In the past 7 day period from 12:01 A.M. January 16,2020, thru to 11:59 A.M. January 22,2020, there were at least 65 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 65, 15 of those arrested were from Lawrence County.
Nine Lawrence County residents were taken into custody in other Kentucky jurisdictions (1 in Boyd County, 1 in Johnson County, 1 in Rowan County, 2 in Martin County, 1 in Pike County, 1 in Scott County, & 2 were taken to Greenup County [after they were originally arrested in Lawrence County]).
That is in comparison to the past 7 day period from 12:01 A.M. January 9, 2020, thru to 11:59 A.M. January 15, 2020, there were at least 90 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 90, 13 of those arrested were from Lawrence County. Also, three Lawrence County residents were taken into custody in other Kentucky jurisdictions (1 in Boyd County, 1 in Martin County, 1 in Madison County).
The number of inmates that were lodged at the BSRDC in Paintsville as of 7:00 A.M. Thursday morning, January 23, 2020, was 241. The maximum designated inmate capacity as built for the BSRDC facility is 225.
The names and criminal charges of those latest fifteen arrested in Lawrence County, along with the nine Lawrence County residents arrested in other Kentucky counties, are the following:
Ashley Pence, 30, of Monticello, Kentucky; was arrested on January 16,2020,at 3:34 P.M.,by patrolman officer Shane James, of the Louisa Police Department, and was charged with:
• FAILURE TO APPEAR, CITATION FOR MISDEMEANOR.
Carrie Woods, 40, of Louisa; was arrested on January 16, 2020 at 5:17 P.M., by officer Billy Slone of the Kentucky Department of Corrections Division of Probation and Parole, and was charged with:
• SERVING BENCH WARRANT FOR COURT; via a bench court warrant out of Greenup County, Ky.
Keith A. Penix, 28, of Louisa, was arrested on January 16, 2020, at 9:55 P.M., by patrolman officer Hunter James, of the Louisa Police Department, and was charged with:
• PROBATION VIOLATION (FOR FELONY OFFENSE)-[2 SEPARATE CHARGES COUNTS].
Sarah E. Debord, 30, of Louisa, was taken into custody on January 16, 2020, at 10:05 P.M., by sergeant Steven Wilburn, of the Louisa Police Department, and was charged with:
• FAILURE TO APPEAR, • CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.
David R. Martin, 37, of Blaine, Kentucky; was arrested on January 17, 2020, at 3:51 P.M., by Sheriff Chuck Jackson, of the Lawrence County Sheriff Department, & was charged with:
• ONE HEADLIGHT,
• SPEEDING 10 MPH OVER LIMIT,
• OBSTRUCTED VISION AND/OR WINDSHIELD,
• FAILURE OF NON-OWNER OPERATOR TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE.
Lester K. Finley, 50, of Louisa, was arrested on January 18, 2020, at 10:03 A.M.,by chief deputy Mason Keefer of the Lawrence County Sheriff Department, & was charged with:
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),
•FAILURE TO REGISTER TRANSFER OF MOTOR VEHICLE,
• FAILURE TO NOTIFY ADDRESS CHANGE TO DEPARTMENT OF TRANSPORTATION,
• FAILURE TO OR IMPROPER SIGNAL,
• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) NO VISIBLE INJURY.
Jonah Lewis Skaggs, 30, of Louisa, was arrested on January 19, 2020, at 4:24 P.M., by chief deputy Mason Keefer of the Lawrence County Sheriff Department, and was charged with:
• CRIMINAL ABUSE 1ST DEGREE.
Charles J. Defoe, 36, of Louisa, was arrested on January 19, 2020, at 10:56 P.M., by patrolman officer Hunter James, of the Louisa Police Department, and was charged with:
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),
• DRUG PARAPHERNALIA – BUY/ POSSESS,
• FAILURE TO APPEAR.
Joshua T. Triplett, 26, of Webbville, Kentucky; was arrested on January 20, 2020, at 4:01 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with:
• PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL).
Karla M. Welch, 34, of Crum, West Virginia; was arrested on January 20, 2020, at 5:28 P.M.,by patrolman officer Julius Musick, of the Louisa Police Department, and was charged with:
- CHARGES UNKNOWN.
Teresa I. Fitzgerald, 51, of Louisa, was arrested on January 20, 2020, at 3:51 P.M., by trooper Patrick Bailey, of the Kentucky State Police, and was charged with:
• FRAUDULENT USE OF CREDIT CARD $500 < $10,000; on a warrant out of Greenup County, Ky.
Donald D. Adams, 47, of Louisa, was arrested on January 21, 2020, at 1:23 P.M., by trooper Bradley Couch, of the Kentucky State Police, and was charged with:
• ROBBERY, 1ST DEGREE.
Scott E. Gerringer, 57, of Huntington Beach ,California; was arrested on January 21, 2020, at 8:56 P.M., by Constable Daniel Castle, of the Lawrence County Constable Office-District 3, & was charged with:
• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE,
• FAILURE TO ISSUE INSURANCE CARD,
• INSUFFICIENT HEAD LAMPS,
• NO TAIL LAMPS.
Rowena Smith, 38, of Blaine, Kentucky; was arrested on January 21,2020, at 10:26 P.M., by Constable Daniel Castle,of the Lawrence County Constable Office-District 3, & was charged with:

Casey Ervin Webb, 33, of Inez,Kentucky; was arrested on January 22, 2020, at 4:49 A.M.,by patrolman officer Hunter James, of the Louisa Police Department, and was charged with:

Samantha D. Froschauer, 29, of Louisa, was arrested in Johnson County, on January 17, 2020, at 12:22 P.M., by deputy Wright, of the Johnson County Sheriff Department, and was charged with:

Virgil M, Fitzpatrick, 40, of Louisa, was arrested in Pike County,on January 19,2020, at 11:10 A.M., by trooper Mahala Lewis, of the Kentucky State Police, Post 9-Pikeville, Ky., and was charged with:
• NON-PAYMENT OF FINES, $175.50,
• NON-PAYMENT OF FINES, $414.50.
Carrie Jo Woods, 40, of Louisa, was transported from the Big Sandy Regional Center in Paintsville, to the Greenup County Detention Center in Greenup, Ky., on January 20, 2020, and was booked at 10:34 AM., and was charged of with:
• FAILURE TO APPEAR,
• PROBATION VIOLATION (FOR FELONY OFFENSE); after Woods was originally arrested on January 16, 2020 at 5:17 P.M., by officer Billy Slone of the Kentucky Department of Corrections Division of Probation and Parole, and was charged with:
• SERVING BENCH WARRANT FOR COURT; on a court bench warrant from Greenup County, Ky.
Alexandria M. Ball, 27, of Louisa, Kentucky; was arrested in Martin County, on January 21, 2020, at 2:22 A.M., by deputy David Adams, of the Martin County Sheriff Department, and was charged with:

Jamie Walter Boyd, 35, of Louisa, Kentucky; was arrested in Martin County, on January 21, 2020, at 9:19 P.M., by deputy David Adams, of the Martin County Sheriff Department,& was charged with:
• SERVING BENCH WARRANT FOR COURT,
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),
• TAMPERING WITH PHYSICAL EVIDENCE,
• DRUG PARAPHERNALIA – BUY/POSSESS.
Some of the people pictured here have lost everything to drugs yet they still continue down the same path. What can you do? Force them Into rehab? I think weve all seen that it rarely works. Lock them up? Same scenario and they usually go right back to the same behavior, but still yet they need to be held accountable for the crimes they commit in relation to their addiction. Because you are an addict doesn’t mean you get a free pass to break the law. Addict or not we all are accountable for the things we do, and by offering up leniency by the courts time after time it becomes a moot point. Addicts can be very manipulative……manipulation becomes a big part of the addicts lifestyle, and it affects everyone around them including manipulation of the judicial system, and its never been more evident than in this drug epidemic that’s turned it into the 3 ring circus that it is. Im all for helping these people but only if they do their part.
Legalize marijuana.
Yes Weezie that would help a great deal, if for no other reason it would open up jail space for criminals. There are other reasons too.
It not going to do any good it a slap on the wrist and right back out doing the same shit again most are put on probation but he’ll there still doing stuff while onit so in a way it don’t do any good or they are putting other family members in harm’s way

We all have our own self preservation of what we think needs too be done , I personally do believe rehab is an answer, if did correctly, court order one year with everyday council, then after a year released back into society, they should be ordered three times a week counseling and tested every other day .. problem solved
Looks as if Carrie Sammons is finally getting what she deserves. To live a fake life for 40 years must have been hard to keep up with. She has always been a scummy person and this proves it.
