LOUISA, Ky. — On Thursday July 27, 2023 The Lawrence County Fiscal Court had a secret Special Meeting at The Lawrence County Courthouse, 2nd Floor, Downtown, Louisa, Kentucky at 10AM. LC Judge Executive Phil Carter was in attendance along with LC Magistrates David Pinson, Rick Blackburn, Mouse Halcomb and John Scaggs.
But TheLevisaLazer.com was not notified by the LC Fiscal Court of the Special Meeting today. At last week’s regular meeting a Lazer reporter asked Judge’s ass., Matt Blackburn when the next meeting would be and Matt Blackburn said, “I think it’s next Thursday.” (Which is July 27, 2023.) So the Lazer showed up at 10AM and attended today’s Special Meeting.
This is not the first time the LC Fiscal Court has NOT notified Mark Grayson/THELEVISALAZER.COM. There were 3 Special Meetings in June and July that THELEVISALAZER.COM had no notification of, therefore the LC Judge Phil Carter is breaking the law by not supplying THELEVISALAZER.COM/Mark Grayson a notification of any Special Meeting.
Grayson filed with the LC Clerk’s Office to receive notification of any Special Meeting approximately 10 years ago. When the Lazer does not receive these Meeting notifications from the LC Fiscal Court it keeps over 12,500 regular viewers of The Lazer from receiving local government information.
Mr Carter and several others have received notification of the Kentucky State Law, and still refuse to send out meeting notices. A complaint was sent today to Kentucky Attorney General Daniel Cameron’s office by Lazer publisher Mark Grayson after greenhorn Co. Attorney Johnny Osborne refused to take phone calls and has also ignored three messages concerning the law and the county’s liability in such actions in the past six weeks.
Should Grayson win the dispute taxpayers could be fined $100 per meeting that he has not been notified of, plus attorney fees and court costs and other damages. He has been joined by the Kentucky Press Association in his complaint concerning the law.
Back to the secret meeting.
Carter called the LC Fiscal Court to Order and first item was to Approve Bills. The Motion was made by Rick Blackburn 2nd by Mouse Halcomb. The Fiscal Court also approved the LC Treasurer’s Report with a motion by Rick Blackburn and 2nd by John Scaggs.
Next, LC Treasurer Josh Puckett said, “No Request.” to item number 6 on the AGENDA to Approve Treasurers Request.
Then bids were open for New Software for Finance Departments. Puckett said, “This will be a 20 year lease for software in the amount of $50,000. The first year annual fees will be covered up to $55,000. The second year and on we will get to choose if we want maintenance or IT Support. The Motion was made by Rick Blackburn 2nd by Mouse Halcomb.
Lastly, the LC Fiscal Court is giving a donation of $1,000 to the LC Septemberfest. Motion by Rick Blackburn 2nd by Mouse Halcomb.

The LC Fiscal Court Regular Meetings will be on the 3rd Tuesday of each month at 10AM. The next Regular Meeting will be Tuesday August 22, 2023 at 10AM. Who knows when Carter will call a special secret meeting.

It’s our appraisal of the situation and if name callin’ is what it takes to have a transparent county government that is serving the people, not just enriching themselves, so be it.
