Lawrence Co. State Rep. Scott Sharp

House passes Sharp’s legislation safeguarding Kentucky’s economic and security interests

Frankfort, Kentucky (March 26, 2026) – Legislation sponsored by Representative Scott Sharp (R-Ashland) would protect the economic and security interests of the Commonwealth. The measures, HB 283 and HJR 110, were passed yesterday by the Kentucky House of Representatives.

“Both HB 283 and HJR 110 move Kentucky forward in protecting ourself from foreign adversaries,” said Sharp. “We can’t control what happens around the world, but this legislation is part of mitigating risks to protect the Commonwealth.”

HB 283 would create a framework to review and address certain transactions between foreign enterprises and residents of the Commonwealth, if they have the potential to threaten economic security, critical infrastructure, or intellectual property. The bill would empower the Kentucky Intelligence Fusion Center to review potentially concerning transactions and coordinate with state and federal authorities when necessary.

HB 110 would direct the Kentucky Office of Homeland Security to examine how potential conflicts in the Indo-Pacific and European regions could impact the Commonwealth. The resolution would require state officials to study Kentucky’s vulnerabilities related to supply chains, critical infrastructure, and military installations in the event of a regional or global conflict.

“To protect our state during uncertain times, we need these kinds of strategies and guardrails in place,” said Sharp. “I am thankful my fellow members of the House recognized the importance of passing these bills and anticipate similar passage by the Senate.”

HB 283 and HJR 110 now move to the Senate for further consideration. For more information on these bills and other legislation sponsored by Representative Scott Sharp, visit legislature.ky.gov or click here.
