FRANKFORT, KY. (Jan. 14, 2026) —Sen. Phillip Wheeler, R-Pikeville, has filed Senate Bill (SB) 86 to reinforce cooperation between Kentucky law enforcement agencies and federal immigration authorities, ensuring clear communication and coordination when individuals with criminal charges are already in custody. If passed, SB 86 would require the Kentucky State Police and local law enforcement agencies to enter into formal agreements with U.S. Immigration and Customs Enforcement under the federal 287(g) program. These agreements allow trained officers to assist with immigration enforcement through jail-based identification, task force coordination, and the service of administrative warrants. “SB 86 is about clarity, consistency, and public safety,” Wheeler said. “When individuals are already in custody for criminal activity, law enforcement agencies should have the tools and partnerships needed to ensure the law is enforced appropriately and responsibly.” The legislation establishes clear expectations for collaboration while relying on existing federal programs and training standards, reinforcing Kentucky’s commitment to law enforcement cooperation and lawful processes. SB 86 has been introduced and is awaiting further action by the Kentucky General Assembly.
