Johnny W. Osborne – Lawrence County Attorney
On October 1, 2025, the Lawrence County Attorney’s Office secured a referral to the Lawrence County Grand Jury for Mr. Kevin M. Stiltner of Fort Gay, West Virginia.
Following a traffic stop and investigation by Trooper Zach Wright of the Kentucky State Police and a search incident to a valid arrest, which ultimately led to the discovery and seizure of fentanyl, Mr. Stiltner was charged with the following:
- RECKLESS DRIVING – 189.290;
- OPER MV U/INFL CONT SUB (189A.010(1D) – 1ST – 189A.010(5A);
- POSS CONT SUB 1ST DEGREE FENTANYL – 218A.1415;
- POSS OF MARIJUANA – 218A.1422;
- CONTROLLED SUBSTANCE PRESCRIPTION NOT IN ORIG CONTAINER 1ST – 218A.210;
- POSS CONT SUB, 1ST DEGREE, 1ST OFFENSE – DRUG UNSPECIFIED – 218A.1415;
- FAILURE TO WEAR SEAT BELTS – 189.125(6);
- DRUG PARAPHERNALIA – BUY/POSSESS – 218A.500(2); and
- DRIVING MOTOR VEHICLE USING HAND-HELD MOBILE TELEPHONE – 281.600.
