Lawrence County High School at 6:00 PM
The Lawrence County Board of Education held its regular meeting at the Lawrence County High School library on August 18, 2025, at 6:00 PM. Board members Jim See (Chairman), Maddlene Roberts (Vice-Chair), Barbara Robinson, Garnett Skaggs, and Susie Rice were all present in person.
The board approved the adoption of the agenda.
In students and staff presentations and recognitions:
- Mrs. Webb asked the audience to take a moment of silence in remembrance for three former LC School employees, who have passed away.
*Ms. Claudia Belcher worked for LC Schools for 10 years as a bus monitor in the
transportation department.
*Ms. Jane Branham worked for almost 23 years, from 1989-2012 as a secretary at LCHS,
LWES, the LC BOE. Mr. Maynard shared, “She was a very talented person.” Mrs. Colvin also worked with Ms. Branham while at LWES.
*Ms. Donna Jackson served for 29 years, from 1979-2008 as an instructional assistant at
LC Schools. Mrs. Colvin shared, “She was my instructional assistant at LWES for about
7 years when I was a teacher. And honestly, I can say that she taught me as much about
teaching as college did. She was very knowledgeable, very bright, and had a way with
her…she worked all day, every day. There was no slacking on her part. And she loved
her family dearly, she absolutely cared about her family and thought of them all the time.
We had a great partnership; we had some great years.”
In communications, Mrs. Webb gave the Superintendent’s update.
- Mrs. Webb expressed her appreciation for the Louisa Fire Department’s excellent work in relation to the fire located on Powhatan Street in downtown Louisa on Monday, August 18th. Their quick response allowed the school system to plan for alternate routes and drop off for buses until the roadway was reopened for traffic.
- The LC Schools professional development for teachers exhibited a new format this year. The District Resource Teachers (DRT) helped Mrs. Brady, LC Chief Academic Officer, to plan small collaborative groups on topics of interest expressed through surveys from teachers.
- The Lawrence County Professional Learning Conference 6.0 was held on Friday, August 8th. There was also a Welcome Back Lunch held for all district employees. During the luncheon, Mrs. Webb shared her goals and visions for the future of the school district. Near the end of the event, Mrs. Webb honored employees within the district who had accumulated 30+ years of service. Years of service pins were also given out to employees with 5, 10, and 20 years of service.
- Mrs. Webb offered a Super Swap at the luncheon. All the district employees’ names were loaded onto a wheel of names. Ms. Davis, a language arts teacher from FES, won one of Mrs. Webb’s noncontract days. Mrs. Webb will work in Ms. Davis’s position for the day!
- Mrs. Webb discussed the successful start to the 2025-2026 school year! She thanked all the LC School employees for their hard work in making a successful start to the school year.
- LC Schools is thankful for the generosity of Hutch Auto Group for including LCHS senior class in the Drive Toward Success Car Giveaway! One lucky senior will drive away in a car from Hutch Auto Group. To be eligible, they must be a senior at LCHS, have a minimum 3.0 GPA, NOT be classified as chronically absent, and demonstrate the Four R’s (Respectful, Responsible, Ready, and Builds Relationships).
A 500-word essay must also be turned in by April 3, 2026. This essay must discuss goals, hustle, and how this car will help you get to where you’re going. The winner will be announced at the 2026 Senior Awards Night.
- Student Showcases will begin in the month of October at each of the regular BOE meetings. Students will have the opportunity to highlight and showcase what they are learning and doing within their schools.
In Student Learning and Support Services:
- Mrs. Webb discussed the finances related to startup costs related to the beginning of the year. This includes purchases for cleaning supplies, toilet paper, paper towels, etc. for the entire school district. Also discussed were the necessary supplies for the sewer plants at BES and FES.
- Mrs. Rice asked about the Red Rover on-line service. Mrs. Prince explained Red Rover is an online service for our school job postings, hiring of applicants, and employee time tracking/absentee management system. She also explained that Red Rover provided the district with considerable savings of $24,000 per year.
- The board approved the Claims and Orders of the Treasurer.
- The Claims and Orders of the Treasurer, and the Monthly Financial Report by Mrs. Brandi Peters, LC Finance Officer, were approved by the board.

- The board approved the Monthly Finance Report provided by Finance Officer, Mrs. Brandi Peters.
In the Consent Agenda:
- The board approved the Consent Agenda.
In Contracts & Services:
- Agreement with ProTeam Foodservice Advisors, LLC for their Menu Software Subscription and services renewal for $12,844.
- Agreement for Kitchen Equipment Maintenance with DeBra-Kuempel for one year of service for $17,834.
In Requests:
- Use of Facilities: BES Gymnasium for Wildfire Championship Wrestling Sept of 2025.
- Out-of-State Trip: LCHS Aviation to the Columbus Airshow, Columbus, OH in Aug of 2025
- Permission to apply to the Steele Reese Grant by LC Band Director, Scott Smith for new/up-to-date band equipment.
For Review/FYI:
- The KY School Board Association (KSBA) Fall Regional Meeting will be held in Martin County on Sept 18th. All LC Board of Education members plan to attend the fall meeting.
In Construction/Building & Grounds Project Updates:
- An invoice for Codell Construction Pay Application 20, covering the work performed on the LCHS Vocational Education Center Renovation and Expansion Phase 1, for $64,284.30, was approved.
- Approved the Certificates of Substantial Completion from Codell Construction, Ross Tarrant Architects, and Contractors for work performed on LCHS Vocational Education Center Renovation & Expansion.
- Approved permission to bid Leased Lit Network Capacity to provide Standalone Data Transmission (WAN) Service between school sites and throughout district. Mr. Burns explained that our equipment is very outdated, it being 30 years old.
In Other Action: The LC Board of Education
- Approved the Unaudited Annual Financial Report (AFR) for Fiscal Year 2024-2025.
- Approved the Superintendent/Designee to delay/cancel school for the 25-26 school year.
- Approved the 25-26 adult price for breakfast/lunch. Mrs. Farley has not received the recommendations from the state for the 2025-2026 school year. The board approved the prices at last year’s prices until recommendations are available. Adult Breakfast is set at $3.15, while an adult lunch is set at $4.85.
- Approved the 25-26 LCHS Sports Ticket Fees and Advanced Placement Testing-Unused Test Fees. Sports Fees will be the same as last year, with adults at $5 and students at $3. AP testing fees are set at $40.
- Approved 25-26 LCHS Bell Schedules from 8:00 AM- 3:15 PM.
- Approved We Lead Computer Science SB181 Traceable Communication Information/Dual Credit process. This allows them to be transparent in communication with students.
- Approved the 25-26 LC Schools Trauma informed Care Plan. Mrs. Colvin discussed how the care initiative will add extra measures as a precautionary plan.
- Approved LC School District Section 504 Procedures, Updated Aug 2025. These are updated on the recommendation from a specialized lawyer.
Mrs. Rice, LC Board member, shared her positive experience on LEES’s first day of school. She helped welcome students with LEES teachers. She bragged on the staff’s caring demeanor toward all incoming students.
The LC Board agreed to enter an Executive Session to discuss the possible acquisition or sale of real property.
Approved to return to Open Session.
There was no new business.
Personnel:
- In Personnel, the board approved the abolishment, creation, and changes regarding positions.
- Approved the Superintendent 2025-2026 Professional Growth Plan:
Katie H. Webb
- Goal: Influential Leadership- Strengthen Advocacy and Partnerships within LC Schools
- Goal: Managerial Leadership- Enhance financial understanding and financial management within the district.
- Goal: Instructional/Strategic Leadership- Expand community engagement specifically using various advisory councils.
- Approved to acknowledge receipt of Superintendent’s Personnel.
Mr. See adjourned the meeting.
Mrs. Webb commented how exciting it is to be back with students.
