Sanitary and Stormwater Improvements
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the City of Louisa Sanitary and Stormwater Improvements will be received by the City of Louisa, at their office on 215 North Main Cross Street, until 3:00 p.m. local time on September 25, 2019. The Bids received will be “publicly” opened and read at 6:00 p.m. local time on October 1, 2019 at the regularly scheduled Louisa Utility Board meeting. A mandatory pre‐bid conference will be held at 1:00 p.m. local time on September 10, 2019 at the office located on 215 North Main Cross Street. The Project consists of Sanitary and Stormwater Improvements along Lock Avenue and Pike street located in downtown Louisa, KY. All bidders shall submit with their bid an acceptable bid bond or a certified check in the amount of five percent (5%) of the bid, payable to the Owner. The Owner reserves the right to waive any informalities or to reject any and all bids. No bidder may withdraw their bid within 60 days after the date of the bid opening. The award of this project will be to the lowest, responsive, responsible bidder.
The Bidder awarded the contract shall complete this project within 365 calendar days. Liquidated damages will be assessed at $1,000 per calendar day.
This project is funded with funds provided by the Kentucky State Revolving Fund (SRF) with federal funds provided by the Environmental Protection Agency. SRF requirements (including American Iron and Steel and Davis‐Bacon) and provisions must be met by the Bidder and all subcontractors.
Federal prevailing wage rates are to be paid.
Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti‐Kickback Act, and the Contract Work Hours Standard Act.
Bidders must comply with the President’s Executive Order No. 11246 as amended, which prohibits discrimination in employment regarding race, creed, color, sex or national origin.
The Contractor/Subcontractor must comply with 41 CFR 60‐4, in regard to affirmative action, to ensure equal opportunity to females, and minorities and will apply the time tables and goals set forth in 41 CFR 60‐4.
Small and Disadvantaged Business Enterprises are encouraged to bid on this project. The City of Louisa is an Equal Opportunity Employer.
The Issuing Office for the Bidding Documents is the City of Louisa, at the office on 215 North Main Cross Street, Louisa, KY. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9:00 am and 3:00 pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Printed copies of the Bidding Documents may be obtained from C&B Blueprint, during the hours indicated above, for a non‐refundable charge of $150 for each set.
Bidding Documents are also available on compact disc (as portable document format (PDF) files) for a non‐refundable charge of $25.
Upon C&B Blueprint’s receipt of payment, printed Bidding Documents and/or PDF files will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office or C&B Blueprint, Inc.
