LOUISA COUNCIL MERGES MONIES FOR NEW EMERGENCY COMMUNICATIONS AND RESPONSE CENTER

The Louisa City Council had a Regular Meeting on Tuesday June 9, 2026 at Louisa City Hall, 215 N. Main Cross Street, Louisa, Kentucky at 6PM.  Mayor of Louisa Harold Slone was in attendance along with the Louisa City Council Members including Kala Brown, Caleb Farley, Rose Lester and Coty Roe. Joey McClanahan and Keith Chaffin were absent.

MAYORS COMMENTS

“The city pool is Open. We had 260 kids the first day and on Friday and Saturday they reached 300 capacity and had to close the gate.

“Pike Street Project has been delayed because of the weather. They will start Friday or Monday this week.”

“Fourth of July parade will start at 10AM and we hope to have Music in the Plaza that evening it will be short notice for the the City of Louisa, LC Tourism and Ossie Lucas Owner of TRW Vender Market to have Live Music lined up.”

APPROVE CONTRACT WITH STATE OF KENTUCKY FOR CDBG GRANT FOR THE NEW EMERGENCY COMMUNICATIONS AND RESPONSE CENTER

 

Shawna Miller is here in the audience, she is from FIVCO. CDBG funds are administered through FIVCO. –Slone

 

Mayor Slone said, “We were awarded the Congressional Award specifically from Congressman Hal Rogers for $3.4 Million. We changed the scope of the project that we had originally been awarded through CDBG. We went back to CDBG with new plans and said instead of remodeling that we would like to combine the monies and build a new station across the street. This is a new contract with the Commonwealth of Kentucky that voids the old contract we had with CDBG totaling over $4 million. It’s the same amount and it’s the same money. Shawna Miller is here in the audience, she is from FIVCO. CDBG funds are administered through FIVCO.” Motion by Rose Lester and seconded by Kala Brown. None Opposed.

APPROVE MINUTES FOR MAY 19, 2026 SPECIAL MEETING

The Minutes for May 19, 2026 were unanimously approved with a Motion by Coty Roe and seconded by Caleb Farley.

SECOND READING OF ORDINANCE 2026-01 CITY OF LOUISA BUDGET 2026-2027

The Second Reading of Ordinance 2026-01 City of Louisa Budget 2026-2027 was unanimously passed with a Motion by Kala Brown and seconded by Coty Roe.

SEDOND READING OF ORDINANCE 2026-02 CITY EMPLOYEE COMPENSATION  

The Second Reading of Ordinance 2026-02 City Employee Compensation was passed with a Motion by Caleb Farley and seconded by Kala Brown. None Opposed.

SECOND READING OF ORDINANCE 2026-03 LOUISA UTILITY BUDGET

The Second Reading of Ordinance 2026-03 Louisa Utility Budget was unanimously approved with a Motion by Coty Roe and seconded by Kala Brown. None Opposed.

SECOND READING OF ORDINANCE 2026-04 UTILITY EMPLOYEES COMPENSATION 

The Second Reading of Ordinance 2026-04 Utility Employees Compensation was approved with a Motion by Caleb Farley and seconded by Kala Brown. None Opposed. No figures provided.

AUTHORIZE AGREEMENT WITH ARCHAEOLOGICAL SERVICES FOR NEW WASTEWATER TREATMENT PLANT

This agreement will cost $4,100 which covers 3 properties. FEMA requires that we have Archaeological Services for the New SEWER Plant. Motion by Coty Roe and seconded by Caleb Farley. None Opposed.

EXECUTIVE SESSION

The City of Louisa Attorney Eldred E. (Bud) Adams said, “While we were in Executive Session we had two matters, One is pending cleaning up liens that the city owns and Second approving the purchase of an agreed price of a lot in Louisa and the deed us prepared and the title is clear. We will be closing.” Motion by Caleb Farley and seconded by Kala Brown.
