Awfully pretty “lame duck”

Kala has chosen to not seek reelection to the council next year so she’s officially a “lame duck” during proceedings. The term is used to describe one whose term will expire at the next election. In fact three of the six council members chose not to serve again, as Keith Chafin and Rose Lester also did not run. Three new members who will take office in January are Sheryl Wellman, Kala Robinson, and Sheila Thompson Holt.

LOUISA CITY COUNCIL…

By Susan Salyer

The Louisa City Council had a Regular Meeting on Tuesday July 14, 2026 at 6PM at Louisa City Hall, 215 N Main Cross Street, Louisa, Kentucky 41230. Mayor of Louisa Harold Slone was in attendance along with the Louisa City Council including Joey McClanahan, Kala Brown, Caleb Farley, Rose Lester, Coty Roe and Keith Chaffin.

MAYOR OF LOUISA COMMENTS

Mayor Slone said, “Junior Rose served on the Water Board and he will be greatly missed. Rose was a next door neighbor with the guys at the Water Plant over the years. This is PVA Chris Rose’s Father. Rose always left you laughing.”

Slone said, “Pike Street is well under way. From Rice Street on, is the distance to finish the project.”

Slone said, “Gene Wilson Blvd area has been great with very little issues. Another week, 7-10 days it will be completed. We have 5 foot sidewalks now. It will be great to keep the kids on the sidewalk and out of the street.”

Slone also said, “The new Fire School and tower have been completed next to the city community center . They have classrooms and 2 restrooms. Also in case of emergency this facility can be used as a warming center or shelter during winter. Our small grant went a long way.”

APPROVE MINUTES

The Minutes were unanimously approved with a Motion by Joey McClanahan and seconded by Caleb Farley.

APPROVE SALE OF SURPLUS PROPERTY

Slone said, “The City of Louisa has 48 inch pipe that won’t work. There is 18,000 to 19,000 thousand dollars worth of pipe we don’t need and can’t use. If we sell it to the county discounted they would be interested. The county will pick up the pipe.” Motion to approve by Coty Roe and seconded by Keith Chaffin. None Opposed.

EXECUTIVE SESSION

Louisa City Attorney Eldred E. (Bud) Adams said, “While we were in Executive Session we discussed a possible Real Estate Acquisition, but no action was taken.”

‘MEET AND GREET’ WITH CHANDLER SHEPHERD

Chandler Shepherd will be at The Lawrence County Public Library Thursday July 16, 2026 at 6PM. He will be receiving the ‘Gem of the Big Sandy’ Award from Mayor Harold Slone. Slone said, “It was not possible for Thompson to be here during the Septemberfest, so we made him Grand Marshall in the Fourth of July event and kids were asking about him signing autographs, so we will have the Meet and Greet for Chandler Shepherd.

COUNCIL COMMENTS

Louisa Councilman Coty Roe said, “The alleyways are overgrown and we need to know what can be done to remedy that. Can we have have an alleyway be cleared? Is that something the city can be doing? How can that be addressed?  Roe said he works at WesTek and gets calls for having the alleys surveyed when they don’t need to be surveyed just kept up by the city.

Attorney Bud Adams said, “The legal answer is if it is indeed an alleyway we can spend what we want. We can bulldoze through it. There is a statutory procedure in order to close an alleyway. There has been 2-3 incidents where we have closed the alley.” He did not mention the specific alleyways.

Mayor Slone said, “The City will be glad to do whatever is needed. We can mow them every couple weeks if you can show where they are, if that would help.”
