FISCAL COURT ORDERS FIRE BOARD TO MEET IN COURTHOUSE

The LC Fiscal Court met at the Regular Scheduled Monthly Meeting on Tuesday February 18, 2025, at The Lawrence County Courthouse, Downtown 2nd Floor, Louisa, Kentucky 41230 at 10AM. Judge Executive Phil Carter was in attendance along with LC Magistrates David Pinson, Rick Blackburn (via cellphone) Michael Mouse Holcomb and John Scaggs.

MINUTES
The Fiscal Court unanimously approved the Minutes from January 21, 2025 Regular Meeting with a Motion by Michael Mouse Halcomb seconded by John Scaggs.

APPROVE TREASURERS REPORT
County Treasurer Josh Puckett stated that the county is in the black. A Motion was unanimously approved by David Pinson seconded by Michael Mouse Halcomb.

APPROVE TREASURERS REQUEST
Puckett had 2 requests for the court. 1. Motion Amendment Request which included the LC Treasurers Office receiving a check for $63,345.69 sent from a bank by mistake. So Puckett had to cash the check then put it in the Treasurers account, then he issued a check to the correct Courthouse (LC Courthouse on the hill in Carter’s words) in town. 2. Puckett stated he moved money around within the budget to a zero balance. The first request was unanimously passed with a Motion by Michael Mouse Halcomb seconded by John Scaggs. The second request was unanimously passed with a Motion by David Pinson seconded by Michael Mouse Halcomb.

APPROVE BILLS
No discussion. Motion by Michael Mouse Halcomb seconded by John Scaggs. None Opposed.

APPROVE MAGISTRATE CPI
No discussion. Motion by John Scaggs seconded by David Pinson. None Opposed.

ACCEPT SHERIFFS 2024 EXCESS FEES
No discussion. Motion by John Scaggs seconded by David Pinson. None Opposed.

Supt. Katie Webb accepted a fiscal court proclamation on behalf of the LC FFA.

PROCLAMATION FOR FFA WEEK
The Superintendent of LC Schools Katie Webb, thanked and accepted the Proclamation on behalf of the FFA. (SEE VIDEO)

ADVERTISE BIDS
The Fiscal Court had 3 bids on yearly utility service for HVAC . 1. $12,239. for Hall 2. $16,000 for HMC 3. $18,960 for Profession Group. The bid went to Hall for $12,239. with a Motion by David Pinson 2nd by Michael Mouse Halcomb. None Opposed.

FIRE RESCUE BOARD ORDINANCE
Carter read the number of the new ordinance that is an amendment to a previous ordinance and asked LC County Attorney Johnny Osborne to read the Amendment Ordinance,

“The Amendment Ordinance relating to the Lawrence County Special Taxing District that provide for the Fire Board to have their meetings within the LC Courthouse in LC Fiscal Courtroom and any non-financial instruments to be lodged and maintained within the LC Courthouse.”

LC Magistrates unanimously passed the Ordinance with a Motion by David Pinson seconded by Michael Mouse Halcomb. (SEE SEPARATE LAZER REPORT. )

ADVERTISE BIDS
LC Judge Executive Phil Carter said, “We have to advertise bids to purchase a truck.” Motion by Michael Mouse Halcomb seconded by John Scaggs.
