12 OF THOSE ARRESTS WERE FROM LAWRENCE COUNTY. IN ADDITION THERE IS AN ARREST THAT WAS MISSED AND NOT REPORTED ON THE PREVIOUS LAWRENCE COUNTY ARREST REPORT.
SEPARATELY, THREE LAWRENCE COUNTY RESIDENTS WERE TAKEN INTO CUSTODY IN OTHER KY. COUNTIES JURISDICTIONS (1 IN BULLITT COUNTY, 1 IN PIKE COUNTY, AND 1 IN GREENUP COUNTY).
PREVIOUSLY,FROM 12:01 A.M., SEPTEMBER 8 THRU TO 11:59 P.M., SEPTEMBER 19, (12 DAYS) THERE HAVE BEEN AT LEAST 108 PEOPLE ARRESTED FROM JOHNSON, LAWRENCE, MAGOFFIN, AND MARTIN COUNTIES COMBINED, AND WERE BOOKED AT THE BIG SANDY REGIONAL DETENTION CENTER IN PAINTSVILLE. 19 OF THOSE ARRESTS WERE FROM LAWRENCE COUNTY. SEPARATELY, FIVE LAWRENCE COUNTY RESIDENTS WERE TAKEN INTO CUSTODY IN NEIGHBORING COUNTIES (1 IN BOYD COUNTY, 1 IN JOHNSON COUNTY, AND 3 IN MARTIN COUNTY). ALSO A FORT GAY, WEST VIRGINIA MAN WAS TAKEN INTO CUSTODY ALL THE WAY DOWN IN HANCOCK COUNTY, MISSISSIPPI.
THE NUMBER OF INMATES THAT WERE HOUSED AT THE BSRDC IN PAINTSVILLE AS OF 11:59 P.M., THURSDAY, OCTOBER 1, WAS 189.
HERE ARE THE LATEST TWELVE ARRESTED IN LAWRENCE COUNTY, ALONG WITH THE ARREST THAT WAS MISSED FOR THE PREVIOUS REPORT, AND THE THREE ARRESTED ELSEWHERE, ARE AS THE FOLLOWING:
Dale E. Bowen, 43, of Van Lear, Kentucky; on September 19, 2020, at 5:24 P.M. by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, & was charged with:
• POSSESSION CONTROLLED SUBSTANCE, 2ND DEGREE – DRUG UNSPECIFIED,
• KNOW FRAUDULENTLY USE ID CARD OR ELECTRONIC CODE FOR BENEFITS,
• DRUG PARAPHERNALIA – BUY/POSSESS,
• PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL),
• PROBATION VIOLATION (FOR MISDEMEANOR OFFENSE).
According to the arrest citation report, deputy Kirk came in contact with Dale Bowen in reference to a male and a female subject appearing to be in a verbal altercation on Ky. 3. Upon contact with Dale Bowen by deputy Kirk, a warrant for Bowen’s arrest was active via a parole violation for a misdemeanor offense warrant that was signed for Judge Chafin. Upon searching after arresting Dale Bowen, deputy Kirk discovered a suboxone strip and half of a suboxone tablet was located along with a syringe that all were possessed on Bowen. also located on Dale Bowen was a EBT card not belonging to him, to which then Dale Bowen told deputy Kirk that had used it and that he was going to give the card holder their money back. Dale Bowen had a receipt from Dollar General that had the last four digits of the card matching the EBT card not belonging to Bowen. Deputy Kirk finished up the report by writing that Dale Bowen was unsteady on his feet and had slurred speech which created a danger to himself or others.
Jason Maynard, 27, of Louisa; was arrested on September 20, 2020, at 12:47 A.M., by patrolman Michael Housinger, of the Louisa Police Department, & was charged with:
• POSSESSION CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (< 2 METHAMPHETAMINE).
Reuben Ison, 39, of Louisa, turned himself into custody on September 21, 2020, at 8:00 A.M., in the Lawrence County Court, by the Lawrence County Sheriff Department, to serve a guilty plea sentence:

Maria Ann Thompson, 29, of Huntington, West Virginia, was arrested on September 21, 2020, at 12:08 A.M., by deputy chase Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with: Maria Ann Thompson was arrested and was charged with:
• FAILURE TO WEAR SEAT BELTS,
• FAILURE TO OR IMPROPER SIGNAL,
• TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (< 2 GRAMS METHAMPHETAMINE),
• TRAFFICKING IN CONTROLLED SUBSTANCE 1ST OFFENSE (HEROIN),
• DRUG PARAPHERNALIA – BUY/POSSESS,

According to the arrest citation report, deputy Kirk received a complaint of a female subject, identified as Maria Ann Thompson, unsteady on her feet at Speedway. Upon deputy Kirk’s arrival, he observed the described vehicle by dispatch being operated by Maria Ann Thompson. deputy Kirk observed Thompson failed to use a turn signal pulling out of Speedway and was not wearing a seatbelt. Once deputy Kirk made contact with Maria Ann Thompson, he observed pupil constriction from Thompson, which led to her telling deputy Kirk she had used Heroin the day before. Deputy went on to add that Maria Ann Thompson was unsteady on her feet when she was asked to step out of her vehicle.. Deputy Kirk administered SFST. WAT-during the instruction phase that Maria AnnThompson could not keep her balance. During the walking phase Maria Ann Thompson missed heel to toe on steps 7 on the way down and 5 on the way back, used arms for balance, wrong number of steps on the way back (10), and made the improper turn. OLS-Maria Ann Thompson was swaying, used arms for balance, and put her foot down multiple times during the 30 seconds. According to depuyt Kirk, Maria Ann Thompson also had a hard time staying awake for SFST. Upon arresting Thompson by deputy Kirk, he stated that while conducting a search of her vehicle, a small baggie was located in the center console containing a white powder substance believed to be Heroin and a crystal like substance believed to be methamphetamine. Deputy Kirk also located a set of scales with residue and $153.00 in cash. When deputy Kirk ran Maria Ann Thompson identification information through the Kentucky State Police 14 in Ashland, he was advised that Maria Ann Thompson’s driver licence was suspended. Maria Ann Thompson was taken to Three Rivers Medical Center and was read implied consent. Thompson did not wish to speak to an attorney, and she refused a blood test.
Derek A. Crum, 40, of Louisa, was arrested on September 22, 2020, at 1:00 P.M., by chief deputy Mason Keefer, of the Lawrence County Sheriff Department, & was charged with:
• SERVING BENCH WARRANT FOR COURT.
Scott A. Hayes, 20, of Louisa; was arrested on September 24, 2020, at 9:42 P.M., by patrolman Michael Housinger, of the Louisa Police Department, & was charged with:
• SERVING BENCH WARRANT FOR COURT
Stacy B. Lackey, 31, of Louisa, was arrested on September 26, 2020, at 1:15 A.M., by deputy Dwayne Bowen, of the Lawrence County Sheriff Department, & was charged with:
• SERVING BENCH WARRANT FOR COURT,
• RESISTING ARREST,
• ESCAPE 3RD DEGREE.
Michael D. Trotter, 44, of Newport, Michigan; on September 27,2020, at 5:00 A.M. by deputy Dwayne Bowen, of the Lawrence County Sheriff Department, & was charged with:
• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 (AGGRAVATING CIRCUMSTANCES) 1ST OFFENSE,
• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE,
• NO OTHER STATE REGISTRATION RECEIPT,
• FAILURE OF NON-OWNER OPERATOR TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE.
According to the arrest citation report, deputy Bowen stated that Michael Dushain Trotter was involved in a single vehicle collision accident on Five Forks Road, which caused injury to a passenger. Michael Trotter stated to deputy Bowen he wasn’t driving, but deputy Bowen wrote that the passenger side of the vehicle was covered in blood, and that the driver side was not; adding further that Michael Trotter was not bleeding. Deputy Bowen claimed that Michael Trotter had an extremely strong odor of alcoholic beverage and wrote that Trotter told him he and his buddy had been drinking all day. Michael Trotter was taken to Three Rivers Medical Center and was read implied consent to him by deputy Bowen, to which Trotter refused; and due to the motor vehicle accident, was unable to perform SFST. Michael Trotter was treated and released from TRMC and was finally transported to the Big Sandy Regional Detention Center in Paintsville.
Johnni N. Watts, 33, of Louisa; was arrested on September 29, 2020, at 6:11 P.M., by an officer of the Louisa Police Department, & was charged with:
