifle, and a tote containing two (2) ammo boxes, various caliber ammunition, gun magazines, gun parts, and two (2) ballistic plates.

3. Kobe Davis committed the offense of Trafficking in a Controlled Substance in the First (1st) Degree- Methamphetamine by knowingly and unlawfully being in approximately .4445 grams of a controlled substance, (Methamphetamine), $66.00 in (se000 cash monies, multiple individual plastic baggies with the intent to traffic in that controlled Bugned to substance or by trafficking in that controlled while in substance, namely Methamphetamine, possession of a PSA 762 caliber rifle, a Smith and Wesson M&P 15 rifle, Maverick model 88 12 gauge shotgun, shotgun, Dickenson shotgun, Parker-Hale 30-06 caliber rifle, Winchester 308 rifle, and a tote containing two (2) ammo boxes, various caliber ammunition, gun magazines, parts, and two (2) ballistic plates.

4. Kobe Davis committed the offense of Trafficking in a Controlled Substance in the First (1st) Degree- and unlawfully being in bos Cocaine by knowingly possession of a schedule II narcotic, (Cocaine), $66.00 in cash monies, multiple individual plastic to traffic in that the intent with baggies controlled schedule II narcotic or by trafficking in that schedule II narcotic, namely Cocaine, while in possession of a PSA 762 caliber rifle, a Smith and Wesson M&P 15 rifle, Maverick model 88 12 gauge shotgun, Mossberg 12 gauge shotgun, Dickenson shotgun, Parker-Hale 30-06 caliber rifle, Winchester 308 rifle, and a tote containing two (2) ammo boxes, various caliber ammunition, gun magazines, gun parts, and two (2) ballistic plates.

5. That the defendant, having been charged in the instant indictment with the above stated felony count (s), is now being charged as a Persistent Felony Offender, in the Second (2nd) Degree for the reason that the Defendant, now more than twenty-one years of age, was previously convicted of a prior felony when he/ she was at least eighteen years of age, which sentence imposed a term of imprisonment of one year or more, and that the offender either: (a) completed service of the sentence the previous felony offense within five (5) years of the date of (b) was on commission of the instant offense; or some form of legal release, or discharged from legal release, within five years of commission of the instant offense; or (c) was in custody or escaped from custody of said previous felony at the time of the commission of instant offense (COMMONWEALTH VS KOBE DAVIS, MARTIN CIRCUIT COURT 21-CR-00092)

Kobe Davis committed the offense of Possession of a Firearm by a Convicted Felon by being in possession of a (1) Taurus 9mm handgun, (2) Regent 22 caliber handgun, (3) Smith and Wesson 38 caliber handgun, (4) Ruger 22 caliber handgun, and a (5) Rock Island model 1911 handgun after having been previously felony conviction, COMMONWEALTH VS KOBE DAVIS, MARTIN CIRCUIT COURT, 21-CR-00092)

 

COMMONWEALTH OF KENTUCKY VS. KEVIN STILTNER

The Grand Jury charges: That on or before September 15th, 2025, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. Kevin Stiltner committed the offense Importing Fentanyl by knowingly and unlawfully transporting Fentanyl into the Commonwealth by any means with the intent to sell or distribute the Fentanyl.

2. Kevin Stiltner committed the offense of Possession of a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of a Controlled Substance, namely Fentanyl, Fentanyl, schedule II Controlled Substance.

3. The above-named defendant committed the offense Operating a Motor Vehicle While Under the Influence of Alcohol/ Drugs First (1st) Offense Within Ten (10) Years by operating a motor vehicle while under the influence of alcohol or other substances that impair a driver’s ability to operate that motor vehicle.

4. The above-named defendant committed the offense Possession of Marijuana by knowingly and unlawfully being in possession of marijuana.

5. The above-named defendant committed the offense of Possession/ Use Drug Paraphernalia by knowingly and unlawfully being in possession of altered cut straws.

6. The above-named defendant committed the offense Prescription Controlled Substance Not in the Proper Container by knowingly and unlawfully being in possession of Alprazolam not in the proper administered container.

7. The above-named defendant committed the violation of Reckless Driving by knowingly, unlawfully and recklessly operating a motor vehicle upon the roadways of the Commonwealth of Kentucky without due regard for the safety and convenience of pedestrians and other vehicles upon said roadways.

8. The above-named defendant committed the offense of Failure to Wear Seatbelt by knowingly and unlawfully operating a motor vehicle without having a seatbelt properly adjusted and fastened.

9. The above-named defendant committed the violation of Driving motor Vehicle Using Handheld Mobile Phone by knowingly and unlawfully being in physical control of a motor vehicle upon a Kentucky roadway while using hand held mobile telephone as defined in KRS: 281.600.

 

COMMONWEALTH OF KENTUCKY VS. DOUGLAS JONES

The Grand Jury charges: That on or about August 25th, 2025 in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. Douglas Jones committed the offense of Theft of Identity by knowingly and unlawfully using former or current identifying information of another, namely David James Jones out of the State of Pennsylvania, with the intent to represent himself as David James Jones for the purpose of deceiving or defrauding.

2. That the defendant, having been charged in the instant indictment with the above stated felony count (s), is now being charged as a Persistent Felony Offender, in the Second (2nd) Degree for the reason that the Defendant, now more than twenty-one years of age, was previously convicted of a prior felony when he/ she was at least eighteen years of age, which sentence imposed a term of imprisonment of one year or more, and that the offender either: (a) completed service of the sentence the previous felony offense within five (5) years of the date of commission of the instant offense; or (b) was on some form of legal release, or discharged from legal release, within five years of commission of the instant offense; or (c) was in custody or escaped from custody of said previous felony at the time of the commission of instant offense. 3. The above-named defendant committed the violation of All Terrain Vehicle Violations by being in physical control of a ATV and operating that ATV upon a Kentucky Roadway.

COMMONWEALTH OF KENTUCKY VS. TERESA CLAY

The Grand Jury charges: That on or before September 17th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. Teresa Clay committed the offense of Possession of a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of a Controlled Substance, Methamphetamine.

 

COMMONWEALTH OF KENTUCKY VS. THOMAS MCKINNEY

The Grand Jury charges: That on or before March 5th, 2025, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. Thomas McKinney committed the offense of Possession of a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of a Controlled Substance, namely Methamphetamine, a Controlled Substance.

2. The above-named defendant committed the offense of Operating a Motor Vehicle While Under the Influence of Alcohol/ Drugs First (1st) Offense Within Ten (10) Years by operating a motor vehicle while under the influence of alcohol or other substances that impair a driver’s ability to operate that motor vehicle.

3. The above named defendant committed the offense of Possession of a Controlled Substance in the Third (3rd) Degree by knowingly and unlawfully being in possession of Alprazolam, a schedule IV Controlled Substance.

4. The above-named defendant committed the offense of Possession/ Use Drug Paraphernalia by knowingly and unlawfully being in possession of altered cut straws.

5. The above-named defendant committed the offense Prescription Controlled Substance Not in the Proper Container by knowingly and unlawfully being in possession of Alprazolam not in the proper administered container.

6. The above-named defendant committed the violation of Careless Driving by knowingly and unlawfully operating a motor vehicle upon a Kentucky roadway in a careless manner with no regard for the safety and convenience of pedestrians and other vehicles upon the roadway.

7. The above-named defendant committed the offense of Failure to Wear Seatbelt by knowingly and unlawfully operating a motor vehicle without having a seatbelt properly adjusted and fastened.

8. The above-named defendant committed the violation of No/ Receipt by Registration knowingly and unlawfully operating a motor vehicle upon a Kentucky roadway without proper registration receipt as defined in KRS: 186.170.

9. The above-named defendant committed the violation of Failure To Produce Insurance Card by knowingly and unlawfully operating a motor vehicle upon a Kentucky roadway without an Insurance Card as defined and required in KRS: 304.39-117.

 

COMMONWEALTH OF KENTUCKY VS. TYLER BURCHETT

The Grand Jury charges: That on or before October 2nd, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. Tyler Burchett committed the offense of Possession of a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of a Controlled Substance, Methamphetamine.

2.The above-named defendant committed the offense of Possession/ Use Drug Paraphernalia by knowingly and unlawfully being in possession of an altered straw and a syringe.

 

COMMONWEALTH OF KENTUCKY VS. LILLY WORKMAN

The Grand Jury charges: That on or before August 18th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. Lilly Workman committed the offense of Arson in the Second (2nd) Degree, by intentionally starting a fire to destroy or damage a building, namely a single-family block foundation dwelling, owned by Mr. Merida Pack of Winchester, KY located at 305 S. Main Cross Street in Louisa, KY.

2. Lilly Workman committed the offense of Arson in the Second (2nd) Degree, by intentionally starting a fire to destroy or damage a building, namely a single wide mobile home with an addition, owned by Mr. Merida Pack of Winchester, KY located at 305 S. Main Cross Street in Louisa, KY.

 

COMMONWEALTH OF KENTUCKY VS. ROBERT PARKER

The Grand Jury charges: That on or before September 30th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. Robert Parker committed the offense of Possession of a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of a Controlled Substance, namely Methamphetamine, with a prior conviction of KRS: 218a.1415 (Comm vs Robert Parker, Lawrence Circuit Court 13-CR-00066)

2. Robert Parker committed the offense of Possession/ Use Drug Paraphernalia by knowingly and unlawfully being in possession of a smoking pipe and two (2) altered straws.

3. The above-named defendant committed the offense of Operating a Motor Vehicle on Suspended or Revoked License by knowingly and unlawfully operating a motor vehicle while his license to operate said motor vehicle had been suspended or revoked.

4. The above-named defendant committed the violation of Failure To Signal by knowingly and unlawfully operating a motor vehicle upon a Kentucky roadway without using the proper and/or required signals as defined in KRS: 189.380.

 

COMMONWEALTH OF KENTUCKY VS. WILLIAM RAMEY

The Grand Jury charges: That on or about August 28th, 2025, through September 2nd, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. William Ramey acting alone or in complicity with Tasha Ramey committed the offense of Burglary in the Second (2nd) Degree by knowingly and unlawfully entering and remaining in a dwelling house of Tina Ferguson, located on Highway 201 in the Blaine community of Lawrence County, KY, with the intent to commit the crime of theft therein.

2. William Ramey acting alone or in complicity with Tasha Ramey of Possession of a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of Methamphetamine.

 

COMMONWEALTH OF KENTUCKY VS. TASHA RAMEY

The Grand Jury charges: That on or about August 28th, 2025, through September 2nd, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. Tasha Ramey acting alone or in complicity with William Ramey committed the offense of Burglary in the Second (2nd) Degree by knowingly and unlawfully entering and remaining in a dwelling house of Tina Ferguson, located on Highway 201 in the Blaine community of Lawrence County, KY, with the intent to commit the crime of theft therein.

2. Tasha Ramey acting alone or in complicity with William Ramey of Possession of a Controlled Substance in the First (1st) Degree by knowingly and unlawfully being in possession of Methamphetamine.

3. Tasha Ramey committed the offense of Fraudulent Use of A Credit Card Under $1,000.00 by knowingly and unlawfully using a Capitol One Credit Card owned by Tina Ferguson from Blaine, KY for the purpose of obtaining money or goods, or anything of value, namely $742.66 in money , goods or services by representing without consent of the cardholder, Tina Ferguson, that he was the holder of the specific card with the unauthorized purchases of approximately $742.66

 

COMMONWEALTH OF KENTUCKY VS. ROBERT PARKER

The Grand Jury charges: That on or about April 13th, 2025, in Lawrence County Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. Robert Parker committed the offense of Burglary in the Third (3rd) Degree by knowingly and unlawfully entering and remaining in an outbuilding owned by Sandra Edwards of Blaine, KY, with the intent to commit the crime of theft therein.

2. That the defendant, Brian Wolford, having been charged in the instant indictment with the above stated felony count (s), is now being charged as a Persistent Felony Offender, in the First (1s)) Degree for the reason that the Defendant, now more than twenty-one years of age, was previously convicted of two prior felonies when he/ she was at least eighteen years of age, which sentence imposed a term of imprisonment of one year or more, and that the offender either: (a) completed service of the sentence the previous felony offense within five (5) years of the date of commission of the instant offense; or (b) was on some form of legal release, or discharged from legal release, within five years of commission of the instant offense; or (c) was in custody or escaped from custody of said previous felony at the time of the commission of instant offense. The Grand Jury charges: That on or before May 1st, 2025, through September 30th, 2025, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. William Green Ramey committed the offense of Engaging in Organized Crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an the offense of accomplice in the commission of, Trafficking in a Controlled Substance in the First (1st) Degree (Fentanyl) on a continuing basis with two (2) or more of the following individuals: Jason Hodge, Isiah Hodge, Charlie Boyd and Jessica Deboard Hackney.

2. The Grand Jury charges: That on or before May 1st, 2025, through September 30th, 2025, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. Jason Hodge committed the offense of Engaging in Organized Crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an the offense of commission of, accomplice in the Trafficking in a Controlled Substance in the First (1st) Degree (Fentanyl) on a continuing basis with two (2) or more of the following individuals: William Green Ramey, Isiah Hodge, Charlie Boyd and Jessica Deboard Hackney.

2. That the defendant, Brian Wolford, having been charged in the instant indictment with the above stated felony count (s), is now being charged as a Persistent Felony Offender, in the Second (2nd) Degree for the reason that the Defendant, now more than twenty-one years of age, was previously convicted of a prior felony when he/ she was at least eighteen years of age, which sentence imposed a term of imprisonment of one year or more, and that the offender either: (a) completed service of the sentence the previous felony offense within five (5) years of the date of commission of the instant offense; or (b) was on form of legal release, or discharged from legal release, within five years of commission of the instant offense; or (c) was in custody or escaped from custody of said previous felony at the time of the commission of instant offense. The Grand Jury charges: That on or before May 1st, 2025, through September 30th, 2025, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. Charlie Boyd committed the offense of Engaging in Organized Crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an commission of, the offense accomplice Trafficking in a Controlled Substance in the First (1st) Degree (Fentanyl) on a continuing basis with two (2) or more of the following individuals: Jason Hodge, Isiah Hodge, William Green Ramey and Jessica Deboard Hackney.

 

COMMONWEALTH OF KENTUCKY VS. JESSICA HACKNEY

 

The Grand Jury charges: That on or before May 1st, 2025, through September 30th, 2025, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. Jessica Hackney committed the offense of Engaging in Organized Crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an accomplice in the commission of, the offense of Trafficking in a Controlled Substance in the First (1st) Degree (Fentanyl) on a continuing basis with two (2) or more of the following individuals: Jason Hodge, Isiah Hodge, William Green Ramey and Charlie Boyd.

The Grand Jury charges: That on or before May 1st, 2025, through September 30th, 2025, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:

1. Hodge committed the offense of in Engaging Organized Crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an in the commission accomplice of, the offense Trafficking in a Controlled Substance in the First (1st) Degree (Fentanyl) on a continuing basis with two (2) or more of the following individuals: Jason Hodge, Jessica Hackney, William Green Ramey and Charlie Boyd.
