NOVEMBER 12, 2024 – written by WACE QUEEN

BUDDY M. HORN

A Martin County, Kentucky man who apparently attempted to avoid a roadblock, found himself heading to jail on drug trafficking charges, once law enforcement were able to get caught up to him.

Kentucky State Police Post 9 Pikeville troopers were staging a roadblock on Friday afternoon, November 8, by the Van Lear Baptist Church in Johnson County, when they spotted a car approach and then turn into the church parking lot, before heading back the other way.

Troopers noted the driver didn’t use his turn signal and pulled out in front of another car when leaving. A trooper followed and pulled the car over a short distance away.

When the trooper spoke to the driver, who was identified as Buddy M. Horn, 58, of Debord, Kentucky; he detected a strong scent of marijuana and noticed Buddy Horn to be speaking slowly. When questioned, Horn allegedly admitted to having smoked some marijuana earlier and he was placed under arrest.

When police searched his car afterward, they found two bags of meth and two bags of marijuana, along with a variety of paraphernalia.

Buddy Horn was arrested by KSP trooper Tracy Salyer, and he was charged with:

  • FAILURE TO OR IMPROPER SIGNAL,
  • *LICENSE TO BE IN POSSESSION,
  • *NO OPERATORS-MOPED LICENSE,
  • *OPERATING MOTOR VEHICLE UNDER/INFLUENCE SUBSTANCE (189A.010(1C) – 1ST OFFENSE,
  • *TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (> OR = 2 GRAMS METHAMPHETAMINE),
  • *TRAFFICKING IN MARIJUANA ( LESS THAN 8 OZ.) 1ST OFFENSE,
  • *DRUG PARAPHERNALIA – BUY/POSSESS.
Buddy Horn was transported to and lodged in the Big Sandy Regional Detention Center in Paintsville, where he is currently being held on a $5,025 full cash bond only.
