The Lawrence County Fiscal Court has a Regular Monthly Scheduled Meeting on March 19, 2024 at the Lawrence County Courthouse, Downtown 2nd Floor, 122 S. Main Cross Street, Louisa, Kentucky at 10AM. Judge Executive Phillip Carter was in attendance along with the LC Magistrates David Pinson, Rick Blackburn, Michael Mouse Halcomb and John Scaggs.
APPROVE MINUTES
The Minutes from Monthly Meeting on February 20, 2024 were passed unanimously with a Motion by Michael Mouse Halcomb 2nd by Rick Blackburn. The Minutes from Special Meeting on March 1, 2024 were unanimously passed with a Motion by David Pinson 2nd by Michael Mouse Halcomb. (SEE VIDEO)
TREASURERS REPORT, REQUEST AND APPROVE BILL
The Treasurer’s Report was unanimously approved with a Motion by Rick Blackburn 2nd by John Scaggs. There was NO Treasurers Request and Bills were approved unanimously with a Motion by David Pinson 2nd by Michael Mouse Halcomb. (SEE VIDEO)
APPROVE JAIL BUDGET 1st READING
LC Treasurer Josh Puckett stated that the Jail Budget was the same as last year and and changes will need to be reported before passing of the 2nd Reading. This Item was passed unanimously by the LC Magistrates with a Motion by Rick Blackburn 2nd by Michael Mouse Halcomb. (SEE VIDEO)
2nd READING OF BUDGET AMENDMENT
Josh Puckett explained the Budget Amendment from last time which include the FEMA loan for ice storm, Blaine Creek Remediation and Animal Spay/Neuter program. Motion by Rick Blackburn 2nd by Michael Mouse Halcomb. None Opposed. (SEE VIDEO)
APPROVE NEW BUDGET AMENDMENT
The Budget was $10.7 million and a payment of $9,679,560.00 has been applied and are anticipating another payment soon. Motion passed unanimously with a Motion by David Pinson 2nd by Rick Blackburn.
CPI APPROVAL FOR MAGISTRATES
No discussion. Motion passed unanimously with a Motion by Michael Mouse Halcomb 2nd by David Pinson.

HAZARDOUS MATERIALS RECOVERY ORDINANCE
LC Emergency Management Director Travis Hughes stated that the Ordinance will help recoup costs for the Fire, police accidents they handle. “This Ordinance will also help with commercial accidents and help retain costs to help further purchases for these departments, Hughes said. Motion passed unanimously with a Motion by Rick Blackburn 2nd by David Pinson.
