LIBRARY DIRECTOR GETS $9,500 RAISE

Lawrence County Public Library Board of Trustees Regular Scheduled Meeting was on Monday July 13, 2026 at the library, 102 W. Main Street, Louisa, Kentucky 41230. LCPL Director Deena Meade was in attendance along with the Board of Trustees including Lindsay Smith, Connie Fairchild, Andie Mattix, Lynn Perry and JoJo Triplett. Also in attendance was the library’s attorney Josh Puckett.

APPROVE MEETING MINUTES

The June 8, 2026 Meeting Minutes were unanimously approved with a Motion by Connie Fairchild and seconded by Lynn Perry.

APPROVE MAY FINANCIALS 

The May Financials were unanimously approved with a Motion by Andie Mattix and seconded by JoJo Triplett.

DIRECTORS REPORT

BOARD ATTORNEY CONTRACT

The Board of Trustees approved a one year contract for Josh Puckett as the Library’s Attorney. Puckett will be paid $700 a month, A RAISE OF $100 PER MONTH. Motion by JoJo Triplett and seconded by Lynn Perry. None Opposed.

EMPLOYEE WAGE ADJUSTMENT 

The Library Board approved a $2 raise for Library worker Tammy Lemaster. Motion by Andie Mattix and seconded by Connie Fairchild. Also Brooke Walker received a $2 raise with a Motion by JoJo Triplett and seconded by Andie Mattix.

All other employees eligible for the 2.7 cost of living wage received a $1 raise with a Motion by Connie Fairchild and seconded by Lynn Perry. No one opposed any of the motions.

Lindsay Smith said, “We need to discuss Deana’s raise.” The board had some discussion then voted to give Director Deana Meade a raise from $65,500 to $75,000 a raise of $9,500 on the year. Meade was a bit surprised by the raise she received and she thanked the Board. Motion for Deena Meade raise of $9,500 was unanimously approved by Lynn Perry and seconded by Connie Fairchild.

APPOINTMENT OF ASSISTANT DIRECTOR

Director Meade discussed having Ryan Scaggs as her Assistant. Meade said, “Scaggs has over 20 years experience and has taken on extra work and is always willing to take on new projects.” Scaggs was not eligible for the cost of living wage so the Board voted unanimously to give him a $3 raise. Motion by Lynn Perry and seconded by Connie Fairchild.

APPROVAL OF STUDY ROOM AND STAFF AREA CHANGES

The library has see-thru windows in the study rooms so they will enclose the rooms for privacy. Also there will be changes in the staff area adding more storage space and end shelves. The cost will be $26,000 and the library has budgeted $30,000. Motion by Andie Mattix and seconded by JoJo Triplett. None Opposed.

EXECUTIVE SESSION

The Board entered Executive Session and reported that no action was taken on the personnel.

  9. Enter Executive Session to discuss personnel – Private discussion of personnel.
  10. Enter Open Session – Motion by Lynn Perry and 2nd by Connie Fairchild.
  11. Next Board Meeting August 10,2026 at Noon
  12. Questions and Comments – None

The next Regular Scheduled Meeting will be held on Monday August 10, 2026 at the Lawrence County Library at 12 Noon.
