The LC Fiscal Court had a Regular Scheduled Monthly Meeting on Tuesday September 16, 2025 at the Lawrence County Courthouse, 122 S. Main Cross Street, Downtown 2nd Floor, Louisa, Kentucky 41230 at 10 AM. LC Judge Executive Phillip Carter was in attendance along with the LC Magistrates David Pinson, Rick Blackburn, Michael Mouse Holcomb and John Scaggs.

APPROVE MINUTES 

The Minutes for Regular Meeting on August 19, 2025 were unanimously passed with a Motion by Michael Mouse Halcomb seconded by David Pinson.

APPROVE MINUTES

The Minutes for Special Meeting on September 8, 2025 were unanimously passed with a Motion  by Michael Mouse Halcomb seconded by Rick Blackburn.

APPROVE TREASURERS REPORT

The Treasurers Report was unanimously approved with a Motion by Rick Blackburn seconded by Michael Mouse Halcomb. (No Discussion). County Treasurer Josh Puckett was in attendance but did not speak.

APPROVE BILLS 

The Bills were approved unanimously with a Motion by David Pinson seconded by Michael Mouse Halcomb. (No Discussion)

APPOINT FIRE BOARD MEMBERS

LC Judge Executive Phillip Carter said, “The Fire Board members, their term is up June 30. They missed their election so I’m going to recommend we appoint Colleen Stone, Steve Preston, Shannon Preece and David Hughes till the next election.” Motion by Rick Blackburn seconded by Michael Mouse Halcomb. None Opposed.

APPROVE LOCAL FLOOD MATCH RESOLUTION 

LC Deputy Judge Vince Doty said, “This is a Grant we are applying for through the Department of Local Government to help with our FEMA Match.” Motions by David Pinson seconded by Rick Blackburn. None Opposed.

RESOLUTION ON PASTURE LANE 

Judge Carter said, “This Resolution confirms that the road named Pasture Lane was adopted into the County Road System.” Motion by Michael Mouse Halcomb seconded by David Pinson.

FIRST READING OF ORDINANCE 

Carter said, “The First Reading of this Ordinance states that All roads have at least 3 permanent dwellings per 1/2 mile.”  Unanimously passed with a Motion by John Scaggs seconded by Michael Mouse Halcomb.

RESOLUTION FOR LC TOURISM

LC Tourism Commissioner Wes Kingsmore said, “On behalf of the LC Tourism we would like to ask the court to proceed with the process of getting with our legislators to get our Country Music Highway sign updated to include Adam Chaffins, Noah Thompson and Laid Back & Honey or Dave and Teresa Prince. We are currently working on getting recommendation letters to present to the legislators.” Motion by Rick Blackburn seconded by Michael Mouse Halcomb. None Opposed.

3 DAY WASTE TIRE EVENT BY KENTUCKY DIVISION OF SOLID WASTE

LC County Solid Waste Coordinator Paul Walker said, “LC Fiscal Court and Kentucky Division of Solid Waste just completed the 3 day Waste Tire Event. This is completed every 3 years with great success. Seven tractor and trailers loaded with waste tires were hauled off.”
