Regular Meeting

July 21, 2025

Lawrence County High School at 6:00 PM

The Lawrence County Board of Education held its regular meeting at the Lawrence County High School library on July 21, 2025, at 6:00 PM. Board members Jim See (Chairman), Maddlene Roberts (Vice-Chair), Barbara Robinson, Garnett Skaggs, and Susie Rice were all present in person.

The board approved the agenda. A motion was made to approve the amendment to the agenda, adding additional items.

In students and staff presentations and recognitions:

  • The Lawrence County High School Girls Softball team was highlighted for their spectacular season that led them to a state final four showcase game.
  • Mrs. Webb, LC Superintendent, expressed the team’s commitment and perseverance as an “incredible accomplishment and how our kids (at LC) can compete anywhere, with anyone, in anything and these girls’ exemplify this.”

Mrs. Webb next introduced the LCHS Softball Coach, Mr. Sam Sparks.

  • Mr. Sparks shared his sentiment on the team and their run to the final four game.

“I will never pass up the chance to talk about a group of students like this.  What they did together as a team was just amazing.  We hope this isn’t just a one-off thing, and it’s not.  LC Softball has been great for years. This team exemplified everything we represent. They were tremendous representatives of our school board, school, staff, and our community.  And you could not have asked for a better group, on or off the field.  Several players received individual accolades, but our main strength is they didn’t care who got the credit.  They represented LC so well.  So many of them are going on to do great things.  Many of them play on travel teams, but there is nothing like playing for the name on the front and they exemplified that.  I told them this chapter for this team is over, but the story will never end.  We want to try and run it back again next year.  That is hard to do, but we will make the same effort this upcoming year as we did this last year.  But to say this is not a special group, I wouldn’t be telling you the truth.  Collectively, this is as good of a group …well I am going to tell you how long I have been involved in this, longer than some of you have been alive.  But collectively, this is as a good of a group that you would ever want to represent your community and your school, as you will ever have.  Now we want to try to run it back again next year and we will do everything we can. But this team, this year, in this moment, did things that no team in this school’s history has ever done. And they need to be congratulated every time you see them.  Until school starts and when school starts, we are going to start again. You have two or three weeks to congratulate them on all the great things they have done to represent us all.  The last thing I will leave you with is that all our LC teams…they do well and are successful because of the expectations in our schools.  Whether it is at Blaine, Fallsburg, East, West, Louisa Middle School, it starts with you all.  It begins in the classroom and the expectations set there can lead to this.  Your role (principals) in this is much more important than what we do.  So, you need to take pride, that this is your team too!  And this is what you get when things fall together! Thank you!”

LC Chairman See shared, “On behalf of the Board of Education, we are very proud of you.”

In communications, Mrs. Webb gave the Superintendent’s update.

  • The LC Summer Feeding Program provided 30,240 meals in June and July.  Thank you to Mrs. Farley and her team for providing these meals to youth within the community.
  • Senate Bill 181: Traceable communications are in place.
  • Senate Bill 208: Cell phone protects instructional time while addressing student needs and safety concerns.
  • Administrators Retreat is continuing for our district administrators.  We are preparing to go back to school.
  • Currently Federal Title II, III, and IV funds are held “pending review” for all public schools across the country.  There is no date for the release of these funds from the Federal Office of Management and Budget, which are estimated at $275,000 for LC Schools.  This money serves to fund multiple certified instructional positions and student learning resources.
  • KY Association of School Administrators (KASA) Conference is July 23-25.  Mrs. Webb will be attending state superintendent meetings.
  • Professional development days will begin for staff in August.
  • 2025-2026 fall sports have started for this school year.

There were no public comments.

In Student Learning and Support Services:

  • Mrs. Webb discussed the finances related to the National FFA Convention and our student representation at the event.
  • The board approved the Minutes of June 16, 2025, Regular Meeting and the Special-Called Meeting on June 30, 2025.
  • The Claims and Orders of the Treasurer, and the Monthly Financial Report by Mrs. Brandi Peters, LC Finance Officer, were approved by the board.

Beginning Balance                   $7,393,833

Total Revenue for Feb              $4,248,996

Expenditures for Feb                $5,963,164

Fund 1 Cash Balance for Feb   $1,431,915

Ending Balance for Feb            $5,881,421

Expenditures exceeded revenues due to our end of fiscal year payroll for the month of June.  Balance sheets reflect the balance of each fund.

In the Consent Agenda:

  • There were many items for contracts and services, along with many requests.
  • Mrs. Webb brought attention to the Memorandum of Understanding with Big Sandy Community and Technical College, Morehead State University for dual credit classes.
  • Also, Memorandum of Understanding with Valley Health Systems, Inc. for job shadowing and internship opportunities in Louisa, KY and Fort Gay, WV facility sites.
  • Save-the-Date: LC Youth Livestock Auction on July 26,2025.

In construction/building & grounds project updates:

  • An invoice for Codell Construction Pay Application 19, covering the work performed on the LCHS Vocational Education Center Renovation and Expansion Phase 1, for $190,475.49, was approved.
  • An invoice for Codell Construction Application 11, covering work performed on the LMS Roof Replacement Project, was approved for $96,685.87.

In Other Action: The LC Board of Education

  • Approved the 25-26 LC Food Service Procurement Plan, which will allow students to continue receiving meals at no cost.
  • Approved the 25-26 Master Bell Schedules for all schools.
  • Approved the Shortened School Day Waiver Request for a special needs student.
  • Approved the 25-26 School Student Fees for LEES, LWES, FES, LMS, LCHS Athletic Player Fees for Overnight Trips, and no fees assessed by BES SBDMC.
  • Approved Google Suite, IC, and Microsoft Office 365 as additional traceable communication systems for the LC School District.
  • Approved Blackboard (Anthology), Outlook (email examples), and Starfish (EAB) as additional traceable communication systems currently utilized by KCTCS and state universities and LCHS students enrolled in dual credit courses for the LC School District.

There was no new business.

Personnel:

  • In Personnel, the board approved the abolishment, creation, and changes regarding positions.
  • Approved an updated page 3 of the 25-26 LC Schools Salary Schedule to correct a job description.
  • Approved the updates to the District Personnel Evaluation tools to reflect accurate job roles.
  • Approved the 25-26 LC Schools Parent& Student Handbook.
  • Mr. See discussed Superintendent Webb’s Professional Growth & Evaluation Plan

Mr. See adjourned the meeting.

The next Regular School Board Meeting will be held on Monday, August 18th, at 6:00 PM in the LCHS library.
