The Lawrence County Grand Jury met on Thursday, November 8th and Indicted 18 people, some with multiple indictments. Methamphetamine is still the prominent reason for most of the charges. Methamphetamine became a huge problem as addicts could no longer get pharmaceuticals as the laws cracked down on doctors to end the “drug problem.” As long as this epidemic continues, so will the long lists of indictment and drug charges.
Kenneth Conn, 46 of Louisa was indicted on Theft By Deception, Class D felony
The Grand Jury charges that on or about November 29, 2016 the defendant knowingly and unlawfully passed a check on an account drawn from USDA Federal Savings Bank in the amount of $1,879 knowing that it would not be honored by the drawee.
Joseph Davis, 43 of Stoney Point, NC. was indicted on Complicity Possession of a Controlled Substance, a Class D felony and Complicity Possession of Drug Paraphernalia, 1st offense, misdemeanor.
The Grand Jury charges that on or before September 17, 2018 the defendant acting alone or in complicity with April Harper knowingly and unlawfully possessed by a controlled substance, methamphetamine along with an altered glass pipe and an altered aluminum can with chemical residue.
Kenneth Anthony Stepp, 34 of Louisa was indicted on Bailjumping, 1st degree and Persistent Felony Offender, 1st Degree.
The Grand Jury charges that on October 26, 2018 the defendant knowingly and unlawfully having been released from custody by the court with or without bail, upon the condition that he would subsequently appear at a specified time and place in connection with felony charge of Theft by Unlawful Taking over $500, he failed to appear at that time and place as ordered by the court namely a pretrial conference. Having been convicted of a prior felony over the age of 18 is now charged with persistent felony offender which is an enhancement. Bond set for $15,000.
Frank Spears, 34 of Louisa has been indicted on Possession of a Controlled Substance in the first degree, a Class D felony (1-3 years) and Carrying a Concealed Deadly Weapon, misdemeanor.
The Grand Jury charges that on or before July 19, 2018 the defendant knowingly and unlawfully possessed methamphetamine and a concealed deadly weapon, namely brass knuckles about his person which was concealed in his pocket of his pants that he was wearing. Bond is set for $5000.
On a separate indictment: Defendant is indicted for Bail jumping, 1st degree, class D felony and Persistent Felony Offender, 1st degree
The Grand Jury charges that on or before October 16, 2018 the defendant knowingly and unlawfully having been released from custody by the court, with or without bail, upon condition that he would subsequently appear at a specified time and place in connection with a felony charge of Possession of Methamphetamine and a Carrying a Concealed Deadly Weapon and Persistent Felony Offender Now second-degree for the reason that the defendant was previously convicted of a prior felony.
Michael Cooper, 33 of Nicholasville, KY. was indicted on Bailjumping, 1st Degree, a Class D felony. (1-5 years)
The Grand Jury charges that on October 16, 2018 the defendant knowingly and unlawfully having been released from custody by the court, with or without bail, upon conditions that he would subsequently appear at a specific time and place in connection with felony charge of Robbery in the 2nd degree, a Class C Felony. The defendant failed to appear at that time and place as ordered by the court, namely a sentencing hearing.
April Harper, 34 of Louisa was indicted on Complicity Possession of a Controlled Substance, Class D felony (1-5 years) and Possession of Drug Paraphernalia/Complicity, a misdemeanor.
The Grand Jury charges that on or before September 17, 2018 the defendant acting alone or in complicity with Joseph Davis knowingly and unlawfully possessed a controlled substance, Methamphetamine along with an altered glass pipe and an altered aluminum can with chemical residue. Bond set for $5,000.
Angela Fyffe, 53 of Blaine, KY. was indicted on 4 Counts of Criminal Possession of a Forged Instrument in the 2nd degree, Class D felony and Persistent Felony Offender, 2nd degree.
The Grand Jury charges that on August 17, 2018, the defendant knowingly and unlawfully with the intent to defraud, deceive or injure another, utters or possessed a fraudulent or forged check drawn that she passed at Walmart of Louisa Kentucky for $50. Again passed a check at Walmart on Aug. 23rd in the amount of $58, Again September 5th in the amount of $45 and another for $63 at Walmart in Louisa. Having been charged with a previous felony the defendant is charged with persistent felony offender. Bond is set for $10,000.
Kaitlin Riner, 24 of Louisa was indicted on Bail jumping, 1st Degree a class D felony.
The Grand Jury charges that on October 16, 2018 the defendant knowingly and unlawfully having been released from custody by the court, with or without bail, upon condition that she would subsequently appear at a specified place and time in connection with a felony charge of possession of a controlled substance, failed to appear as ordered by the court, namely a change of plea hearing.
Jason Hale, 38 of Louisa was indicted on Bail jumping, 1st degree, Class D felony
The Grand Jury charges bet on September 14, 2018 the defendant knowingly and unlawfully having been released from custody by the court, with or without bail, upon condition that she would subsequently appear at a specified place and time in connection with a felony charge of Trafficking In of a Controlled Substance, failed to appear as ordered by the court, namely an arraignment hearing.
Bradley Fraley 47 of Louisa indicted on Bail jumping, 1st Degree, a Class D felony.
The Grand Jury charges that on May 25, 2018 the defendant knowingly and unlawfully having been released from custody by the court, with or without bail, upon condition that she would subsequently appear at a specified place and time in connection with a felony charge of Trafficking in a Controlled Substance, 1st degree, a Class C Felony failed to appear as ordered by the court, namely a pre-trial conference.
William Chafin, 30 of Louisa was indicted on Possession of a Controlled Substance, 1st Degree, Class D felony.
The Grand Jury charges that on or before March 16, 2018 defendant knowingly and unlawfully possess a controlled substance, methamphetamine.
Robert Chafin, 41 of Louisa was indicted on Bail jumping, 1st Degree, class D felony.

Donald Dickerson, 32 of Louisa was indicted on Possession of a Controlled Substance, 2nd offense, Class D felony, Possession of Drug Paraphernalia, misdemeanor and Operating a Motor Vehicle Under the Influence of Drugs or Alcohol, 1st offense.
The Grand Jury charges that on or before August 18, 2018 the defendant knowingly and unlawfully possessed methamphetamine while having a previous conviction of his offense, The defendant possessed a glass straw pipe and was operating a motor vehicle while under the influence of alcohol or other substances that impair a drivers ability to operate a motor vehicle.
Separate Indictment: The Defendant was also indicted on Bail jumping, 1st Degree and Persistent Felony Offender, 2nd Degree.
The defendant is charged for knowingly and unlawfully having been released from custody by the court, with or without bail, upon condition that he was subsequently appear at a specified time and place in connection with a felony charge of possession of a controlled substance, a class D felony, he failed to appear at that time and place as ordered by the court, namely and arraignment hearing. Having been charged and convicted of a prior felony the defendant is now charged with Persistent Felony Offender, 2nd Degree .
David Orsbon, 33 of Kermit, West Virginia was indicted on Possession of a Controlled Substance, 1st degree a class D felony, Possession of Drug Paraphernalia, misdemeanor, Possession of a Controlled Substance, 2nd degree, misdemeanor.
The Grand Jury charges that on or before August 12, 2018 knowingly and unlawfully Possessed Methamphetamine, Possessed a baggie with chemical residue and a syringe. The defendant knowingly and unlawfully being in Possession of a Controlled Substance, namely Suboxone.
Jason Pack, 34 of Fort Gay, WV was indicted on Complicity Trafficking in a Controlled Substance, 1st Degree < 2 grams, Possession of Drug Paraphernalia/ Complicity, misdemeanor.
The Grand Jury charges that on or September 4th, 2018, the defendant acting alone or in complicity with Larry Maynard knowingly and unlawfully Trafficking in a Controlled Substance and possessed baggies with chemical residue, syringes,, and a butane torch.
Shannon Jude, 42 of Louisa was indicted on Possession of a Controlled Substance, 1st degree. Class D felony.
The Grand Jury charges that on or before August 12, 2018 the defendant knowingly and unlawfully possessed a controlled substance, methamphetamine.
Larry Maynard, 44 of Louisa was indicted on Trafficking in a Controlled Substance, 1st Degree, < than 2 grams, a class D felony, Possession of Drug Paraphernalia, misdemeanor, No Operators License, misdemeanor and Failure Of Owner To Maintain Required Insurance/Security, misdemeanor.
The Grand Jury charges bet on or before September 4, 2018 the defendant acting alone or in complicity with Jason Pack knowingly and unlawfully trafficking and or being in possession of methamphetamine with the intent to traffic in the above mentioned controlled substance, the defendant acting alone or in complicity with Jason Pack knowingly and unlawfully possessed baggies with chemical residue, a cut straw, digital scales, and rolling papers. The defendant knowingly and unlawfully operated a motor vehicle without having a valid operators license and did not have evidence of required insurance on the motor vehicle he was operating.
William Spencer, 25 of Inez, KY. was indicted on Stalking, 1st Degree, a Class D felony.
The Grand Jury charges that on or before August 24, 2018 the defendants knowingly and unlawfully stalking Jessica Spencer by engaging in an ongoing series of implicit and explicit threats that placed her and reasonable fear of serious physical injury or death while and EPO/DVO was in place.

A few years ago a credit card was stolen from my daughter’s house. The credit card was used for the MS foundation. After a little detective work on part of the family and cooperation of management at the Speedway station in Louisa, a picture of Kenneth Conn was printed from the ATM [no longer there] using the credit card. A Lawrence County Deputy was given the picture, the deputy identified the person as Kenneth Conn. However the Deputy never pursued the case at all and all the money was drawn out of the account with no prosecution whatsoever. I personally talked to the deputy several times and told him exactly where to find Mr. Conn and wouldn’t do anything about it.
If it wasn’t for drugs, there would hardly be any arrests !
