Lawrence County Grand Jury met on March 11th and returned several indictments going back to 2018. Several trafficking charges and other charges such as wanton endangerment are included.
Angela Ratliff was charged with wanton endangerment in the first degree. The citation states that a call was received that a call of a 4 year old male juvenile that had possibly overdosed. Before arrival, the above subject loaded the juvenile up in a vehicle and met EMS on US 23. Upon arrival, spoke to the above subject which advised that her son had started screaming uncontrollably and became combative while at their residence. Upon further investigation a white residue was found inside the mouth of the juvenile towards the back of the throat. Blood test was done on the juvenile in which showed that the 4 year old had been exposed to methamphetamine under the care of the above subject which caused him to be put into the intensive care unit and created a substantial danger of death or serious injury to the juvenile.
Commonwealth vs. Jason Maynard
The Grand Jury charges that on or before September 19, 2020 in Lawrence County, Ky the above named defendant committed the offense of possession of a controlled substance, Methamphetamine, in the first degree.
Commonwealth vs. Stanley Messer
The Grand Jury charges that on or before February 17, 2019 in Lawrence County, Ky the above named defendant committed the offense of possession of a handgun by a convicted felon. A Smith and Wesson brand .22 rifle. Stanley Messer committed the offense of assault in the fourth degree on his domestic partner causing physical injury to her.
Commonwealth vs. Jeremy Burris
The Grand Jury charges that on or before October 20, 2020 in Lawrence County, Ky the above named defendant committed the offense of trafficking in a controlled substance (Methamphetamine) in the first degree. Jeremy Burris committed the offense of trafficking in a controlled substance (Heroin) in the first degree. Jeremy Burris committed the offense of possession of a controlled substance (Oxycontin) in the first degree. Jeremy Burris committed the offense of possession of Marijuana and drug paraphernalia. Jeremy Burris is now being charged as a Persistent Felony Offender in the first degree.
Commonwealth vs. Jonathan M. Young
The Grand Jury charges that on or before October 8-20, 2021 in Lawrence County, Ky the above named defendant committed the offense of trafficking in a controlled substance (Methamphetamine) in the first degree. Jonahtan Young was also in possession of $635.45 in cash.

The Grand Jury charges that on or before October 8-20, 2021 in Lawrence County, Ky the above named defendant committed the offense of trafficking in a controlled substance (Methamphetamine) in the first degree. Jonahtan Young was also in possession of $635.45 in cash.

The Grand Jury charges that on or before May 13, 2020 in Lawrence County, Ky the above named defendant committed the offense of possession of a controlled substance (Fentanyl) in the first degree. Travis Hylton committed the offense of possession of a controlled substance (Methamphetamine) in the first degree.

The Grand Jury charges that on or before October 5, 2020 in Lawrence County, Ky the above named defendant acting alone or in complicity with Tommy Muncy committed the offense of trafficking in a controlled substance (Methamphetamine) in the first degree. Michael Penningotn was in possession of digital scales, baggies, and a .380 caliber Jimenez Arms handgun.

The Grand Jury charges that on or before October 5, 2020 in Lawrence County, Ky the above named defendant committed the offense of possession of a firearm by a convicted firearm.

The Grand Jury charges that on or before October 17, 2020 in Lawrence County, Ky the above named defendant committed the offense of possession of a controlled substance (Methamphetamine) in the first degree.
Commonwealth vs. Randy Wright
The Grand Jury charges that on or before October 31, 2020 in Lawrence County, Ky the above named defendant committed the offense of trafficking in a controlled substance (Methamphetamine and Heroin) in the first degree. Randy Wright was also in possession of scales, baggies, and multiple syringes. Randy Wright committed the violation of failure to wear seat belts.
Commonwealth vs. Lester Finley
The Grand Jury charges that on or before November 2, 2020 in Lawrence County, Ky the above named defendant committed the offense of burglary in the first degree of a residence and was in possession and armed with a Savage Stevens Brand 20 gauge shotgun.

Jeremy Burris is now being charged as a Persistent Felony Offender in the first degree.

The Grand Jury charges that on or before October 28, 2020 in Lawrence County, Ky the above named defendant committed the offense of possession of a controlled substance (Methamphetamine) in the first degree. Chris Carter committed the violation of improper equipment while operating a motor vehicle upon a KY roadway with damaged or missing equipment.
Commonwealth vs. Amanda Rosser
The Grand Jury charges that on or before December 11, 2020 in Lawrence County, Ky the above named defendant committed the offense of trafficking in a controlled substance (Methamphetamine) in the first degree. Amanda Rosser committed the offense of tampering with physical evidence by destroying, removing, altering or concealing physical evidence that he believed would be used against him in an official proceeding. Amanda Rosser committed the offense of being in possession of drug paraphernalia.

The Grand Jury charges that on or before October 5, 2020 in Lawrence County, Ky the above named defendant committed the offense of possession of a controlled substance (Methamphetamine) in the first degree.

The Grand Jury charges that on or before January 1, 2021 in Lawrence County, Ky the above named defendant committed the offense of theft of identity with the intent to represent himself as Wayne McDowell for the purpose of deceiving or defrauding.
Commonwealth vs. Ernest D. Scott
The Grand Jury charges that on or before November 20 , 2020 in Lawrence County, Ky the above named defendant committed the offense of burglary in the third degree by entering and remaining in Walmart of Louisa with the intent to commit a theft after having been previously barred from the store.
Commonwealth vs. Laura Whitson
The Grand Jury charges that on or before November 23 through December 6, 2020 in Lawrence County, Ky the above named defendant committed the offense of theft by deception under $10,000.00 by obtaining property, services or monies belonging to Speedway of Louisa, Ky while employed there in the amount of $727.36.
Commonwealth vs. Joseph Randy Adkins
The Grand Jury charges that on or before December 3, 2020 in Lawrence County, Ky the above named defendant committed the offense of assault (domestic violence) in the second degree causing physical injury to Ashley Robinette of Louisa, Ky.
Commonwealth vs. James W. West
The Grand Jury charges that on or before December 12, 2020 in Lawrence County, Ky the above named defendant committed the offense of possession of a controlled substance (Methamphetamine) in the first degree. James West committed the offense of possession of Marijuana and drug paraphernalia. James W. West committed the offense of failing to surrender a revoked operator’s license.
