Charge 1: OPER MTR VEHICLE U/INFL SUBST (189A.010(1C) – 1ST

On 07/18/2026 at 19:58, a report was made to me personally via telephone regarding a possible intoxicated driver at the ZipZone in Louisa, KY. While en route on US-23 to the ZipZone, Deputy Tyler Laney contacted me and relayed information from an individual following the suspected vehicle. The individual observed that the driver had difficulty entering the vehicle, nearly falling over, and noted that the vehicle was accelerating erratically. Based on this information, I staged on US-23 and waited for the suspected vehicle to pass. Upon identification, emergency lights were activated, and the vehicle was stopped for safety reasons.

Upon contact with the driver, identified as Desiree Adams, she exhibited pinpoint pupils and had difficulty comprehending questions. Her responses were delayed and drawn out. When asked to retrieve her driver’S license, she appeared to have trouble exiting the vehicle to retrieve it from the back seat. Field sobriety tests were administered (results below). Officer Taylor of the Louisa Police Department arrived on scene and conducted the Modified Romberg test, which the driver stopped at 14 seconds out of the required 30 seconds.

The driver stated she takes Suboxone, but it had been the previous day since she had taken any. She stated she was homeless and had been up for an extended period in the heat and attributed the symptoms to lack of sleep and heat exhaustion.

The driver was arrested and transported to Three Rivers Medical Center, where she was read Implied consent for the testing of her blood in which she agreed to the test. She was then transported to the Sheriff’s Office, where she was transported to Big Sandy Regional Detention Center without incident..

lorizontal gaze nystagmus tests indicate: Operator showed equal pupil size; and equal tracking. Operator did not show resting ystagmus. Officer observed lack of smooth pursuit present in both left and right eyes; and onset of nystagmus at angle prior to 45 degrees in both left and right eyes. Operator showed 4 of 6 clues on HGN. One leg stand tests indicate: Operator put foot down; used arms to balance; swayed; and hopped. Operator showed 4 of 4 clues on the OLS.

Charge 1: CRIMINAL TRESPASSING-3RD DEGREE

Charge 2: IMPROPER DISPLAY OF REGISTRATION PLATES

On the above date I was contacted by Deputy Osborne and advised that there was a female trespassing on his property. He advised the female on camera came to his door and did not knock on the door then she went looking around his property. When Deputy Osborne confronted her she advised she was out of gas. Deputy Osborne advised me she walked over to her vehicle that was parked at the Cherryville Church on Hwy 1690. Deputy Osborne has no trespassing signs posted on his property. Upon contact with the female she pulled out of the church and I made a stop on the above vehicle. When I ran the plate there was no record found and the plate did not belong with that vehicle. I asked the above female why she was looking around Deputy Osborne’s building and she stated that she was looking for gas.
