LC FISCAL COURT REAPPOINTS CEMETERY AND SOLID WASTE BOARD MEMBERS AT SPECIAL MEETING…

The Lawrence County Fiscal Court had a Special Meeting on December 19, 2024 at the Lawrence County Court House, 122 S Main Cross Street, 2nd Floor, Louisa, Kentucky 41230 at 10AM. LC Judge Executive Phil Carter was in attendance along with LC Magistrates David Pinson, Rick Blackburn, Mike Holcomb and John Scaggs. The meeting was to replace the regular meeting which was cancelled abruptly Tuesday morning.

MINUTES
The Minutes for November 19, 2024 were unanimously passed with a Motion by Mike Holcomb 2nd by David Pinson. The Minutes from Special Meeting on December 3, 2024 were also passed unanimously with a Motion by John Scaggs 2nd by Rick Blackburn.

APPROVE TREASURERS REPORT, REQUEST AND APPROVE BILLS
LC Treasurer Josh Puckett said, “We are halfway through the budget here in December. This includes the payroll calendar year of 2024.” Motion by Mike Holcomb 2nd by David Pinson. There was No Treasurers Request. Finally Bills were approved unanimously with a Motion by Mike Halcomb 2nd by David Pinson.

REQUEST FOR PAYMENT FOR BLAINE FIRE DEPARTMENT CDBG
Request for payment for Blaine Fire Dept CDBG was approved unanimously with a Motion by David Pinson 2nd by Rick Blackburn. LC Economic Director Vince Doty said, “Construction is proceding along.”

REAPPOINT CEMETERY AND SOLID WASTE BOARD MEMBERS
LC Judge Executive Phillip Carter reappointed the Cemetery Board Members which include:

1. Mary Ellen Reid, Secretary
2. John McNabb
3. Rick Blackburn
4. Chris Rose
5. Dawn McNabb
6. Emmitt Carter
7. John Scaggs

Carter also reappointed the Solid Waste Board Members which include:

1. Susie New
2. Matt Blackburn
3. Ted Nixon
4. Shawna Marcum
5. Vince Doty
6. John Scaggs

All Board Members are being reappointed unanimously. Motion for the Cemetery Board was passed with a Motion by John Scaggs 2nd by Mike Halcomb. Motion for the Solid Waste Board was also passed unanimously with a Motion by David Pinson 2nd by Mike Halcomb.

BID FOR HVAC SERVICES FOR JUDICIAL CENTER
The Bid of HVAC services for the Judicial Center was passed unanimously with a Motion by Mike Halcomb 2nd by Rick Blackburn. No bid amount given.

APPROVE TOURISM ORDINANCE FIRST READING
LC Tourism Commissioner Wes Kingsmore was in attendance and said, “Basically this Ordinance will allow LC Tourism to collect a transient tax from campsites. We are changing the language to be able to accept taxes.” Motion to accept was made by Rick Blackburn 2nd by Mike Halcomb. None Opposed.

APPROVE 2025 COUNTY CLERK BUDGET AND SALARY CAP
LC Clerk Chris Jobe said “Everything is about the same although it varies year to year.” The 2025 County Clerk Budget was passed unanimously with a Motion by Rick Blackburn 2nd by Mike Halcomb. The 2025 Deputy Clerk Salary Cap was also passed unanimously with a Motion by Mike Halcomb 2nd by David Pinson.
