AFTER CONVICTION FOR CHILD SEX ABUSE IN WEST VIRGINIA.
A Lawrence County, Kentucky man who has a history of not maintaining his sex offender registration has been arrested once again for not maintaining his sex offender registration.
Roy Charles Osborne, 35, of Louisa, was arrested on Wednesday, December 4, by detective Hunter James of the Louisa Police Department, for which he was charged with
*FAILURE TO COMPLY W/SEX OFFENDER REGISTRATION (2ND OR > OFFENSE). Roy Osborne was also separately charged with
*PROBATION VIOLATION (FOR TECHNICAL VIOLATION).
Roy Osborne had been previously convicted of sexually abusing a 12-year-old in West Virginia. As part of his sentence, Roy Osborne was ordered to register as a sex offender for the rest of his life, but he has repeatedly been arrested for not doing so.
Since moving to Kentucky, Roy Osborne has been found guilty of failing to maintain sex offender registration requirements five times, in Boyd County in 2010, 2012 and 2016 and in McCracken County in 2019 and 2023.
Roy Osborne now faces the same charge in Lawrence County.
Because of Roy Osborne having already been convicted of the crime more than once, he faces a Class C felony charge with potential sentence of five (5) to ten (10) years in prison, if he is convicted.
Roy Charles Osborne was transported to and lodged in the Big Sandy Regional Detention Center in Paintsville, KY. in Johnson County, where he is currently being held on a $5,000 full cash bond only.
Roy Osborne has his first court arraignment appearance tentatively scheduled for Wednesday, December 11, at 11:00 A.M., in Lawrence County District Court.
