WILLIAMSON, 64, OF WILLIAMSON, W.VA., JOHN CHARLES ADKINS, 51, OF BELFRY, KENTUCKY, CHARLOTTE MARIE GODNINES, 39, OF BELFRY, KY., ALL WHOM WERE ARRESTED IN MARTIN COUNTY ON DRUG CHARGES AT THE END OF DECEMBER 2025.

Four people, a man and woman from Pike County, joined along with two men from Mingo County, West Virginia; were arrested on felony drug charges after police were called to a convenience store/gas station Tuesday night, December 30, in Martin County, KY.

According to Martin County Sheriff John H. Kirk, an off-duty volunteer deputy, John Horn was sitting in the parking lot at Horn’s BP located on Route 645 at approximately 8 P.M., when he saw a vehicle slam into what he first believed was a gas pump but was actually a concrete barrier surrounding the pump. Deputy Horn immediately contacted sheriff John Kirk, reporting that the “occupants of the vehicle appeared to be impaired,” said Sheriff John Kirk.“That protected the pump from being destroyed, but it broke the tire off the rim of the car,” Sheriff Kirk stated. “When I got there, it was clear that at least one of the occupants was extremely impaired. One was in the back seat, appeared to be asleep or passed out. We dispatched the ambulance there to check him out and medically clear him.”

After searching the vehicle, deputies found several baggies containing a crystal-like and powdery white substance, along with other drugs. Law enforcement seized multiple small clear plastic baggies, syringes, a spoon, cellphones, a wallet and other items.

Sheriff John Kirk identified Cecil Ray Diamond, 44, of Williamson, W.VA., as the suspected driver. Cecil Diamond allegedly had three Gabapentin pills in a plastic container in his hoodie pocket. Sheriff Kirk said he had a baggie containing a crystal-like substance concealed in his right pant leg.

Cecil Diamond was arrested by Sheriff Kirk, where he faces the charges of

  • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (DRUG UNSPECIFIED);
  • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE); and two separate warrants for:
  • FUGITIVE FROM ANOTHER STATE – WARRANT REQUIRED.

“Cecil Diamond gave us a false name,” Sheriff John Kirk said. “We were able to track down warrants for him out of West Virginia.”

According to the arrest citation report, John Charles Adkins, 51, of Belfry, KY., was sitting in the back of the vehicle. Sheriff Kirk said John Adkins had a baggie containing a white, crystal-like substance in his wallet and a larger baggie containing a similar substance on the floorboard at his feet.

“That’s where the majority of the meth was found at his feet on the passenger side on the back floorboard,” according to Sheriff Kirk.

John Adkins was arrested by deputy Jameson Walls, and was charged with 

  • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE);
  • PUBLIC INTOXICATION -CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL);
  • NON-PAYMENT OF COURT COSTS, FEES, OR FINES.

Another passenger, David L. Williamson, 64, of Williamson, W.VA., had a crystal-like substance folded inside a receipt, according to Sheriff Kirk, who arrested David Williamson, who was charged with: 

  • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE).

Charlotte Marie Godines, 39, of Belfry, KY., also a passenger, allegedly had two plastic baggies containing a powder-like substance, along with seven Gabapentin pills, in her purse.

According to his arrest citation report, Sheriff John Kirk stated that Charlotte Godines “had very slurred speech and told officers she had taken fentanyl earlier.” Charlotte Godines was arrested by Sheriff John Kirk, facing the charges of:

  • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (DRUG UNSPECIFIED); 
  • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE);
  • PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL).

All four suspects were transported to and lodged in the Big Sandy Regional Detention Center in Paintsville, KY. Cecil Diamond remains in custody at the BSRDC as of Thursday afternoon, January 8, while the other offenders have since posted their bonds and have been released from the jail.
