ARROWOOD, 32, OF PAINTSVILLE, WAS ARRESTED AFTER SHE WAS DISCOVERED BY TWO POLICE OFFICERS RESPONDING TO  911 CALL, FOUND HER SCREAMING AT THE WALLS WHILE HOLDING A SMALL CHILD; WHEREUPON WHEN OFFICERS WERE TAKING HER TO A MEDICAL FACILITY FOR MENTAL CHECK; ONLY TO EXPLODE IN RAGE IN THE BACK SEAT AFTER GETTING HER HANDCUFFS PARTIALLY LOOSE, BITING & SCRATCHING AN OFFICER 
A Johnson County woman was arrested after an emergency call about a screaming woman who was with a small child, that in the end went south badly situation wise, when the woman went berserk in the back of a police cruiser; when she feloniously attacked one of the two officers transporting her to a medical facility for a mental evaluation.
 
According to the arrest citation report; a Paintsville woman was arrested on late Wednesday morning April 5, after Paintsville Police Department officers responded to a 911 complaint that she was screaming at the walls of the Highrise Apartments and had a child in her care, which ended up leading to a violent confrontation between the woman and officers according to Johnson County court documents.
 
The arrest citation said that Paintsville Paintsville Department officers Brian Runyon and T. Ratliff responded to the call at the Highrise Apartments and found that Meagan C. Arrowood, 32, of Paintsville, was still acting as the 911 caller had reported; “screaming at the bare walls of the building that she was being held against her will by the F.B.I.” and that people “were violating her body.”
 
The officers witnessed Meagan Arrowood’s disturbing behavior and found that Meagan Arrowood also had a “small child” with her, the arrest citation said, before notifying the Department of Social Services and having the child removed from her custody. The child was “frightened and confused,” according to the arrest citation.
 
While the two officers were transporting Meagan Arrowood to the Mountain Comprehensive Care Center to be evaluated, the arrest citation said that Meagan Arrowood “slipped her handcuffs from behind her to the front” and began kicking repeatedly at the cage in the cruiser. Officer Ratliff stopped the vehicle and he and officer Runyon repositioned Arrowood’s handcuffs, the arrest citation said.
 
During this process of repositioning her, however, Meagan Arrowood “scraped” officer Ratliff’s arm and broke the skin, causing officer Ratliff to bleed before she also began biting him on the same arm, causing more bleeding for officer Ratliff, according to the arrest citation. 
 
After biting officer Ratliff, Meagan Arrowood was belted into her seat and made comments about harming officer Ratliff while laughing, the arrest citation said, to which she then began spitting in officer Ratliff’s face and continuing to make “vulgar comments” to both of the officers.
 
Meagan Arrowood was lodged in the Big Sandy Regional Detention Center at just before 2 P.M., on the charges of: 
*CRIMINAL TRESPASSING-3RD DEGREE, 
*CRIMINAL ABUSE THIRD DEGREE-CHILD 12 OR UNDER, 
*WANTON ENDANGERMENT-1ST DEGREE, 
*ASSAULT, 2ND DEGREE – POLICE OFFICER. The major felony police assault charge is a Class C felony, punishable by a sentence of five (5) to ten (10) years in a state prison.
Meagan Arrowwood remains in the BSRDC as of Easter Sunday, April 9.

      I guess you didn’t notice the black eye and bloody nose? Nobody wondered how she was able to get close enough to bite him? Officers Brian Runyon and Tyler Ratliff were seen parked in front of the Library down the street standing one on each side of the car beating her up in the backseat. They both have a reputation for liking to beat on girls and disabled people. I would have bit him too.
