CITY SETS TAX RATES. ACCEPTS ROADS INTO THE CITY

The Louisa City Council had a Special Meeting on September 15, 2026 at Louisa City Hall, 215 N. Main Cross Street, Louisa, Kentucky 41230.  The City of Louisa Mayor Harold Slone was in attendance along with the Louisa City Council Members including Joey McClanahan, Kala Brown, Caleb Farley and Coty Roe. Rose Lester and Keith Chaffin were absent.

MAYORS COMMENTS

Harold Slone said:

“Gene Wilson Project is all done except a patch in the pavement to finish project. We are waiting on a part for the paver which should be here next week and project will be completed.”

“Pike Street Project is very near completion. We need to sow grass seed and put in a new sign and pave over culvert.”

“Sewer Plant Project is waiting on a letter from FEMA to let us know when we can start the project.”

“Septemberfest was successful. I appreciate all the workers and Thanks to all who donated. Thank you for all that. I look forward to next year being bigger and better.”

APPROVE MINUTES FOR AUGUST 13, 2026 SPECIAL MEETING

The Minutes for August 13, 2026 Special Meeting were unanimously approved with a Motion by Caleb Farley and seconded by Kala Brown.

SECOND READING OF ORDINANCE 2026-05, CITY OF LOUISA BUDGET AMENDMENT FOR FISCAL YEAR 2027

This Amendment clarifies that we will accept the funds and it will be reflected in our Budget. Motion by Joey McClanahan and seconded by Kala Brown. None Opposed. Roll Call.

ACCEPT FIRE TRUCK DONATION 

We partner with LCHS to have a Fire Science Class. Students will receive 2 years of Fire Science at high school level. Boyd County donated this fire truck. It cost us nothing. Motion by Coty Roe and seconded by Caleb Farley.

SET TRICK OR TREAT DATE AND TIME

Trick or Treat will be on Saturday October 31, 2026 from 5:30PM to 7:30PM. Motion by Caleb Farley and seconded by Coty Roe.

FIRST READING OF ORDINANCE 2026-06, AN ORDINANCE RELATING TO TO VALUATION AND TAXATION OF PROPERTY WITHIN THE CITY OF LOUISA

This Ordinance sets the Property Rates and Motor Vehicle Rates for the City of Louisa. The accessed property went up this year. The Mayor had some concerns over fuel so we are doubling there but recommends keeping the rate the same which is .239 which will bring in $439,869.00 for the City. The Council decided to take the compensating rate of .239 this year. Motion by Joey McClanahan and seconded by Coty Roe. The Motor Vehicle Rate will stay the same. Motion by Caleb Farley and seconded by Coty Roe.

ADOPT RIVER OAKS AND BEECH GROVE ROAD INTO CITY STREET ROAD INDEX

Two streets have been added to the City Street Road Index. River Oaks was added with a Motion by Joey McClanahan and seconded by Caleb Farley. Also, Beech Grove Road will be added with a Motion by Caleb Farley and Coty Roe.

MOUNTAIN MOVERS THEATERS 

Kim Willard and Kelly Short brought 4 members of the show this week and they put on a short skit on how MOMO has developed their lives.

EXECUTIVE SESSION 

Attorney Bud Adams said, “While we were in Executive Session we had a Property Acquisition but no final purchase. On the Potential Litigation no further action was taken.”

  5. August Financial report – None
  6. Council Comments – None
  7. Audience Comments – MoMo Theatre with Kim Willard and Kelly Short.
  8. Executive Session – Bud Adams
  9. Adjourn – Motion by Kala Brown and Coty Roe.

The next Regular Scheduled Monthly Meeting will be held on Tuesday October 13, 2026 at 6PM at Louisa City Hall.
