LAWRENCE COUNTY ARREST – JANUARY 9-15, 2020

In the past 7 day period from 12:01 A.M. January 9, 2020, thru to 11:59 A.M. January 15, 2020, there were at least 90 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 90, 13 of those arrested were from Lawrence County.
Three Lawrence County residents were taken into custody in other Kentucky jurisdictions (1 in Boyd County, 1 in Martin County, 1 in Madison County).
That is in comparison to the previous preceding 9 & 1/2 day period from 12:01 A.M. December 30,2019 thru to 11:59 A.M.January 8,2020, there were at least 92 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 92, 9 of those arrested were from Lawrence County.
Eight Lawrence County residents were taken into custody in other jurisdictions. Seven in Kentucky (3
in Boyd County, 2 in Martin County, 1 in Perry County, and 1 in Jessamine County; and was later on transferred to Fayette County, Ky). Also, one Lawrence County resident was arrested in Rabun County, Georgia.
The number of inmates that were lodged at the BSRDC in Paintsville as of 7:00 A.M. Thursday morning, January 16, 2020, was 242. The maximum designated inmate capacity as built for the BSRDC facility is 225.
The names and criminal charges of those latest thirteen arrested in Lawrence County, along with the three Lawrence County residents arrested in other Kentucky counties, are the following:
Gregory L. Scott, 34, of Louisa, was arrested on January 10, 2020, at 12:55 A.M., by patrolman officer Hunter James, of the Louisa Police Department, and was charged with:
• BAIL JUMPING 1ST DEGREE,
• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER (2 SEPARATE CHARGES COUNTS),
• FAILURE TO APPEAR (2 SEPARATE CHARGES COUNTS).
Elouise Scott, 34, of Louisa, was taken into custody on January 10, 2020, at 1:02 A.M., by sergeant Steven Wilburn, of the Louisa Police Department, and was booked to serve a ‘guilty plea jail sentence’ “weekender”:

Sandra Lee Bowen, 57, of Louisa, was arrested on January 10, 2020, at 4:01 P.M., by Sheriff Chuck Jackson, of the Lawrence County Sheriff Department,& was charged with:
•POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),
• DRUG PARAPHERNALIA – BUY/ POSSESS,
• PROBATION VIOLATION (FOR TECHNICAL VIOLATION).
Adam Fletcher, 37, of Louisa, was arrested on January 10,2020,at 4:08 P.M.,by Sheriff Chuck Jackson, of the Lawrence County Sheriff Department, and was charged with:
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),
• DRUG PARAPHERNALIA – BUY/ POSSESS.
Clyde E. Pack, 26, of Fort Gay, West Virginia; was arrested on January 10, 2020, at 8:20 P.M.,by sergeant Steven Wilburn, of the Louisa Police Department, and was charged with:
• FAILURE TO APPEAR.
Tasina A. Meek, 42, of Fallsburg, Kentucky; was arrested on January 11,2020,at 1:45 P.M.,by sergeant trooper John M. Gabbard, of the Kentucky State Police, and was charged with:
• VIOLATION OF A KENTUCKY EPO/DVO.
Joe E. Gillum, 55, of Martha, Kentucky; was arrested on January 13, 2020, at 4:48 P.M.,by Constable Daniel Castle,of the Lawrence County Constable Office District 3, & was charged with:

William W. Chafin, 31, of Louisa, was arrested on January 14, 2020, at 11:10 A.M.,by patrolman officer Shane James, of the Louisa Police Department, and was charged with:
• FAILURE TO APPEAR.
Jeremy Matthew Thompson, 39, of Louisa, was arrested on January 14, 2020, at 8:58 P.M., by deputy Michael Housinger, of the Lawrence County Sheriff Department, and was charged with:
• SERVING BENCH WARRANT FOR COURT.
Susan Moore, 45, of Louisa, was arrested on January 15, 2020, at 12:02 A.M.,by sergeant trooper John M. Gabbard, of the Kentucky State Police,& was charged with:
• OPERATING MOTOR VEHICLE UNDER/ INFLUENCE ALCOHOL/DRUGS/ETC. .08 (AGGRAVATING CIRCUMSTANCES) 3RD OFFENSE,

Clifford W. Marcum,, 47, of Blaine,Kentucky; was arrested on January 15,2020,at 5:34 P.M., by officer Connor Gross of the Kentucky Department of Corrections Division of Probation and Parole, and was charged with:
• SERVING BENCH WARRANT FOR COURT.
James D. Moore, 36, of Louisa, was arrested on January 15, 2020, at 7:08 P.M.,by Sheriff Chuck Jackson, of the Lawrence County Sheriff Department, and was charged with:
•POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),
• DRUG PARAPHERNALIA – BUY/ POSSESS.
Frank D. Spears, 35, of Louisa; was arrested on January 15, 2020 at 7:07 P.M., by officer Billy Slone of the Kentucky Department of Corrections Division of Probation and Parole, and was charged with:
• PROBATION VIOLATION (FOR FELONY OFFENSE).

Kenneth Lee Fitch, 46, of Louisa, was taken into custody on January 11, 2020, at 12:18 A.M., by officer Jon B. McCormick, of the Ashland Police Department, and was booked to serve a ‘guilty plea jail sentence’ “weekender”:

Jennifer Lynn Fuller, 37, of Louisa, Kentucky; was arrested on January 14, 2020, at 2:13 P.M., by deputy William Tyler Lafferty, of the Martin County Sheriff Department, and was charged with:
• FAILURE TO APPEAR ( 2 SEPARATE CHARGES COUNTS).
Amazingly enough there is only 4 arrests by the sheriff dept. Majority of them came from the people being on probation or parole and their parole officer doing visits not proactivity of the sheriff dept. Things have gone downhill.
You need to go look at the post again. I only saw 2 that were taken in by P.O.’s. If you don’t count the state boys, 9 were LPD or sheriffs office.
Well just so happen to know the Bowen and Fletcher involved probation officer visit and the sheriff dept. tagging along. More of the riding coat tails they did last year.
Looks like ARC is working here in Louisa, way to go cutting down on the crime. Addiction Recovery is helping to getting peoples life’s back .
