LC FISCAL COURT NAMES 2 PEOPLE TO THE LC PUBLIC LIBRARY BOARD, DISCUSSION OF SB 63…

The Lawrence County Fiscal Court had a Special Meeting on Tuesday July 15, 2025 at the Lawrence County Courthouse, Downtown 2nd Floor, Louisa, Kentucky 41230 at 10AM. LC Judge Executive Phillip Carter was in attendance along with LC Magistrates David Pinson, Rick Blackburn and Michael Mouse Halcomb. LC Magistrate John Scaggs was absent.

APPROVE MINUTES

The Minutes from June 17, 2025 were unanimously approved with a Motion by Michael Mouse Halcomb and seconded by Rick Blackburn. The Minutes from June 30, 2025 were approved with a Motion by Rick Blackburn and seconded by Michael Mouse Halcomb. None Opposed.

APPROVE TREASURERS REPORT

LC Treasurer Josh Puckett said, “The Treasurers Report is in the Black, some of the numbers are low, because we are just starting out the Fiscal Year.” The Treasurers Report was unanimously approved with a Motion by Rick Blackburn and seconded by Michael Mouse Halcomb.

APPROVE BILLS

The Bills were unanimously passed with a Motion by a David Pinson and seconded by Michael Mouse Halcomb.

DISCUSSION OF ORDINANCE AND SENATE BILL 63

Laura Pack and Brandon Davenport were at the meeting to discuss the proposed Ordinance and Senate Bill 63. Ms. Pack is the Board Secretary for Kentucky Mountain Regional Recreation Authority and she operates as First Frontier Appalachian Trails. Pack has more than 20 counties she works in, and Lawrence County is included.

Brandon Davenport is the Trail Development Coordinator for First Frontier Appalachian Trails.

Senate bill 63 officially went into effect on Friday, June 27, 2025 marking a major shift for off-road enthusiasts in Kentucky. Under the new law, special purpose vehicles- like ATV’s and side-by-sides- are now legal to drive on a highways, as long as certain rules and regulations are followed.

CONSERVATION DISTRICT ANNUAL BUDGET

No discussion. Motion by Rick Blackburn seconded by Michael Mouse Halcomb. None Opposed.

APPOINTMENTS TO THE LIBRARY BOARD

Judge Carter named Joann Triplett to the LC Public Library Board. Motion by David Pinson and seconded by Rick Blackburn. None Opposed. Then, Carter named Andrea Tackett to the LC Public Library Board which unanimously passed with a Motion by Michael Mouse Halcomb and seconded by David Pinson. No discussion was made about the Appointments. But neither of the appointments came from a list of 17 applicants gathered by Library director Deena Farris.

ACCEPT SHERIFFS 2024 GAS AND OIL TAX SETTLEMENT

No discussion. No numbers given. Motion by Rick Blackburn and seconded by Michael Mouse Halcomb. None Opposed. Roll Call.

SOLID WASTE AMENDMENT FIRST READING

The First Reading of the Solid Waste Amendment was unanimously approved with a Motion by Michael Mouse Halcomb and seconded by David Pinson.

OPEN STEEL BIDS

There was only one bid for Steel. The bid goes to Ken Creek Drilling Inc. No amount was given. Motion by David Pinson and seconded by Rick Blackburn
