LOUISA CITY COUNCIL DISCUSSED GARBAGE RATES…

Louisa City Council had a Regular Meeting on October 15, 2025 at Louisa City Hall, 215 N. Main Cross Street, Louisa, Kentucky 41230 at 6PM. Mayor of Louisa Harold Slone was in attendance along with Louisa Council Members Joey McClanahan, Kala Brown, Caleb Farley, Rose Lester, Coty Roe and Keith Chaffin.
MAYOR’S COMMENTS
Mayor Slone talked about the LC Sewer Plant which has been going through major issues the last 4-5 days. Repairs have to be made now and when something breaks a part has to be special made.
Slone said, “The quality of work has really been impressive, and the project should be finished by 4PM tomorrow.”

APPROVE MINUTES
The Minutes for Special Meeting on September 16, 2025 were unanimously approved with a Motion by Keith Chaffin and seconded by Rose Lester.
SECOND READING OF ORDINANCE 2025-05 “AN ORDINANCE RELATING TO THE VALUATION AND TAXATION OF PROPERTY WITHIN THE CITY OF LOUISA”
The Ordinance 2025-05 will keep the compensating rate of .239, last year the compensating rate was .238. This means that the tax on $100,000 would be $1 one dollar. The Motion was unanimously approved by Joey McClanahan and seconded by Caleb Farley.
FIRST READING OF ORDINANCE 2025-06, “AN ORDINANCE RELATING TO GOLF CARTS WITHIN THE CITY OF LOUISA”
This Ordinance allows golf carts to be legal according to State law spelled out in KRS laws. The sticker has been lowered from $15 to $10. Motion by Rose Lester seconded by Kala Brown. None Opposed.
FIRST READING OF ORDINANCE 2025-07, “AN ORDINANCE AUTHORIZING THE OPERATION OF “STREET-LEGAL SPECIAL PURPOSE VEHICLES.”
This Ordinance includes side by sides and UTV’s. Slone said, “If you’re legal through the county you will be legal in city streets. The Sheriff Office inspects the vehicle and licensing at the City Clerk’s Office.” Motion by Coty Roe and seconded by Rose Lester. None Opposed.
DISCUSS UPDATING OF CITY GARBAGE RATES
There was discussion about the City Rates for garbage which hasn’t been changed in 12 years. The current rate is $14 and $10.40 for Seniors. The County Rates are $20 and $17 for Seniors. The Council will work on an Ordinance to change City Rates.
THE SEPTEMBER 2025 BUDGET TRACKING REPORT
The City has Depreciation Funds to use when projects need paying for. The Council authorized $50,000 to be transferred into the General Fund to pay for the Sewer Plant Project. The funds are used to pay bills coming due. Motion by Joey McClanahan seconded by Coty Roe. None Opposed.
