No issues brought up despite two candidates for judge

District 4 Magistrate Rick Blackburn sits on the LC fiscal court alongside his opponent Phil Carter, the incumbent , who Blackburn has voted ‘yes’  for every motion has been made  for nine plus years. So why are you running against Phil, Rick?
Rick Blackburn, a nine year veteran of the Fiscal Court is suddenly running against the current judge,  so what’s the deal? Gotta be something…

LC FISCAL COURT APPROVED ALL ITEMS ON AGENDA…

The Lawrence County Fiscal Court had a Regular Meeting on Tuesday March 17, 2026 at the Lawrence County Courthouse, 122 S. Main Cross Street, Louisa, Kentucky 41230. LC Judge Executive Phillip Carter was in attendance along with the LC Magistrates David Pinson, Rick Blackburn, Michael Mouse Halcomb and John Scaggs.

APPROVE MINUTES

The Minutes for February 17, 2026 Regular Meeting were unanimously approved with a Motion by Michael Mouse Halcomb and seconded by David Pinson.

APPROVE TREASURERS REPORT

The Treasurers Report was unanimously approved with a Motion by Rick Blackburn and seconded by John Scaggs. (No figures provided to public)

APPROVE BILLS

The Bills were unanimously approved with a Motion by David Pinson and seconded by Michael Mouse Halcomb.

APPROVE SHERIFFS 2025 UNMINED COAL SETTLEMENT

The Court unanimously passed a Motion to approve Sheriffs 2025 UnMined Coal Settlement with a Motion by Rick Blackburn and seconded by David Pinson. (No figures provided to public)

APPROVE BUDGET APPROPRIATION LINE-ITEM TRANSFERS

The Budget was unanimously approved with a Motion by Rick Blackburn and seconded by Michael Mouse Halcomb.

FIRST READING OF JAIL BUDGET

The First Reading of the Jail Budget was unanimously approved with a Motion by Rick Blackburn and seconded by Michael Mouse Halcomb. (No figures provided to public)

RESOLUTION FOR AML GRANT 

The Resolution for AML Grant was unanimously approved with a Motion by David Pinson and seconded by Rick Blackburn. (No figures provided to public)

ALLOW FINANCE OFFICER TO PARTICIPATE IN TRAINING INCENTIVE PROGRAM
