A Martin County couple face drug trafficking charges, after police found a large amount of meth hidden in their truck late in the latter part of last week.
According to the arrest citation by Martin County Sheriff Office deputy Jameson Wall, he wrote in his citation that on early Thursday night, February 12, at 6:31 P.M., he was patrolling Milo Road, when he saw a truck with a sign blocking the rear window, obstructing the driver’s view, while veering over the double yellow centerline while rounding a left hand curve.
Deputy Wall wrote in his report that the occupants, who were identified in the arrest citation as Larry Joe Horn Jr., 58, and Brandi Nicole Moore, 35, both of Inez, KY., (Larry Horn Jr., also had ID listing his address of Mansfield, Ohio), both acted and appeared nervous and they were moving & shuffling around inside the truck after he pulled them over.
Deputies asked both individuals to exit the vehicle and said they observed a Natural Light can in the cup holder.
During a search of the vehicle, officers found three individual baggies containing a crystal-like substance weighing approximately 7 grams, along with 10 loose orange pills inside a purse on the passenger side. They also found a bottle of Gabapentin, filled on Monday February 9, which should have contained 90 pills but instead contained only 49, according to the arrest report.
In the back seat, officers said they discovered a cloth bag containing a contact case with approximately 0.5 grams of a crystal-like substance. Deputies also located a scale and additional small baggies.
Law enforcement authorities reported recovering $73 from the purse and $1,570 in cash in Larry Horn’s pockets, for a total of $1,643 in cash.
While checking under the hood, deputies said they discovered a clear bag tucked between the radiator and the front bumper. Inside, officers reported finding a large bag and a smaller baggie containing suspected methamphetamine. The large bag weighed approximately 75.6 grams and the smaller bag weighed approximately 3.2 grams, for a total discovery take of 86.3 grams of methamphetamine.
Both Larry Horn Jr., and Nicole Moore were each charged with the following:
- TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (< 2 GRAMS METHAMPHETAMINE);
- *TRAFFICKING IN CONTROLLED SUBSTANCE 1ST OFFENSE;
- *DRUG PARAPHERNALIA – BUY/POSSESS;
- *POSSESSION OF OPEN ALCOHOL BEVERAGE CONTAINER IN MOTOR VEHICLE PROHIBITED. Larry Horn Jr. was additionally charged with:
- OBSTRUCTED VISION AND/OR WINDSHIELD. Both Larry Horn Jr. and Brandi Moore were transported to lodged in the Big Sandy Regional Detention Center in Paintsville in Johnson County, where Larry Horn remains incarcerated as of Tuesday afternoon February 17, while Brandi Moore has since posted her bond and has been released from the jail.
It has a rough time legal wise for Larry Joe Horn Jr., as his latest arrest marks his sixth (6th) arrest within the last ten (10) months, in April 2025 he arrested in Lawrence County by the Kentucky State Police on eight charges, one of which was meth possession; a previous arrest in Martin County by the same deputy in June 2025, he was arrested on five (5) charges, one of which also was a meth possession charge; an August 2025 arrest in Martin County on a serving bench court warrant, an October 4, 2025 arrest in Martin County on an Alcohol Intoxication in Public charge; and an October 23,2025 arrest in Lawrence County on a serving bench court warrant.
