MAN CHARGED WITH FAILURE TO REGISTER AS SEX OFFENDER
James Roy Arthur, 45 is in jail tonight after West Virginia State Troopers found out that the convicted sex offender had been living in Ft. Gay for several months.
This was not just any sex offender, Arthur was indicted in 1994 for an alleged sexual assault by raping a 15 year old girl at knife point in Kanawha Co. Arthur was found guilty of that rape in 1996. According to officials, he has changed his address without notifying law enforcement as the law requires within 10 days.
According to the complaint filed in Federal Court on February of 2016, it was believed that Arthur moved to Ft. Gay, on Route 37 near Crabtree Hill around January 31.
U.S. Marshals arrested Arthur and a Grand Jury indicted him on “failure to register as a sex offender”. Arthur pled guilty Monday in Federal Court and faces 1 to 5 years in prison.
His sentencing is scheduled for August 29 at 1:30 P.M.
