City Council Special Meeting 07/16/2019
Louisa City Council met in Special Session on July 16, 2019 at 7pm, with Mayor Harold Slone presiding. Council members in attendance were John Nolan, Tom Parsons, Matt Brown and Gary Robertson.

Approved minutes from June regular meeting and special meeting
First item on the agenda was to approve lease on a police cruiser . This vehicle is replacing the older one that was involved in an accident last fall. Insurance has paid. Paul Miller Ford in Lexington, Ky has the state contract for the vehicle. All was in favor.
Next, Mayor Slone asked the council to confirm a meeting date for a special meeting regarding cable franchise agreements. Lycom Communications and Foothills will be notified of the meeting. The meeting was set for August 1 at 7 pm. Agendas will be sent out so council can review the needed documents.
{EDITOR’S NOTE: Earlier this week Eldred “Bud” Adams, attorney for the city said there is no such thing as an “exclusive franchise” since the Supreme Court ruled cable and internet as rights under the 1st amendment which guarantees free speech. “The city can accept as many franchises as it wants to,” Adams said.}
Mayor Harold Slone echoed Adams saying the terms of a franchise are the only thing at issue. “As far as I know there has never been an exclusive franchise in Louisa, that was between the cable companies,” Slone said.
Up until now cable/internet customers were given only the choice of Lycom, a Louisa, Ky. based company. Likewise customers outside the city were limited to Foothills, Cooperative, Salyersville based multi-service company.
The council voted unanimously to move in closed session to discuss a matter of litigation. Upon returning approx 5 minutes later the city attorney advised that council had been briefed on a matter of pending litigation and no action was taken.

Residents need a choice for their cable company. Lycom has a monopoly right now. The proper thing to do is give us a choIce.
Why wasn’t this addressed decades ago? Especially since is was obvious. I would say it was completely ignorant and ignored, but I don’t believe people are that stupid, they were just playing “country dumb.”

what makes anyone think this will drive prices down
just look at the price of gasoline all kinds of competition but they all have the same price
Competition is good. And the residents Pay CITY TAX and deserve to choose who their provider is. This will show us what kind of mayor we really have. If he is for the people he will bring foothills in also. If not, $$$$$ talks. It’s plain and simple.
well is sure has not helped gasoline prices
but if you bring another cable company in make sure they will stay not cut and run

Been in Louisa 20 years and refuse to use Lycom, their prices are outrageous and they will stop you service before your bill is even past due to force your money now! How can they do that? They call it a soft shut off, that’s ridiculous and before the shut off notice isn’t that false advertisement? The bill says the past due date and increased amount but the day it’s die at the end of business day the shut off your service and give it a different name lol I feel like they question my intelligence sometimes and I hate that! Lycom doesn’t give a crap about our community all they want is the $$$ If people would boycott them we’d see drive down some prices real quick but right now they own our butts if you want anything to do with internet, home phone, or television in Louisa. We shouldn’t let them do this to us, we should take a stand for our rights!
