Water Rate increases will not go into effect until ‘September or November 2023’

The Louisa City Council had a Regular Scheduled Meeting on July 11, 2023 at 7PM at Louisa City Hall, 215 N Main Cross Street, Louisa, Kentucky. Louisa Mayor Harold Slone was in attendance along with City Council Members Joey McClanahan, Caleb Farley, Rose Lester, Coty Roe and Keith Chaffin. Councilman Gary Robertson was absent.
Although the City Council members passed the Second Reading of Ordinance Relating to Water and Sewer Rates, City Councilwoman Rose Lester wanted the “record to reflect that Louisa City Council has no control over the CPI (Consumer Price Index) rate increases”. These rate increases will not go into effect until September or November 2023.
Jason Merrick, ARC Senior Director of Outpatient Services, was at the Louisa City Council Meeting to discuss “Recovery Ready Communities Project.”
This process is a statewide initiative designed to help communities prepare for and respond to substance use disorders and related issues. This will provide a framework for communities to build partnerships and develop plans to prevent and reduce substance use disorders, promote recovery, and support individuals and families affected by addiction.
The “Recovery Ready Communities Project process will help the City of Louisa and Lawrence County, Kentucky better address substance use disorders and related issues and support long-term recovery for its residents, Merrick said. This motion was passed by the Louisa City Council 4-1. Motion by Caleb Farley 2nd by Joey McClanahan. Louisa Councilwoman Rose Lester cast the NO vote but gave no reason or explanation.
Merrick volunteered to be the ‘coordinator’ for this project free of charge and will report back to Louisa City Council with any updates. The passing of this motion will start the paperwork for Louisa, Lawrence County, Kentucky to receive a certificate for a “Recovery Ready Community.” (SEE VIDEO)
Property acquisition
Mayor Harold Slone then spoke about a property acquisition that involves a Relocation Agent, Kevin Ham, who was voted in at the June 2023 City Council Regular Scheduled Meeting but Council Members had not received a copy of the contract until today. Kevin Ham will be the Relocation Agent for City of Louisa.
Kentucky Engineers, Inc. needs $18,000 increase
Kentucky Engineers wants to amend the contract currently in place to design the Louisa Sewer Plant by $18,000 and the increase will be added on the end at the end of the job so, City of Louisa will not be out any monies to originally start the Sewer Plant Project. The total project will cost $1,000,033,000. (One Million Thirty Three Thousand). The City Council Members voted unanimously to pass this Motion. (SEE VIDEO)
CITY WATER, COLUMBIA GAS PROJECT COMING
The City of Louisa will have to move a 10 inch water main line from Town Hill Road which will be paid by a grant. The total cost of the project will cost $422,820. The Louisa City Council passed the Columbia Gas Easement at last month’s City Council Meeting. The City of Louisa will give Columbia Gas Easement to allow work in Vinson Avenue, Louisa, Kentucky that will last approximately 40 days. The temporary service agreement will allow Columbia Gas to park equipment and complete the project. Also a permanent easement for one small section where they need to move the line. The total cost of the easement’s will be $15,000. City Council Members passed this motion unanimously. (SEE VIDEO)
PLANNING meeting set for July 26, public invited to talk about new facilities
Mayor Slone stated there will be a planning meeting on Wednesday July 26, 2023 at 6PM at Louisa City Hall, Louisa, Kentucky. There will be planning for future refurbing the Louisa Fire Station and potentially involving Louisa City Hall and the property around it. This WILL NOT be an official City Council Meeting. $1,000,033,000 isn’t One Million Thirty Three Thousand. It’s 1 billion, thirty three thousand.
