FISCAL COURT RECEIVES FUNDING FOR PATCHING THREE ROADS

The Lawrence County Fiscal Court had a Regular Monthly Meeting on Tuesday August 18, 2026 at 10AM at the LC Courthouse, 122 S. Main Cross Street, Downtown 2nd Floor, Louisa, Kentucky 41230. LC Judge Executive Phillip Carter was in attendance along with the LC Magistrates including David Pinson, Rick Blackburn, Michael Mouse Halcomb and John Scaggs.
APPROVE JULY MEETING MINUTES
The Minutes from July 21, 2026 Regular Meeting were unanimously approved with a Motion by David Pinson and seconded by Rick Blackburn.
APPROVE TREASURERS REPORT
LC Treasurer Josh Puckett said, “Everything is in the black, where it’s supposed to be.” Motion by Michael Mouse Halcomb and seconded by John Scaggs. None Opposed.
APPROVE BILLS
The Bills were unanimously approved with a Motion by Michael Mouse Halcomb and seconded by Rick Blackburn.
APPROVE CONSERVATION ANNUAL FINANCIAL REPORT
The Annual Conservation Financial Report was unanimously approved with a Motion by Rick Blackburn and seconded by Michael Mouse Halcomb.
APPROVE HB GRANT RESOLUTION
The HB Resolution was unanimously approved with a Motion by David Pinson and seconded by Rick Blackburn.
TRANSPORTATION OFFICIALS SPEAK
DOT spokesperson Doug Wright said, “There will be some funding of course like everything else, funding has been cut and there’s probably not as much as there has been in the past. The allotment was for $1,055,866.00 and there is 94.2 miles of road to maintain in Lawrence County. There are 3 roads we will patch. Route 1760, Route 581 South end and 1690.”
David Pinson said, “What about 1690 where they patched the breaks?”
Doug Wright said, “We pick the worst spots, we got funding so late this year it will be Spring before we start patching.”
SEPTEMBERFEST FUNDING TO CITY OF LOUISA
The City of Louisa will be receiving $1,500 from the LC Fiscal Court for the Septemberfest. Motion by Michael Mouse Halcomb and seconded by Rick Blackburn. None Opposed.
ALLEN CONSTRUCTION
Judge Carter said, “Allen Construction is owed by the City of Louisa $49,000 and the County $47,000. We will pay Allen Construction.” Motion by David Pinson and seconded by Rick Blackburn.”
LAND ACQUISITION
Judge Carter said, “We had some land out by the fitness center that we sold. We now have a chance to purchase the property back. We will purchase the land.” Motion by Rick Blackburn and seconded by Michael Mouse Halcomb. None Opposed.
VETERANS FISHING TOURNAMENT DONATION
LC Magistrate Michael Mouse Halcomb was asking for a donation for the Veterans fishing Tournament. All proceeds will go to the veterans. The donation was for $500.00 Motion by Michael Mouse Halcomb and 2nd by Rick Blackburn. None Opposed.

DONATION THROUGH OPIOD FUNDING FOR JAG PROGRAM
Marcy Hanson, Jobs for Americas graduates, Senior VP of High School Operations. Hanson was asking for a donation to the JAG Program through the OPIOD Funding. Hanson runs the JAG Program in Martin and Lawrence Counties.
No response was given by the Fiscal Court.
