
LAWRENCE COUNTY GRAND JURY HANDS OUT INDICTMENTS FROM FEBRUARY, 2026 SESSIONS
The Lawrence County grand jury met in their February 2026 session, sending six (6) cases for further review including drug trafficking charges, assaults on a police officer and all-terrain violations that are being charged more after the KRS law passed making it illegal to operate them on highways without being insured and licensed.
Included in the six indictments were the following:

The indictment stems from an incident that occurred on February 7, 2026, when Mike Griffith drove his ATV on the property of William Wellman causing damage that was caught on video and when confronted by Lawrence County deputy Joseph Osborne, he brandished a fake shotgun weapon and then became physically aggressive with deputy Osborne.

• Callee West, 46, of Blaine, KY., was charged with via an indictment with:
*HINDERING PROSECUTION OR APPREHENSION-2ND DEGREE;
*ASSAULT 3RD DEGREE-POLICE OFFICER OR PROBATION OFFICER; when onJanuary 8, 2026, she is accused of unlawfully assaulting Lawrence County deputy Joseph Osborne and committed the offense of hindering the apprehension of Christopher Sons who police went to her home looking for.

• Carl Butcher, 55, of Louisa, KY., was charged with:
*THEFT BY UNLAWFUL TAKING OR DISPOSITION $10,000 < $1,000,000; and
*FAILURE TO REGISTER TRANSFER OF A MOTOR VEHICLE.
These charges stem from July 3, 2025, when Carl Butcher was accused of committing the offense of taking $26,880.05 in fiber/cable owned by Foothills Communication along with the vehicle charge.

• Jeffrey Wade Hampton, 58, of Hager Hill, KY., was charged with via an indictment:
*TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – ( > OR = 10 D.U. OPIATES)-[47 dosage units of methadone packaged in plastic baggies along with $8700 cash with the intent of trafficking];
*PRESCRIPTION CONT SUB NOT PROPER CONTAINER 1ST OFFENSE (methadone);
*26 MPH OR > SPEED LIMIT;
*FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE);
Jeffrey Hampton also had a
*FUGITIVE FROM ANOTHER STATE – WARRANT REQUIRED.
These offenses occurred January 29, 2026.

• Elizabeth P. Campbell, 36, of Huntington, West Virginia; was charged via an indictment with:
*FLEEING OR EVADING POLICE, 1ST DEGREE (MOTOR VEHICLE);
*UNAUTHORIZED USE OF MOTOR VEHICLE-1ST OFFENSE;
*OPERATING MOTOR VEHICLE UNDER /INFLUENCE SUBSTANCE (189A.010(1C) – 1ST OFFENSE; *NO REGISTRATION PLATES.
The indictment said the offenses occurred on December 13, 2025 when Campbell used an improperly registered 2019 Chevrolet Suburban belonging to Frances Sines of Charleston, West Virginia without her consent, and then attempted to flee from Lawrence County Deputy Tyler Laney and Boyd County Sheriff Office deputy Spencer Beam.

• Larry E. Dixon, 59, of Louisa, KY., was charged via an indictment with:
* POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE FENTANYL;
*POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (COCAINE);
*POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE):
*POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (HEROIN);
*FAILURE OF NON-OWNER OPERATOR TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE;
*IMPROPER REGISTRATION PLATE;
*NO REGISTRATION PLATES;
*IMPROPER DISPLAY OF REGISTRATION PLATES;
*FAILURE TO OR IMPROPER SIGNAL.
These offenses were stated to have occurred November 15, 2025.
