
COTY ROE AND KEITH CHAFFIN NEWEST CITY COUNCIL MEMBERS…

On Tuesday April 13, 2023 The Louisa City Council had a Regular Scheduled Meeting at Louisa City Hall, Louisa, Kentucky at 7PM. Mayor of Louisa Harold Slone was in attendance along with City Council Members Joey McClanahan, Caleb Farley, Rose Lester and Coty Roe. Gary Robertson was absent from the meeting.
Mayor Slone announced that this week April 10, 2023 – April 14, 2023 is ‘911 Recognition Week’ and to remember these people in your prayers.
Next, Slone said the restrooms beside the Louisa City Pool are “70% finished”.
“There is a little plumbing and electrical work to finish” Mayor Slone said. “The bathroom facilities will probably open up before the pool this year.” The new facilities will provide handicapped accessible bathrooms as well as public restrooms for the park.
Mayor Slone said, “The worst parts of concrete around the pool, have been done with funds from the American Rescue Plan Act. (ARPA) But the Louisa City Pool is not finished. It will cost approximately $25,000 to finish up. There have been 2 bids received, one from The Wells Group Ready Mix Concrete and the other from ASG.
There was a motion made to complete this project, but the Louisa City Council is awaiting more bids. Mayor Slone added that this item will be a “Budget Adjustment.” Slone said, “Last year there were 2,281 patrons who paid at the gate and 67 Season Pass Holders. The total revenue from the pool last year was $38,329.”
Former City Council Member Ashley Caudill had to resign from Louisa City Council in March due to moving out of the city limits creating the second vacancy after long time member Tom Parsons moved out of the city as well.

Mayor Slone asked the council members if there was anyone they wanted to nominate.
Joey McClanahan nominated Madison Arrington. Arrington received one vote YES from Joey McClanahan and 3 No’s from Caleb Farley, Rose Lester and Coty Roe. Then, City Council Member Rose Lester nominated Keith Chaffin. Keith Chaffin had 4 votes for YES. Keith Chaffin is the Newest City Council Member. He is a local businessman and is a member of the LC Tourism Committee.
Mayor Slone explained that cities and counties share the tax received at the gas pumps. The percentage received is based on the population and Louisa receives approximately $50,000 a year. There are 2 choices given to cities and counties on how to receive the funds.
1. With the first choice, the city receives monthly funds. 3% of the funds go into an Emergency Fund which can be used by the city for unforseeable road damages. Mostly like an Insurance Fund.
2. With the second choice, cities receive 60% of the funds up front in 2 allotments, yearly.
The Louisa City Council Members voted unanimously to keep the gas tax the same, and went with the first choice.
Mayor Slone attended the Kentucky League of Cities (KLC) last month and said neither of the items he was lobbying for “did any good” but grants are being offered and due by April 14, 2023. This grant will be for $3,000 with no match if you spend $6,000. This grant will be used for GPS Tracking on all Police vehicles.
There was a motion to apply by Louisa City Councilman Coty Roe for this grant while waiting for a quote which passed unanimously..
Both Parties in the “Alley Dispute” were to be back to the Louisa City Council Meeting this month but Terry Collier from 103 Wallace Street was out of town. Michael and Rebekah from 106 Conley Street did appear to show pictures of the disputed alley in Louisa, Kentucky. Both parties will be back at the May meeting.

7. Council Comments – Rose Lester asked about ordinances in Louisa for people parking or sleeping in their cars on public streets. Chief of Police Greg Fugitt said, “There is no ordinance against people sleeping in their cars on public streets.” Then Mayor Slone said “Bud (attorney Adams) was in court all day and could not be here tonight. Louisa Attorney, Eldred E. (Bud) Adams will be at the May 9, 2023 Meeting and we can go over the ordinances then.”
8. Audience Comments – Michael and Rebekah from 106 Conley Street Louisa, Kentucky were at the meeting to show pictures of the alley. Both parties will be back at the May City Council Meeting for discussion.
