The Lawrence County Fiscal Court had a Regular Scheduled Meeting on Tuesday June 17, 2025 at the Lawrence County Courthouse, 122 S. Main Cross Street, Downtown 2nd Floor, Louisa, Kentucky 41230 at 10AM. Judge Executive Phillip Carter was in attendance along with LC Magistrates David Pinson, Rick Blackburn, Michael Mouse Halcomb and John Scaggs.

APPROVE MINUTES FOR MAY 20, 2025
The Minutes for May 20, 2025 were unanimously accepted with a Motion by Rick Blackburn seconded by Michael Halcomb. Roll Call.

APPROVE TREASURERS REPORT
The Treasurers Report was unanimously approved with a Motion by Michael Halcomb seconded by John Scaggs. Roll Call

APPROVE TREASURERS REQUEST
LC Treasurer Josh Puckett had no request at this time.

APPROVE BILLS
LC Fiscal Court Bills were approved with a Motion by Michael Halcomb seconded by David Pinson. None Opposed. Roll Call.

SALARY APPROVAL FOR FY 25-26
LC Treasurer Puckett said, “The only difference between last year and this year was a Dispatcher that was increased by $1.00/hr at the LC 911 Department. Motion by Rick Blackburn seconded by Michael Halcomb.

BUDGET TRANSFERS FOR FY 24-25
Motion by David Pinson seconded by Michael Halcomb. None Opposed. Roll call.

KMRRA REPRESENTATIVES FIRST FRONTIER APPALACHIAN TRAILS SENATE BILL 63
KMRRA Representatives were not able to attend and will reschedule.

APPROVE BLAINE FIRE DEPARTMENT CDBG PAYMENT #9
Judge Carter said, “They should be done with Blaine Fire Department by the end of the month.” Motion by David Pinson seconded by Michael Halcomb. None Opposed. Roll Call.

APPROVE RIGHT OF WAY EASEMENT FOR CITY
Judge Carter said, “They are relocating the sewer going up Town Hill Road.”
Motion by John Scaggs seconded by Rick Blackburn. None Opposed, Roll Call.

APPOINTMENT FOR BOARD OF APPEALS
Brent Westmoreland was appointed to the Board of Appeals replacing Bobby Preece. This is a 3 year term. The Appeals Board appointments require knowledge of banking or Real Estate, Carter said.  Motion by Rick Blackburn seconded by David Pinson. None Opposed, Roll Call.

4TH OF JULY DONATION
The Court unanimously approved $1,000 donation for the Fourth of July preparations. Motion by John Scaggs seconded by Michael Halcomb. Roll Call.

SET SPECIAL MEETING FOR JUNE 30 2025
A Special Meeting has been scheduled for Monday June 30, 2025 at 10AM. Motion by Rick Blackburn seconded by Michael Halcomb. None Opposed, Roll Call.

OPEN BIDS
Bid were opened for asphalt and gravel and pipe with the low bidder getting each contract. American Asphalt of W,Va., got the paving, LC Sand and Stone got the  gravel, Ky. Contractors of Ky., Inc., got the pipe.   See Video for opening of each bid.

REPRESENTATIVE FROM FIVCO
Doug from FIVCO discussed having a Safety Plan. They will gather different County Employees to help with the Safety Plan then reimburse the county if any employee of the county are used to help. It also gives the County the right to apply for Grants if they have a Safety Plan. Motion was made by Rick Blackburn seconded by David Pinson.
