CHARGES COMES AFTER THREE MONTH HIATUS SEES 50 PEOPLE HIT WITH 51 INDICTMENTS TOTAL BY THE JOHNSON COUNTY GRAND JURY

The Johnson County Grand Jury, which had not met in three months due to the coronavirus pandemic, made up for the lost time by returning 51 indictments against 50 people on Wednesday, June 17.
The panel made its partial report for March, April, May and June, hearing 47 cases and returning 51 indictments and 13 no-true bills. The grand jury held over no cases for the next session, which is set for July 15.
Four of those were linked to separate allegations of promoting contraband in the Big Sandy Regional Detention Center, two of whom are from Lawrence County.
The Johnson County grand jury indicted 50 people last week in 51 separate cases, several of which were linked to allegations of promoting contraband in the Big Sandy Regional Detention Center.
Those named in the indictments were as the following:

Jason A. Hale, 39, of Louisa was indicted on charges of promoting contraband in the first degree, possession of a controlled substance (methamphetamine, first degree) and being a persistent felony offender in the first degree after allegedly being found in possession of methamphetamine in the Big Sandy Regional Detention Center on December 12, 2019, and for having previously been convicted of two felonies.
Regina D. Cline, 44, of Louisa, was indicted on charges of promoting contraband in the first degree, possession of a controlled substance (methamphetamine, first degree) and possession of drug paraphernalia after allegedly being found in possession of the substance methamphetamine and a miniature scale in the Big Sandy Regional Detention Center on January 15.
David Michael Tackett, 32, of Left Fork Hammond Road, Whitehouse, was also indicted on charges of promoting contraband in the first degree and possession of a controlled substance (methamphetamine, first degree) after allegedly being found with the substance in the Big Sandy Regional Detention Center in January of this year.
Kathleen Howard, 40, of Salyersville was also indicted on charges of promoting contraband in the first degree and possession of a controlled substance in the first degree after a February 20 incident during which she was allegedly found in possession of methamphetamine in the Big Sandy Regional Detention Center.
Others indicted last week include:
Caleb Z. Rowland, 23, of Fox Hunters Ridge, Flat Gap, on charges of theft by unlawful taking of over $10,000 but under $1 million and public intoxication related to an incident in September of 2019 in which he allegedly unlawfully possessed a Polaris ATV belonging to Brandon Caudill of Hager Hill on Sept. 9, 2019.
Brandon M. Castle, 35, of Buffalo Road, Meally, on charges of first degree trafficking of a controlled substance (methamphetamine, first offense), operating a motor vehicle under the influence of alcohol/ drugs (aggravating circumstances, first offense), reckless driving and disregarding a stop sign during an incident in March 14.
Jonathan D. Endicott 32, of North River Street, Auxier, on charges of disarming a peace officer, assault in the fourth degree (minor injury), theft by unlawful taking under $500 (shoplifting), resisting arrest and disorderly conduct related to a May 6 incident in which he allegedly assaulted a Walmart employee, Juanita Auxier, after shoplifting approximately $200 worth of items. According to court documents, Endicott then knowingly and unlawfully disarmed a Paintsville Police Department Officer and resisted arrest, engaging in “fighting or in violent, tumultuous or threatening behavior.”
Rachel L. Smith, 28, of Madison Avenue, Paintsville, on charges of possession of a controlled substance (methamphetamine, first degree) and possession/ use of drug paraphernalia related to a Feb. 19, 2020 incident.
Larry Dalton Bartley, 26, of Main Street, Paintsville on charges of fleeing/ evading police (first degree), receiving stolen property over $10,000 (automobile) and persistent felony offender (first degree) related to a May 14 incident for allegedly operating a motor vehicle with the attempt to elude or flee Deputy Chad Penix of the Johnson County Sheriff’s Office, being in physical control of a 2014 Volkswagon Passat stolen from Ashley Blanton of Paintsville and for having been previously been convicted of a felony.
Charles A.Hammond, 42, of Boyd Street, Paintsville, on charges of Possession of a controlled substance (first degree), possession/ use of drug paraphernalia and carrying a concealed deadly weapon for allegedly possessing methamphetamine and a syringe, and carrying a pair of steel/metal knuckles on February 6.
Carl Jones, 43, of Mill Branch Road, Paintsville, on charges of assault in the first degree, possession of a controlled substance (second degree) and possession of marijuana related to a March 11, 2020 incident in which he allegedly shot at allegedly causing serious physical injury to Michael Grim with a .22 caliber handgun.
Stephanie E. Kelly, 50, of Mount Sterling, on charges of possession of a controlled substance (methamphetamine, first degree), possession of drug paraphernalia, possession of marijuana and public intoxication, for being in a public place manifestly under the influence of a controlled or other intoxicating substance on December 19, 2019.
Anthony Jones, 39, of Depot Road, Paintsville, on a charge of trafficking in the first degree after allegedly being found in possession of 9.6 grams of methamphetamine, $222 cash and numerous plastic baggies on March 2, 2019.
Heather L. Ramsey, 23, of Pikeville on a charge of possession of a handgun by a convicted felon, for allegedly possessing a Bersa .380-caliber handgun on December 31, 2019, while having previously been convicted of a felony.
Randy Burke, 49, of Puncheon Creek, Sitka, on a charge of wanton endangerment in the first degree related to a January 6, 2020 incident, for allegedly engaging in conduct that created a substantial danger of death or serious physical injury to Christopher Kimbler, Tony Kimbler, Logan Kimbler and Lee Doerty
Jennifer Burke, 39, of Puncheon Creek, Sitka, on a charge of wanton endangerment in the first degree related to a January 6, 2020 incident, for allegedly engaging in conduct that created a substantial danger of death or serious physical injury to Christopher Kimbler, Tony Kimbler, Logan Kimbler and Lee Doerty
Tammy Sue Johnson, 43, of Dingees, West Virginia; on a charge of assault in the third degree related to a Feb. 10 incident in which she allegedly assaulted a Big Sandy Regional Detention Center officer, Tori O’ Conner, of the Big Sandy Regional Detention Center.
Jonathan Owens, 36, of Hiram Reed Road, Boonscamp, on a charge of trafficking in a controlled substance (methamphetamine, first degree) during an incident on March 26, 2019.
Melessa Robinson, 33, of Richmond, on charges of possession of a controlled substance (methamphetamine, first degree), possession of drug paraphernalia and possession of a controlled substance (Alprazolam, 3rd degree) during a January 1 , 2020 incident.
Jesse James Rivas, 38, of Kingwood, Texas, on a charge of kidnapping a minor during an April 26, 2020 incident. According to court documents, Rivas, “knowingly and unlawfully restrained another person with intent to accomplish or advance the commission of a felony, namely rape.”
Adam C. Vanhoose, 32, of Little Mud Lick Road, Staffordsville, on a charge of receiving stolen property under $10,000 (auto) from a March 31, 2020 incident when he allegedly was found in possession of rims and tires stolen from AutoBrokers of Paintsville,with a value of $2,840, .
Charlotte K. Ward, 44, of Spurlock Drive, Tutor Key, on a charge of burglary in the second degree/ complicity, for allegedly entering and remaining in a house with Anthony Shawn Hall, at Tutor Key owned by Jerry and Angie Runyon with the intent to commit a crime on January 28, 2020.
Leonard R, Blair, 29, of Prestonsburg on charges of theft by unlawful taking over $10,000 but under $1 million and persistent felony offender in the first degree related to the January 4, 2020 theft of a JAYC travel camper valued at $15,000, that was stolen from Jeremy Hyden .
Danny Wayne Young, 34, of Hager Hill, on charges of trafficking (methamphetamine, first degree) and persistent felony offender (first degree), for allegedly possessing with the intent to traffic in or by trafficking in .052 grams of methamphetamine on January 15, 2019, and for having previously been convicted of two felonies..
Cansas M. Davis, 28, of Tomahawk on a charge of trafficking a controlled substance/complicity (methamphetamine, first degree) for allegedly acting alone or in complicity with Adam D. Rohr, for trafficking in methamphetamine on January 14, 2020.
Adam D. Rohr, 30, of Buttermilk Branch, Meally, on a charge of trafficking in a controlled substance in the first degree/ complicity (methamphetamine) for allegedly, acting alone or in complicity with Cansas M. Davis, in trafficking in methamphetamine on January 14, 2020.
Jason R. Owens, 38, of Paintsville on charges of theft by unlawful taking over $500 but under $10,000 and persistent felony offender (first degree) from an incident occurring in December of 2019.
Danny W. Young, 33, of Hager Hill, on a charge of trafficking in a controlled substance (methamphetamine, first degree), on January 30, 2019.
Lenzie M. Blanton, 62, of Oil Springs, on charges of wanton endangerment (first degree), assault in the fourth degree (domestic violence), terroristic threatening in the third degree and criminal mischief in the first degree related to a February 25, 2020 incident, for allegedly engaging in conduct that created a substantial danger of death or serious physical injury to Daren Estep, assaulted Joyce Estep, threatened to commit assault/murder of Daren Estep and damaged property owned by Daren Estep, with damages exceeding $1,000.
Denzil Howell, 43, of Prestonsburg, Kentucky; on a charge of strangulation after a May 4, 2020 incident, for allegedly impeding the normal breathing or circulation of the blood, applying pressure to the throat or neck, or by blocking the nose or mouth of Melissa Vanhoose.
Michael Vanzandt, 31, of Paintsville on a charge of possession of a controlled substance (methamphetamine, first degree), on February 2, 2020.
Matthew S. Goble, 41, of Flat Gap, on a charge of possession of a controlled substance (methamphetamine, first degree), on November 11, 2019.
Shawn M. Easley, 29, of Sitka on charges of trafficking in a controlled substance (first degree, methamphetamine), operating a motor vehicle under the influence of alcohol/ drugs, operating on a suspended or revoked operators license, no/expired registration plates, rear license not illuminated and no/ expired registration receipt.
According to the indictment, Shawn Easley allegedly possessed with the intent to traffic or by trafficking in more than two grams of methamphetamine; operated a vehicle while under the influence of alcohol or other substances and while his license was suspended or revoked; and failed to possess and display the registration plate, have the plate properly illuminated and to produce a valid registration receipt on April 9, 2020.
Dustin L. Patton, 34, of Mill Street, Paintsville, on a charge of receiving stolen property under $10,000 after allegedly being found in possession of stolen items/instruments with an approximate value of $500, belonging to Paintsville Independent Schools on January 14, 2020.
Anthony Shawn Hall, 32, of Scurlock Drive, Tutor Key, on charges of burglary in the second degree/ complicity and persistent felony offender in the first degree after a January 28, 2020 incident, for allegedly entering and remaining in a house with Charlotte K. Ward at Tutor Key owned by Jerry and Angie Runyon with the intent to commit a crime on January 28, 2020.
Anhtony Hall was also indicted on charges of possession of a controlled substance (methamphetamine, first degree), possession of a controlled substance (gabapentin, third degree), resisting arrest, fleeing/evading police in the second degree, possession of marijuana, public intoxication and giving a peace officer false identifying information during a February 1, 2020 incident.
According to the indictment, Hall possessed methamphetamine, gabapentin and marijuana; resisted Deputy Jason Arms in an attempt to stop him from arresting him; disregarded Arms’ signs and signals to stop in an attempt to flee; was in a public place manifestly under the influence of a controlled or other intoxicating substance; and gave Deputy Arms a false name on February 1.
Jeffery W. Osborne, 39, of River, on charges of possession of a controlled substance (methamphetamine, first degree), operating a motor vehicle under the influence of alcohol/ drugs, failure to maintain required insurance and improper registration plates, for allegedly possessing methamphetamine, operating a vehicle while under the influence of alcohol or other substances, failing to procure and/or have proof of valid insurance coverage and not displaying proper registration plates on May 15, 2020.
Gary E. Richmond, 36, of Flat Gap on a charge of possession or viewing of matter portraying a sexual performance by a minor after a May 30, 2019 incident. According to court documents, Richmond was found in possession of numerous electronic files depicting minor children engaging in sexual performances.
Melissa Sue Wagoner, 44, of Sitka, on charges of possession of a controlled substance (methamphetamine, first degree) and possession of drug paraphernalia after an incident last November 3, 2019.
Joshua Caudill, 27, of Honey Lane, Stambaugh, on charges of strangulation, assault in the first degree and receiving stolen property under $10,000.
Bobby Hernandez, 49, of Renwick, Iowa; on charges of trafficking in the first degree (methamphetamine) after an incident on June 24, 2019 , for allegedly possessing 10.749 grams of methamphetamine and $1,571 in cash with the intent to traffic or by trafficking in the methamphetamine.
Ciarra S. Davis, 26, of Keaton, Kentucky; on charges of possession of a controlled substance (methamphetamine, first degree) and possession/ use of drug paraphernalia, for allegedly possessing methamphetamine, two altered pipes, altered spoons containing chemical residue and digital scales on February 24, 2020.
James Derek Fields, of Sitka, on a charge of intent to defraud/scheme/artifice > $10,000, to obtain benefits that resulted in the overpayment, for allegedly making a false statement or misrepresentation, failing to disclose a material fact used in determining his qualification to receive assistance program benefit, or failing to report a change in factors affecting a person’s eligibility for benefits, resulting in an overpayment of $109,176.28 from January 13, 2014, through January 9, 2019.
Misty Fields, 46, of Sitka on a charge of intent to defraud/scheme/artifice > $10,000, to obtain benefits that resulted in the overpayment, for allegedly making a false statement or misrepresentation, failing to disclose a material fact used in determining her qualification to receive assistance program benefit, or failing to report a change in factors affecting a person’s eligibility for benefits, resulting in an overpayment of $109,176.28 from January 13, 2014, through January 9, 2019.
Eric Z. Reynolds, 33, of David on charges of strangulation in the first degree and assault in the fourth degree, for allegedly impeding the normal breathing or circulation of blood and assaulting Julia L. Vanderpool of Prestonsburg on May 19.
Chad Michael Deer, 33, of Mill Branch Road, Paintsville, on charges of operating a motor vehicle under the influence of alcohol/ drugs, driving on DUI suspended license (third offense) and tampering with physical evidence, for allegedly operating a vehicle while under the influence of alcohol or other substances while having four prior DUI convictions within 10 years and while his license was suspended, and concealing, destroying or altering physical evidence that he believed would be used against him in an official proceeding on May 26, 2020 .
Remona Mills, 48, of Boyd Branch, Paintsville on charges of possession of a controlled substance (methamphetamine, first degree), theft by unlawful taking under $500 (shoplifting), resisting arrest and disorderly conduct in the second degree, for allegedly possessing methamphetamine, taking various items from Dollar General of Paintsville valued at less than $500, attempting or preventing a peace officer from arresting her and engaging in fighting or in violent, tumultuous or threatening behavior in a public place on October 21, 2019. .
Anthony Jones, 38, of Depot Road, Paintsville, on a charge of trafficking (first degree, methamphetamine.)
John E. Baldridge, 44, of Salyersville on charges of burglary in the third degree, theft by unlawful taking under $500, fleeing/ evading on foot and resisting arrest during an incident on February 12, 2020, for allegedly entering and remaining in a outbuilding belonging to Fannin’s Plumbing of Paintsville with the intent to commit theft, taking numerous items of clothing from work trucks belonging to Fannin’s Plumbing, disregarding a police officer’s signs and signals to stop, and attempting to prevent offices with the Paintsville Police Department from arresting him on February 12.
Genger Blair, 35, of Salyersville on charges of receiving stolen property (firearm), possession of a controlled substance (methamphetamine, first degree), possession of a controlled substance (Suboxone, third degree) and possession/use of drug paraphernalia/complicity after an incident on March 4, 2020, for allegedly, acting alone or in complicity with Brian C. Perkins, possessing methamphetamine, suboxone and an altered pop can containing chemical residue on March 4. Genger Blair is additionally charged with receiving stolen property (firearm) for allegedly possessing a Smith and Wesson .9mm handgun stolen from The Pink Elephant Pawn Shop in Prestonsburg.
Brian C. Perkins, 37, of Salyersville, on charges of possession of a firearm by a convicted felon, possession of a controlled substance (methamphetamine, first degree), possession a controlled substance (Suboxone, third degree) and possession/use of drug paraphernalia/complicity after an incident on March 4, 2020, for allegedly, acting alone or in complicity with Genger Blair, possessing methamphetamine, suboxone and an altered pop can containing chemical residue on March 4. Brian Perkins is additionally charged with possession of a firearm by a convicted felon for allegedly possessing a Smith and Wesson .9 mm handgun while having a previous felony conviction.
