A Johnson County man and woman were arrested on human trafficking charges on Thursday, October 20, after police said the duo had a conversation about exchanging pills and money for sex with the woman’s 13-year-old daughter, according to Johnson County court documents.
The court documents said that the man, Stephen Davis, 56, of Main Street, on Paintsville, KY., arranged to speak with Paintsville Police Department officers and Chief Mike Roe in July after the woman, Rebecca N. Daniel, 40, of Barber Branch, in Paintsville, KY., then began using the conversation to extort pills and money from Stephen Davis.
The court documents said the exchange occurred on a Facebook Messenger, where Stephen Davis offered 15 pills and $250 in exchange for “sexual activity” with the juvenile before asking Rebecca Daniel if “it was a deal,” to which Ms. Daniel responded, “I know … it’s a deal.”
While Paintsville officers were speaking to Stephen Davis, the documents said, he was read his rights and stated he wanted to speak to the officers. Stephen Davis said that he met Rebecca Daniels at a gas station on KY. 40 and gave her $200 and 10 oxycodone that she had requested, because she was “threatening him and he was afraid.”
According to the court documents, Stephen Davis asked Rebecca Daniel if “this was over” and she told him she would “think about it,” before later asking Stephen Davis for more pills and money in exchange for not reporting him.
When officers located and spoke with Rebecca Daniel on August 16, according to which the court documents said, Ms. Daniel was also read her rights, and she stated to the officers that she was “just leading Stephen Davis on to see where he was going with things,” and that she “informed Mr. Davis of her daughter’s age and he still kept going on.”
The court documents said that the officer asked Rebecca Daniel why she didn’t report Stephen Davis to law enforcement and why she had asked for pills and money to stay quiet about the situation repeatedly; Rebecca Daniel placed the blame on Stephen Davis, stating that “he was sick and a pervert,” and that she didn’t see any wrong in what she had done.
The officer told Rebecca Daniel that she should have reported the situation instead of asking for pills and money to “hush about it,” and that she never should have agreed to let him “do anything” with her juvenile daughter, the documents said.
Rebecca Daniel said that she needed money to fix her vehicle and, when asked for her phone, the documents said, advised the officers that it was stolen and “they took her SIM card out of it.”
The officers contacted social services, the court documents said, after asking Rebecca Daniel where the children were and advised her that they would be speaking with the children. Rebecca Daniel told them that the children were at home while Ms. Daniel was speaking to the officers, but she then took the children to school after the officers left, the court documents said.
When social workers attempted to locate the children, the documents said, they were not in class and instead were in the bathroom. According to the documents, the children said that Rebecca Daniel had told them that law enforcement officials and DSS workers were coming to speak with them about “some messages on Facebook.”
On Thursday morning, October 20, Stephen Davis was arrested by officer Brian Runyon of the Paintsville Police Department, and Rebecca Daniel was later arrested the same day Thursday night, by deputy Owens of the Johnson County Sheriff Department. and they were both lodged in the Big Sandy Regional Detention Center, each of the pair, on the charge of:
* HUMAN TRAFFICKING – COMMERCIAL SEX ACTIVITY.
