ClearFlow Metalworks plans $28 million aluminum plant, 50 jobs in Logan County

FRANKFORT, Ky. (Nov. 5, 2026) — ClearFlow Metalworks plans to invest $28 million in a new aluminum manufacturing operation in Logan County, creating 50 full-time jobs and adding recycled aluminum production capacity to Kentucky’s manufacturing sector.
The project will occupy a newly constructed speculative building at Shelton Lane Industrial Park in Russellville. The company plans to develop the operation in phases, establishing a long-term U.S. manufacturing presence to serve domestic demand for aluminum products.
The first phase will include a secondary aluminum billet casting facility with an estimated annual production capacity of approximately 100,000 tons. The operation will process recycled aluminum into billets used in extrusion and other downstream manufacturing applications.
“We are excited to partner with Logan County and the city of Russellville as we establish our operations in Kentucky,” said John Dusanenko, CEO of ClearFlow Metalworks. “We are truly grateful for the support and collaboration we have received throughout this process. We look forward to contributing to the local economy, creating new job opportunities, and bringing innovative solutions to support American manufacturing.”
The project’s focus on recycling will support the production of aluminum used across a range of manufacturing markets. Billets serve as feedstock for extrusion, a process used to form aluminum into shapes for finished products and components.
The announcement also highlighted East Asia Aluminum Co. Ltd., a Vietnam-based manufacturer with experience in aluminum recycling, billet casting, extrusion, surface treatment and downstream fabrication.
Founded in 2009, EAA operates approximately 1 million square feet of manufacturing space, employs more than 1,500 people and has annual production capacity ranging from 150,000 to 200,000 metric tons of aluminum products. Its customers span the United States, Canada, the United Kingdom, Germany, Japan, Australia and Southeast Asia.
Its products are used in industrial applications, building and construction systems, furniture, medical equipment, LED lighting, solar energy systems and electric vehicle components. The announcement identified Singapore-based investment company USVN PTE LTD as the parent company, with investments focused on nonferrous metal recycling, sustainable materials and advanced manufacturing.
Gov. Andy Beshear said the ClearFlow investment reflects the continued importance of manufacturing to Kentucky’s economy.
“Our talented workforce, incentive programs, unique location and speed-to-market resources make the commonwealth a great place to do business,” Beshear said. “I am excited to welcome ClearFlow Metalworks to their New Kentucky Home and look forward to their success in Logan County.”
For Logan County, the investment represents a new tenant for a building developed to attract industry and accelerate the process of establishing operations.
Brooke Waldrup, president and CEO of Logan Economic Alliance for Development, said ClearFlow’s selection of the speculative building marks a milestone for the community.
“We are so proud to welcome ClearFlow Metalworks as they establish their first U.S. facility here in Russellville, Kentucky,” Waldrup said. “Their investment in our newly constructed speculative building at Shelton Lane Industrial Park represents an exciting milestone for economic development in Logan County.”
Waldrup credited collaboration among local economic development leaders, the Kentucky Cabinet for Economic Development and utility partners for helping bring the project to Russellville.
Logan County Judge/Executive Phil Baker said the county is prepared to support the company as it establishes its operations.
“We’re proud to welcome ClearFlow Metalworks to Logan County and to the commonwealth of Kentucky,” Baker said. “We’re excited to have them join our community, and we’re ready to support their success as they put down roots here.”
Russellville Mayor Mark Stratton said the project will bring jobs and support the city’s economic growth.
“This partnership marks a significant milestone in our economic development, bringing high-quality jobs and sustainable growth to our community,” Stratton said.
A construction schedule, production start date and hiring timeline were not provided in the announcement.
To encourage investment and job growth in the community, the Kentucky Economic Development Finance Authority (KEDFA) in June preliminarily approved a 15-year incentive agreement with the company under the Kentucky Business Investment program. The performance-based agreement can provide up to $1,000,500 in tax incentives based on the company’s investment of $28 million and annual targets of:
- Creation and maintenance of 50 Kentucky-resident, full-time jobs across 15 years; and
- Paying an average hourly wage of $30 including benefits across those jobs.
By meeting its annual targets over the agreement term, the company can be eligible to keep a portion of the new tax revenue it generates. The company may claim eligible incentives against its income tax liability and/or wage assessments.
In addition, ClearFlow Metalworks can receive resources from Kentucky’s workforce service providers. Those include no-cost recruitment and job placement services, reduced-cost customized training and job-training incentives.
ClearFlow Metalworks is operated by East Asia Aluminum Company Limited (EAA).
