LOUISA CITY COUNCIL APPROVED NEW $300,000 GARBAGE TRUCK…Merry Christmas 2025

The Louisa City Council had a Regular Meeting on Tuesday, December 9, 2025 at 6PM. The Meetings are held at Louisa City Hall, 215 N Main Cross Street, Louisa, Kentucky 41230.

Mayor of Louisa Harold E. Slone  was in attendance along with the City Council Members Joey McClanahan, Kala Brown, Caleb Farley, Coty Roe and Keith Chaffin. Rose Lester was absent.

MAYOR’S COMMENTS

Mayor Slone had several comments to make about the City of Louisa.

  • The City of Louisa will be having a Christmas Dinner for all employees on December 13, 2025 at 5PM at Fire Station #2.
  • The Christmas Parade will begin at 7PM. After the parade there will be an event in the Park, including warm beverages, heat and Santa with gifts.
  • Slone reminded everyone that Luminaries can be purchased for $10 dollars either at City Hall or Farmhouse Memories. If you have a loved one who has passed, you can buy a Luminary that lights up with a name on it, and they are waterproof. They will be placed around the Park. The funds made from this event will go towards Christmas decorations for the City of Louisa.
  • Slone also mentioned the City of Louisa Employees Luncheon will be held in the Carter Room on December 23, 2025 at 1PM. This will be a free lunch for the city employees. Slone said,
  • “There is an issue on Pike Street. There is a large culvert on Pike Street that is 360 feet long with a 48 inch pipe that drains water off the Road 2565 to Pike Street behind the First Baptist Church. This project will cost a couple thousand dollars to be fixed. There is an Emergency Fund that we pay 3% on, so we will be using these funds for the project.”
  • Lastly, Slone wanted to give a Big Thank You to the Louisa Fire Department and City of Louisa Workers for putting up the Christmas Decorations and Thanks to the Lawrence County Tourism Commission for there donation on the Christmas Decorations.

MINUTES 

The Minutes for November 18, 2025 Special Meeting were unanimously approved with a Motion by Joey McClanahan and seconded by Kala Brown.

SECOND READING OF ORDINANCE 12-02-A-1

The Second Reading of Ordinance 12-02-A-1, “Amendment to the Ordinance Relating to Garbage Collection and Rates” was unanimously passed with a Motion by Caleb Farley and seconded by Keith Chaffin. Roll Call.

APPROVE CONTRACT FOR EMERGENCY RESPONSE CENTER ARCHITECT

Slone said,

“…This has been a Dream Project for a long time. We have agreed that Brandsetter Architect from Lexington, Kentucky had the best information submitted so far from an Architect. There was a meeting last week that went great. At Brandsetter they have architects who only work on Fire, Police and EMS facilities. I believe they have a lot of knowledge. We showed Brandsetter where the boundary lines were across the street on the empty lot. So the next step is to sign a contract, pending approval from the City Attorney Eldred E. (Bud) Adams.

So tonight I want you to approve the cost of $4.5 million (which will be covered by Grants) at 8%. This will cover the design, permitting, bids and construction and someone physically on site.”

Council Member Coty Roe, from Westec Engineering LLC in Louisa said that it is a good idea and that everything he has seen is standard practice.

Slone said the Louisa Fire Department leaks because it’s an old building with no bathroom. The Louisa Police Department is in a 1939 building with a bathroom. These are very inadequate facilities and it’s not safe bringing prisoners into the Police Station. It’s not a good thing and we also need a Disaster Storm Shelter for Fire and Police Emergency Operation Station that is storm rated. A place to operate from beginning to end on a disaster. So in the end the Louisa Council Members were voting on the 8% and sign the contract after Bud Adams thoroughly researches the contract.

Motion by Joey McClanahan and seconded by Coty Roe. None Opposed.

APPROVE FINANCING OF NEW GARBAGE TRUCK

The Council discussed the financing of a New Garbage Truck. The cost of the Garbage Truck will be $306,233. with a finance rate of 5.69% making the monthly payment $4,470.69. This will also include a 5 year unlimited mileage on the transmission. The Council decided to approve the New Garbage Truck with a Motion by Keith Chaffin and seconded by Caleb Farley. None Opposed.

THE NOVEMBER 2025 BUDGET TRACKING REPORT

The Council discussed the November 2025  Budget Tracking Report. This report will keep tracking of every budget item so you can see where your budget is at, all throughout the year.

FIVCO 

Brycen May (above) was present from FIVCO, he has been promoted to Water and GIS II. Mr. May presented a plaque to Mayor Slone and Council Members for their participation during the year., Thanking the City of Louisa.

EXECUTIVE SESSION

Bud Adams said, “While we were in Executive Session, we discussed 4 pending property matters, but no final decision was made.”
