Lawrence County Grand Jury Indictments, Feb. 2020
THE CURRENT LAWRENCE COUNTY GRAND JURY HAS HANDED DOWN THE FOLLOWING INDICTMENTS THIS WEEK:
Commonwealth vs. Zachary S Osborne
The Grand Jury charges that on September 9, 2019 in Lawrence County, ky and before the finding of the indictment the above named defendant Zachary S Osborne committed the offense of theft by failure to make required disposition of property over $300.00 by knowingly and unlawfully obtaining $600.00 upon agreement to a known legal obligation to make a specified payment of disposition of property to Sandra Hardwick, treating $600.00 of Mrs. Hardwick’s monies as his own and failing to make payment or disposition of monies or property.
Commonwealth vs. Lakyn Parson
The Grand Jury charges that on or before January 1, 2019 through December 16, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant Lakyn Parson committed the offense of theft by unlawful taking of a controlled substance under $10,000 by knowingly and unlawfully taking medications from customer prescriptions (Norco and Percocet) from Walgreens Pharmacy in Lawrence County, while employed there.
Commonwealth vs. Jeffery A Looney
The Grand Jury charges that on or about the 23rd day of November 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant Jeffery A Looney committed the offense of possession of a firearm by a convicted felon by knowingly and unlawfully being in physical possession of a remington model 710 30.06 firearm after having been previously convicted of a felony offense.
Commonwealth vs. Rebecca Clark
The Grand Jury charges that on or before November 4, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant Rebecca Clark committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
The above named defendant committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of a metal straw, a cut plastic straw, and a small plastic baggie.
Commonwealth vs. Bobbie Clay
The Grand Jury charges that on or before December 18,2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant Bobbie Blay committed the offense of escape in the 2nd degree by knowingly and unlawfully escaping the custody of home incarceration officer, with the 24th Circuit Community Corrections Program, by leaving her residence without permission from court ordered home incarceration as part of sentencing conditions.
The above named defendant committed the offense of theft by unlawful taking over $500.00 by knowingly and unlawfully taking a Sentinel ankle monitor and supporting equipment, with a value exceeding $500.00 from the 24th Circuit Community Corrections Program, as a part of her Circuit Court bond release stipulations or for sentencing.
Commonwealth vs. Carrie Wages
The Grand Jury charges that on or before December 7, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant Carrie Wages committed the offense of possession of a controlled substance in the 2ND degree by knowingly and unlawfully being in possession of a controlled substance, Fentanyl.
The above named defendant committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
The above named defendant committed the offense of tampering with physical evidence by knowingly and unlawfully destroying , removing, altering or concealing physical evidence that she believed would be used against her in an official proceeding.
The above named defendant committed the offense of use/possession of drug paraphernalia by knowingly and unlawfully being in possession of digital scales.
Commonwealth vs. John Rice
The Grand Jury charges that from or about June 28, 2019 through September 6, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant on June 28, 2019, John Rice committed the offense of criminal possession of a forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizens Bank of Louisa, Ky for $200.00
On July 1, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $250.00
On July 5, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $150.00
On July 15, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $300.00
On July 20, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $350.00
On July 23, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $350.00
On July 1, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $200.00
On August 2, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $300.00
On August 5, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $550.00
On August 8, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $150.00
On August 10, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $225.00
On August 12, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $125.00
On August 16, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $150.00
On August 17, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $200.00
On August 19, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $350.00
On August 22, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $200.00
On August 24, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $250.00
On August 28, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $50.00
On August 29, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $325.00
On September 3, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $350.00
On September 4, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $275.00
On September 6, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $100.00
On September 3, 2019, John Rice committed the offense of criminal possession of forged instrument in the 2nd degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged check drawn that he passed at Citizen Bank of Louisa, Ky for $225.00
Commonwealth vs. Bethla Stump
The Grand Jury charges that on or before SEptember 22, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant Bethla Stump committed the offense of trafficking in a controlled substance in the 1st degree by knowingly and unlawfully being in possession of Methamphetamine with the intent to traffic in that Methamphetamine, or by trafficking in 0.086 grams of that Methamphetamine.
Commonwealth vs. Josh Jude
The Grand Jury charges that on or before September 20, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant Josh Jude acting alone or in complicity with Betty J. Vanover, committed the offense of trafficking in a controlled substance in the 1st degree <2 grams of Methamphetamine by knowingly and unlawfully being in possession of Methamphetamine, with the intent to traffic in that Methamphetamine, or by trafficking in less that 2 grams of Methamphetamine.
Commonwealth vs. Betty J. Vanover
The Grand Jury charges that on or before September 20, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant Betty J. Vanover acting alone or in complicity with Josh Jude, committed the offense of trafficking in a controlled substance in the 1st degree <2 grams of Methamphetamine by knowingly and unlawfully being in possession of Methamphetamine, with the intent to traffic in that Methamphetamine, or by trafficking in less that 2 grams of Methamphetamine.
Commonwealth vs. Billie C. Voorhies
The Grand Jury charges that on or about January 4, 2020 in Lawrence County, Ky and before the finding of the indictment the above named defendant Billie C. Voorhies committed the offense of burglary in the 3rd degree by knowingly and unlawfully entering and remaining in Walmart of Louisa with the intent therein to commit a theft after having been previously barred from the store.
Commonwealth vs. Michelle C. Hay
The Grand Jury charges that on or about December 26, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant Michelle C. Hay, acting alone or in complicity with Joseph R. Bently committed the offense of receiving stolen property/ under $10,000.00 by knowingly being in receipt and being in possession of a vehicle that had been reported as stolen.
Commonwealth vs. Joseph R. Bentley
The Grand Jury charges that on or about December 26, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant Joseph R. Bentley, acting alone or in complicity with Michelle C. Hay committed the offense of receiving stolen property/ under $10,000.00 by knowingly being in receipt and being in possession of a vehicle that had been reported as stolen.
Commonwealth vs. Harm Lemaster
The Grand Jury charges that on or about December 21, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant Harm Lemaster committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
The above named defendant committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of a syringe and cellophane wrapper containing a white crystal substance.
Commonwealth vs. Clyde E. Pack
The Grand Jury charges that on or before December 20, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant Clyde E. Pack committed the offense of possession of controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
The above named defendant committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of a syringe containing a clear liquid substance.
Commonwealth vs. Lloyd Brown
The Grand Jury charges that on or about December 22, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant Lloyd Brown committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
The above named defendant committed the offense of possession drug paraphernalia by knowingly and unlawfully being in possession of a straw with residue on one side.
Commonwealth vs. Gregory L. Scott
The Grand Jury charges that on or about January 9, 2020 in Lawrence County, Ky and before the finding of the indictment the above named defendant Gregory L. Scott committed the offense of possession of controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
The above named defendant committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of multiple syringes, a small glass pipe, and small plastic baggies.
Commonwealth vs. Charles Defoe
The Grand Jury charges that on or about January 19, 2020 in Lawrence County, Ky and before the finding of the indictment the above named defendant Charles Defoe committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
The above named defendant committed the offense of possession drug paraphernalia by knowingly and unlawfully being in possession of a syringe and a bottle cap.
Commonwealth vs. Julia McKinster
The Grand Jury charges that on or about August 31, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant Julia McKinster committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
Commonwealth vs. Ryan M. Young
The Grand Jury charges that on or about December 22, 2020 in Lawrence County, Ky and before the finding of the indictment the above named defendant Ryan M. Young committed the offense of assault in the 1st degree when he intentionally caused serious physical injury to Bradley Meade by means of a deadly weapon or dangerous instrument.

The Grand Jury charges that on or about January 9, 2020 in Lawrence County, Ky and before the finding of the indictment the above named defendant Alfred J. Hooper acting alone or in complicity with Julia Mckinster, Bruce Fields, and Elouisa Scott committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
The above named defendant acting alone or in complicity with Julia McKinster, Bruce Fields, and Elouisa Scott committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of digital scales, a small scoop, and a syringe and baggies.

The Grand Jury charges that on or about January 9, 2020 in Lawrence County, Ky and before the finding of the indictment the above named defendant Elouisa Sscott acting alone or in complicity with Julia Mckinster, Bruce Fields, and Alfred J. Hooper committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
The above named defendant acting alone or in complicity with Julia McKinster, Bruce Fields, and Alfred J. Hooper committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of digital scales, a small scoop, and a syringe and baggies.

The Grand Jury charges that on or about January 9, 2020 in Lawrence County, Ky and before the finding of the indictment the above named defendant Julia McKinster acting alone or in complicity with Alfred Hooper, Bruce Fields, and Elouisa Scott committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
The above named defendant acted alone or in complicity with Alfred J. Hooper, Bruce Fields, and Elouisa Scott committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of digital scales, a small scoop, and a syringe and baggies.

The Grand Jury charges that on or about January 9, 2020 in Lawrence County, Ky and before the finding of the indictment the above named defendant Bruce Fields acting alone or in complicity with Alfred Hooper, Julia Mckinster, and Elouisa Scott committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
The above named defendant acting alone or in complicity with Alfred J. Hooper, Julia McKinster and Elouisa Scott committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of digital scales, a small scoop, and a syringe and baggies.
Commonwealth vs. Donald D. Adams Jr.
The Grand Jury charges that on or about January 19, 2020 in Lawrence County, Ky and before the finding of the indictment the above named defendant Donald D. Adams Jr. committed the offense of robbery in the 1st degree by knowingly and unlawfully, while in the course of committing the theft of over $500.00 in cash from Carley Mills an employee of Case Mart located at 2385 N. Ky Highway 3 in Lawrence County, Ky he used or threatened the immediate use of a dangerous instrument upon Ms. Mills.
Commonwealth vs. Bobby D. Bishop
The Grand Jury charges that on or about June 30,2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant Bobby D. Bishop committed the offense of cultivating Marijuana over 5 plants when they knowingly and unlawfully cultivated over 5 plants.
The above named defendant having been charged in the instant indictment with the above stated felony count(s), is now being charged as a persistent felony offender in the 1st degree for the reason that the defendant now more that 21 years of age was previously convicted of 2 prior felonies.
Commonwealth vs. Melinda Wallace
The Grand Jury charges that on or about August 16, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant Melinda Wallace acting alone or in complicity with Brett Thomas committed the offense of trafficking in a controlled substance in the 1st degree by knowingly and unlawfully trafficking in less that 2 grams of a controlled substance, Methamphetamine.
Commonwealth vs. Brett Thomas
The Grand Jury charges that on or about August 16, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant Brett Thomas acting alone or in complicity with Melinda Wallace committed the offense of trafficking in a controlled substance in the 1st degree by knowingly and unlawfully trafficking in less that 2 grams of a controlled substance, Methamphetamine.
The above named defendant having been charged in the instant indictment with the above stated felony count(s), is now being charged as a persistent felony offender in the 2nd degree.
Commonwealth vs. James Moore
The Grand Jury charges that on or about January 25, 2020 in Lawrence County, Ky and before the finding of the indictment the above named defendant James Moore committed the offense of burglary in the 3rd degree by knowingly and unlawfully entering and remaining in a building owned by Wanda Marcum (Scarberry) of Columbus, Oh with the intent therein to commit a theft.
The above named defendant committed the offense of burglary in the 3rd by knowingly and unlawfully entering and remaining in a building owned by Wanda Marcum (Scarberry) of Columbus, Oh with the intent tethering to commit a theft.
The above named defendant committed the offense of theft by unlawful taking under $500.00 by knowingly and unlawfully taking a tool box, copper, and various tools from a building located in Lawrence County, Ky all of which had a collective value of under $500.00.
Commonwealth vs. John Loudon Jr.
The Grand Jury charges that on or about February 12, 2020 in Lawrence County, Ky and before the finding of the indictment the above named defendant John Loudon Jr. committed the offense of fleeing/evading police in the 1st degree by knowingly and unlawfully disregarding Lawrence County Constable Daniel Castle signs and signals to stop in an attempt to flee an arrest, while Castle was acting within his official capacity.
The above named defendant committed the offense of resisting arrest by knowingly and unlawfully resisting Constable Daniel Castle in an attempt to stop Constable Castle from executing an arrest.
Commonwealth vs. James David Moore
The Grand Jury charges that on or about December 25, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant James David Moore committed the offense of burglary in the 2nd degree by knowingly and unlawfully entering the dwelling house of Mr. Andy Hale of Louisa, Ky with the intent therein to commit the crime of theft.
The Grand Jury charges that on or about January 15, 2020 in Lawrence County, Ky and before the finding of the indictment the above named defendant James D. Moore committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
The above named defendant committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of a syringe.
Commonwealth vs. Sandra Lee Bowen
The Grand Jury charges that on or about January 10, 2020 in Lawrence County, Ky and before the finding of the indictment the above named defendant Sandra Lee Bowen acting alone or in complicity with Adam Fletcher committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
The above named defendant acting alone or in complicity with Adam Fletcher committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of cut/altered straws.

The Grand Jury charges that on or about January 10, 2020 in Lawrence County, Ky and before the finding of the indictment the above named defendant Adam Fletcher acting alone or in complicity with Sandra Lee Bowen committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
The above named defendant acting alone or in complicity with Sandra Lee Bowen committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of cut/altered straws.
Commonwealth vs. Brett M. Thomas
The Grand Jury charges that on or about October 11, 2019in Lawrence County, Ky and before the finding of the indictment the above named defendant Brett M. Thomas committed the offense of engaging in organized crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an accomplice in the commission of the offense of trafficking in a controlled substance in the 1st degree (Methamphetamine) on a continuing basis with four or more of the following individuals: Tiffany Chafin, Josh Jude, Amanda Thomas, and Betty Vanover.
That the defendant, having been charged in the instant indictment with the above stated felony count(s) is now being charged as a persistent felony offender in the 1st degree.
Commonwealth vs. Tiffany M. Chafin
The Grand Jury charges that on or about October 11, 2019in Lawrence County, Ky and before the finding of the indictment the above named defendant Tiffany M. Chafin committed the offense of engaging in organized crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an accomplice in the commission of the offense of trafficking in a controlled substance in the 1st degree (Methamphetamine) on a continuing basis with four or more of the following individuals:Brett M. Thomas , Josh Jude, Amanda Thomas, and Betty Vanover.
Commonwealth vs. Amanda Thomas
The Grand Jury charges that on or about October 11, 2019in Lawrence County, Ky and before the finding of the indictment the above named defendant Amanda Thomas committed the offense of engaging in organized crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an accomplice in the commission of the offense of trafficking in a controlled substance in the 1st degree (Methamphetamine) on a continuing basis with four or more of the following individuals: Tiffany Chafin, Josh Jude, Brett M. Thomas, . Betty Vanover.
That the defendant, having been charged in the instant indictment with the above stated felony count(s) is now being charged as a persistent felony offender in the 1st degree.
Commonwealth vs. Joshua A. Jude
The Grand Jury charges that on or about October 11, 2019in Lawrence County, Ky and before the finding of the indictment the above named defendant Joshua A . Jude committed the offense of engaging in organized crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an accomplice in the commission of the offense of trafficking in a controlled substance in the 1st degree (Methamphetamine) on a continuing basis with four or more of the following individuals: Tiffany Chafin, Amanda Thomas, Brett M. The Grand Jury charges that on or about October 11, 2019in Lawrence County, Ky and before the finding of the indictment the above named defendant Betty Vanover committed the offense of engaging in organized crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an accomplice in the commission of the offense of trafficking in a controlled substance in the 1st degree (Methamphetamine) on a continuing basis with four or more of the following individuals: Tiffany Chafin, Josh Jude, Brett M. Thomas, and Amanda Thomas.
Commonwealth vs. Jamie Hardy
The Grand Jury charges that on or about November 30, 2019in Lawrence County, Ky and before the finding of the indictment the above named defendant Jamie Hardy committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of Methamphetamine.
The above named defendant committed the offense of operating a motor vehicle under the influence of alcohol or drugs in the 1st offense by knowingly and unlawfully being in physical control of a motor vehicle while under the influence of alcohol or other substances which impair a driver’s ability to operate that motor vehicle.
The above named defendant committed the offense of license to be in possession by knowingly and unlawfully operating a motor vehicle on the roadways of the Commonwealth of Ky without having possession of his operators license.
The above named defendant committed the offense of prescription controlled substances not in proper container 1st offense by knowingly and unlawfully having possession of prescribed controlled substances, namely Gabapentin and Clonazepam, without the same being in their containers.
The above named defendant committed the offense of failure of owner to maintain required insurance, 1st offense by knowingly and unlawfully failing to procure and/or have proof of valid insurance coverage for the motor vehicle he was operating.
The above named defendant committed the violation of no tail lamps by knowing and unlawfully operating a motor vehicle while the motor vehicle had non functioning tail lamps.
Commonwealth vs. Lester Finley
The Grand Jury charges that on or about January 18, 2020 in Lawrence County, Ky and before the finding of the indictment the above named defendant Lester Finley committed the offense of trafficking in a controlled substance in the 1st degree > 2 grams of Methamphetamine by knowingly and unlawfully being in possession of more than 2 grams of Methamphetamine, with the intent to traffick in Methamphetamine or by trafficking in Methamphetamine.
The above named defendant committed the offense of failure to register transfer of motor vehicle by knowingly and unlawfully failing to notify the proper licensing authority of a transfer of ownership within the timeframe prescribed by law.
The above named defendant committed the offense of failure to notify change of address to the Department of Transportation by knowingly and unlawfully failing to notify the Department of Transportation of a change of address within the timeframe prescribed by law.
The above named defendant committed the violation of failure to signal by knowingly and unlawfully making a turn on the roadways of the Commonwealth of Kentucky without giving a signal of this intention to do so.

The Grand Jury charges that on or about September 19, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant James William Irby III acting alone or in complicity with Joseph Lee Berry and/or Toni M. Anderson committed the offense of receiving stolen property over $500.00 but under $10,000.00 by knowingly and unlawfully being in possession of a 2005 Chevrolet Avalanche motor vehicle stolen from John Lee Rice of Louisa,KY with the same having approximate value of $10,000.00

Anderson committed the offense of receiving stolen property over $500.00 but under $10,000.00 by knowingly and unlawfully being in possession of a 2005 Chevrolet Avalanche motor vehicle stolen from John Lee Rice of Louisa,KY with the same having approximate value of $10,000.00.

The above named defendant committed the violation of no operators license by knowingly and unlawfully operating a motor vehicle while not having a valid operator’s license.

The Grand Jury charges that on or about September 19, 2019 in Lawrence County, Ky and before the finding of the indictment the above named defendant John Lee Rice committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of Methamphetamine.
Old John Rice would need meth, since he cashed 24 bogus checks between July 1 and Sept 9 at the SAME BANK, and why did the bank keep cashing bad checks for 3 months? In today’s electronic world, how did he pull that off???

This is Michael aka bret yes melinda you are absolutely right I’ve never been arrested for drugs or been arrested with u or around u so yes therefore the trafficking charge is bs and needs fixed and I’m getting a lawyer as well cause not only the trafficking indictment they are trying to indicte me on organize crime which is bs and bogus as well hell I’m not even organized when it comes to my own life slash daily activities.
So I guess the court house and all officials involved are lying and the mugshot is fake.. LMAOOO

Sure is amazing to see some of the officers doing the same thing them and a former officer put down a former officer for when he was working all the big multi person cases when only one or so other officers were even concerned in working anything. You can tell by the way they are charging people now with so many being in complicity and the engaging that the officers are trying to to fill the void left by one department’s head being too “big feeling” and getting rid of a good officer. instead of doing what was best for the county and keeping a hard working officer. Just imagine what could have been done in years past if some of them had wanted to do what they are paid so do instead of just sit around. Will be interesting to see how they people’s case turn out and how many are amended or dismissed.
All these people will get is probation or drug court … and the lawyers and judges do that because KY is Commonwealth. They make up their own rules.
How do you charge people with stuff they have never been arrested for or caught with.. some of these people on this list have never even been spoke to by the law for the type charges they are being accused of and as far as the mug shots they are using past mug shots that were took on other times arrested not even for the charges listed here some are pictures from things as simple as FTA or Child support arrests there are some that are more then that like theft or fraud but still they are trying to place people under arrest who were never even arrested or found with the things on them that they are trying to charge them with in these indictments… it doesn’t make much sense.. but I guess it’s fine to ruin people’s life’s and putting them in a even harder spot messing other aspects of their life Situations up while they try to prove them self’s innocent of this.. instead you can arrest people on basically word of mouth or someone writing that they seen it and this person have to sit in jail weeks if not months to prove themselves Or are forced into making some kind of deal by being threatened pretty much that if they can be made to look guilty they will be punished worse and then when they do it’s just a oh sorry good luck getting back everything you lost during the time .. the law enforcement was just going on heresay instead of a crime they never actually arrested you for at that time or caught you doing.
The point of the Grand Jury is for evidence of a crime to be presented to a group of people (the Grand Jury) who listen and then decide if the charges are legitimate or not. You don’t have to be arrested first. This is how they get people who are doing things over a period of time and then when the evidence comes together they can present the case to the Grand Jury and they chose to pursue the charges or dismiss them.
Great job DICE – for the first time in a long time the agencies work together and get things done. Too bad the courts don’t do their part.
